The public hearing of the Wheaton City Council was called to order at 7 p.m. by Assistant City Manager
John M. Duguay. The public hearing was held in the Council Chambers, Wheaton City Hall, 303 W.
Wesley Street, Wheaton, lllinois. Upon roll call, the following were:

II. Appointment of Mayor Pro Tem
Councilwoman Robbins moved and Councilman Brown seconded that Councilman Barbier be
appointed Mayor Pro Tem for the evening's meeting.

L III. Public Hearing - ZA #23-20/ Annexation/ ON239 Gary Avenue/ Wheaton Park District

a. Presentation
Brian Armstrong, an attorney representing the Wheaton Park District, stated that the Wheaton

Park District owns the parcel of property known as ON239 Gary Avenue. The Wheaton Park District
is submitting a petition for annexation of this parcel. This property is exclusively owned by the
Wheaton Park District, is an unincorporated parcel surrounded by incorporated parcels, and is
located on the east side of Gary Avenue. Should the City of Wheaton annex the property, it is to
be zoned R-3 Residential. No improvements are planned as part ofthis request.
In response to Councilman Brown, Mr. Armstrong stated that the Wheaton Park District has
owned the property since 2009. The property was purchased by the Cosley Foundation and then
donated to the Wheaton Park District.
Public Comment
Kevin Needham, 1311 N. Carlton Ave., stated that he does not oppose the annexation of ON239
Gary Avenue to be zoned as R-3 Residential. hlowever, he stated that he continues to oppose the
building of a proposed parking lot on ON239 Gary Avenue. He expressed appreciation to Mayor
Suess and the City Council for listening to residents' concerns. He stated that he and other
residents will continue to communicate with the Wheaton Park District regarding their opposition
to development on ON239 Gary Avenue, specifically related to the Cosley Zoo's proposed parking
lot plan.

Councilwoman Bray-Parker moved and Councilwoman Robbins seconded a motion to close the public
hearing at 7:08 p.m.
