NOTICE OF PUBLIC HEARING
The Wheaton Planning and Zoning Board will hold a public hearing on Tuesday, April 8, 2025 at 7:00 p.m. in the
Council Chambers of the Wheaton City Hall, 303 West Wesley Street, Wheaton, Illinois, in-person and via zoom

Zoning Application #25-07. An application requesting a special use permit pursuant to Article 14.1.3 of the
Wheaton Zoning Ordinance to allow the construction and use of four (4) solar carports in the existing parking lot of
the Billy Graham Center at 500 College Avenue. Each carport will measure 44.69 feet by 180.56 feet. The property
is zoned I-1 Institutional District.
The application has been submitted by Continental Energy Solutions, 815 Commerce Drive, Suite 280, Oak Brook,
IL 60623 on behalf of the property owner, Wheaton College, 501 College Avenue, Wheaton, IL 60187.
The property that is the subject of the special use permit is legally described as:
LOTS 3, 4, 5, 6, 7, 10(EXCEPT THE WEST 137.94 FEET AS MEASURED ALONG THE NORTH AND SOUTH LINES THEREOF), AND 12
IN COUNTY CLERK'S ASSESSMENT DIVISION OF LANDON'S SURVEY, BEING A SUBDIVISION OF THE EAST HALF OF SECTION 16,
TOWNSHIP 39 NORTH RANGE 10, EAST OF THE THIRD PRINCIPAL MERIDIAN, TOGETHER WITH A STRIP OF LAND 16 FEET IN
WIDTH, LYING IMMEDIATELY SOUTH OF AND ADJOINING SAID LOTS 6 AND 12, THE EAST AND WEST LINES BEING THE
PROLONGATIONS OF THE EAST LINE OF SAID LOT 12 AND THE WEST LINE OF SAID LOT 6 AND THE SOUTHERLY LINE OF SAID
STRIP COINCIDING WITH THE NORTHERLY LINE OF THE RIGHT OF WAY OF THE UNION AND PACIFIC RAILWAY, ALL IN
DUPAGE COUNTY, ILLINOIS.
