NOTICE OF PUBLIC HEARING
The Wheaton Planning and Zoning Board will hold a public hearing on Tuesday, October 22, 2024 at 7:00 p.m.
in the Council Chambers of the Wheaton City Hall, 303 West Wesley Street, Wheaton, Illinois, in-person and via
zoom at https://us02web.zoom.us/j/82078983019 or dial (312) 626-6799, Meeting ID: 820 7898 3019,
Passcode: 964424 to consider the following zoning application:
Please use the south entrance only. The north entrance will only be accessible to individuals who require
elevator service to access public meetings.
Zoning Application #24-13. An application requesting a rezoning of 100 W. Roosevelt Road to the R-5
Residential District with a special use permit for a planned unit development to allow the two existing office
buildings to be converted into two multi-family dwelling buildings. The multi-family dwelling development is
proposed to contain twelve, 1 bed/ 1 bath units and ten, 2 bed/ 2 bath units, totaling 22 rental units, and 38
surface parking spaces. The property is 64,143 square feet (1.47 acres) in size and currently zoned O-R Office
Research District.
This special use permit for a planned unit development is requesting the following variations:
1. Per Article 11.2.2c - A lot size of 2,915 square feet per unit in lieu of the permitted 3,000 square feet per
unit (i.e. 22 units in lieu of the permitted 21 units).
2. Per Article 2, Usable Open Space Definition - Open space (contiguous to and provided for private usage of
the individual dwelling units) of 0.0 square feet in lieu of the required 70.0 square feet.
3. Per Article 6.6.2b.1a - A western parking lot perimeter landscape setback of 10.0 feet in lieu of the
required 15.0 feet.
4. Per Article 22.5.13 - Parking of 38 spaces in lieu of the required 50 spaces.
The application has been submitted by the property owner, Islander LLC, 126 W. Oak, Chicago, IL 60610.
The subject property is legally described as:
UNITS A-1, A-2, A-3, A-4, B-1, B-2, B-3, AND B-4 IN PARK PLACE OFFICE CONDOMINIUM, AS DELINEATED ON A SURVEY OF THE
FOLLOWING DESCRIBED REAL ESTATE: CERTAIN LOTS IN MILTON TOWNSHIP SUPERVISOR’S ASSESSMENT PLAT NO. 3 IN SECTIONS 20
AND 21, TOWNSHIP 39 NORTH, RANGE 10, EAST OF THE THIRD PRINCIPAL MERIDIAN, ACCORDING TO THE PLAT THEREOF RECORDED
APRIL 15, 1944 AS DOCUMENT 461083 AND CERTAIN LOTS IN FAIRWAY UNIT NUMBER ONE, BEING SUBDIVISION OF PART OF THE
NORTHWEST ¼ OF SECTION 21, TOWNSHIP 39 NORTH, RANGE 10, EAST OF THE THIRD PRINCIPAL MERIDIAN, ACCORDING TO THE PLAT
THEREOF RECORDED MAY 3, 1946 AS DOCUMENT 497155, BOTH IN DUPAGE COUNTY, ILLINOIS, WHICH SURVEY IS ATTACHED AS
EXHIBIT “C” TO THE DECLARATION OF CONDOMINIUM AS DOCUMENT R-83-33352, TOGETHER WITH IT UNDIVIDED PERCENTAGE
INTEREST IN THE COMMON ELEMENTS. P.I.N. 05-21-117-005
The subject property is commonly known as 100 W. Roosevelt Road, Wheaton, IL 60187.
At the public hearing, anyone wishing to make a public statement will be encouraged to do so. Written comments
may be submitted to the Board prior to or at the public hearing. A copy of the application is available for review in
the office of the Director of Planning and Economic Development, 303 West Wesley Street, Wheaton, Illinois
during normal business hours.
