On January 18, 2024, Sgt. Green broadcasted a ‘Missing Adult’ email to members of Command Staff. In his email, Sgt. Green related the details of the incident he
was investigating so that oncoming supervisors were apprised of the situation. Not only did the communication provide the necessary information, but it was also
well‐written, concise, and free of grammatical errors. The importance of a well‐communicated correspondence as a Command Staff member cannot be overstated.
Sgt. Green is continuing to show his ability to author Command Staff level communications.
On March 4, 2024, Sgt. Green requested our Public Safety Analyst to look at open‐source outlets to determine if there was a growing concern related to a protest in
Carol Stream. Sgt. Green’s ability to utilize available resources effectively speaks of his ability to manage assets and work as a cohesive team member.
On March 13, 2024, Sgt. Green emailed his team about a guest speaker at Wheaton College who was scheduled to give a lecture on the Palestinian conflict in Gaza.
Again, Sgt. Green ensured his team was prepared in the event of an incident and provided a detailed map of the location for ease of orientation. Sgt. Green’s email
was well written and at the level expected of command staff.

During this evaluation period, a YouTube video surfaced of a First Amendment Auditor at the County Complex where Sgt. Green was ultimately called to. During the
call for service, which was also apparent within the video, Sgt. Green handled himself remarkably, displaying patience, and providing a well‐informed response to
the auditor before clearing without issue.
On February 15, 2024, Sgt. Green authored an Unusual Occurrence email reference a death investigation. The email was clear and concise, describing the events of
the incident and leaving little to the imagination. Of note during the incident, under Sgt. Green’s leadership, the proper decision was made to force entry into the
unit based upon exigent circumstances [WHPC2400294].
On March 8, 2024, Sgt. Green received a citizen complaint. Instead of immediately referring the complaint to the Lieutenant’s office, Sgt. Green handled the
complaint at his level, successfully navigating the concerns of the citizen. This incident is yet another example of Sgt. Green’s superb communication skills.

On January 17, 2024, Sgt. Green recognized Ofc. Welsch and Det. Witten for their work in an investigation related to case # WHPC2400075, where the offender was
charged with felony Criminal Damage to Property and four counts of Violation of a Stalking/No Contact Order. Ofc. Welch and Det. Witten went above and beyond in
their efforts to investigate the incident and the offender was ultimately detained awaiting his next hearing date. Sgt. Green understood the importance of praising
employees for their work and his recognition solidified himself as leader within both the Patrol and Support Divisions.
On February 11, 2024, Sgt. Green communicated to his team the necessity of having a properly equipped medical bag in each of the deployable squad cars. Sgt.
Green created an extensive list of the items that should be located within the bags to include trauma sheers, abdominal pads, Israeli Battle Dressing (IBD), roll of
medical tape, gauze roll, tourniquet, Mylar (space) blanket, disposable mask(s), rubber gloves, Band‐Aid bag, and CPR mask. Additionally, Sgt. Green outlined the
requirements that should be within the larger medical bags which included the above items along with hand sanitizer, Life Vac, cold pack, and a Mega Mover. After
delineating the essential items for each bag, Sgt. Green directed his team to go through their respective squad cars and ensure the medical bags were properly
equipped, reporting deficiencies to him by February 15, 2024. Sgt. Green made it clear that having properly equipped medical bags in the squads was not a
substitute for having their own supplies in their ‘Go Bags’ that minimally consisted of a tourniquet, Israeli Battle Dressing, trauma sheers, gloves, and gauze. Sgt.
Green’s email was well researched and extensive, ensuring his team was prepared for future medical emergencies.
On February 11, 2024, Sgt. Green communicated to members of Command Staff a severe vehicle defect related to Squad 354. Sgt. Green ensured all the necessary
equipment was removed from the squad and confirmed a work order with a top priority status was delineated to Public Works. Sgt. Green further advised he would
take it upon himself to ensure all equipment would be restored to Squad 354 upon its return to the fleet.

On January 17, 2024, Sgt. Green recognized several errors on the Command Staff calendar related to employee evaluations. Sgt. Green took it upon himself to
communicate these errors with his supervisor and remove those who are no longer employed with the agency, correcting a deficiency.
On February 14, 2024, Sgt. Green addressed his team related to the submission guidelines for a Clear and Present Danger form. Sgt. Green recognized his original
direction on the matter was wrong and corrected his deficiency by publicly admitting his error, solidifying his authenticity as the formal leader of the team, and
displaying humility.
On March 5, 2024, Sgt. Green reviewed Officer Loster’s police report, identifying numerous deficiencies throughout. Sgt. Green was detailed in his review of the
report, specifically outlining all the necessary changes, and challenging the final product that was turned into him. Sgt. Green’s background with investigating case
writing shows itself in his critique and will help him maintain accountability to those he leads.

On January 22, 2024, Sgt. Green was notified of sex offender looking to register at a location on Lorraine Rd. During his investigation, Sgt. Green believed the
offender would be in violation as there was a park just east of this location in Glen Ellyn, IL. Sgt. Green again took it upon himself to research the incident,
determining that the offender would be in violation due to the proximity of the park and its designation. Ultimately, this incident was referred to another agency for
disposition, however, Sgt. Green displayed his ability to lead by example through handling the situation himself, instead of delegating.
On February 10, 2024, Sgt. Green requested LLIM training from Officer Lucas due to several members, including himself, requiring additional training time in this
weapon platform. Sgt. Green understood the necessity of re‐familiarization of a valuable patrol tool and ensured the needs of his team were met in a timely manner
to both limit liability and set his team up for success.
During this evaluation period, Sgt. Green continued to mentor OIC Sheahan and supervise him while he acted as an Officer in Charge. There is an inherent challenge
in mentoring an individual who has more departmental seniority and has been operating as an OIC for a longer period. Despite these challenges, Sgt. Green was
successful in his mentorship, and OIC Sheahan has been receptive to feedback, displaying Sgt. Green’s capability as a leader.

On March 27 and March 28, 2024, Sgt. Green volunteered for overtime assignments from 7p to 1a. These overtime assignments, which were last‐minute
assignments, were covered by Sgt. Green to prevent another supervisor from getting forced in on their off time. Sgt. Green ultimately worked two 19‐hour days,
displaying his selflessness and dedication to the department.
On March 28, 2024, Sgt. Green assisted Officer Hoots with an investigation by coordinating with Glen Ellyn’s analyst to obtain LPR data for cameras near Roosevelt
Rd and Route 53. Though Sgt. Green was not required to perform this function, he put forth an effort to assist members of another supervisor’s team.
On June 4, 2024, Sgt. Green participated in the Collaborative Training Day with District 200, held at Franklin School. Sgt. Green engaged in the training exercises and
excelled both as a leader, and in managing resources from the inner and outer command posts during active threat simulations. Sgt. Green’s focus on the training
underscored his commitment to self‐improvement.

On April 8, 2024, Sgt. Green informed Officer Schumaker about an offender being taken into custody on an original warrant while he was off duty. The offender was
interviewed, which elicited incriminating statements on a case Officer Schumaker was working on. A cell phone extraction was completed, and Sgt. Green advised
Officer Schumaker that all he needed to do was review the extraction and felony charges would be approved by the state, ensuring a seamless investigation into the
incident.
On April 22, 2024, Sgt. Green received an award from Lt. Dillenkoffer regarding his review of Officer Schumaker’s use of force narrative as part of his overall
supervisory review process. Specifically, Sgt. Green’s attention to detail while reviewing officer accounts and actions, along with ensuring a succinct timeline of
events indicated he understood the importance of detailing events and using appropriate terminology during use of force incidents [WHPC2400731].
On May 31, 2024, Sgt. Green became aware of a practice concerning the sporadic processing of juveniles for felony offenses. Sgt. Green examined policy and state
statutes to determine the most appropriate actions for processing juveniles in the future. In taking these measures, Sgt. Green not only guaranteed that his team
operated within legal and departmental parameters but also minimized their liability.

On March 28, 2024, Sgt. Green discovered a glitch in TimePro which created triplicate entries for a member of his team. Sgt. Green promptly notified Administrative
Coordinator Steinke of the issue to rectify the situation to avoid future occurrences.
On April 7, 2024, Sgt. Green authored an ‘Unusual’ email to the department reference a dual domestic arrest incident which qualified for a potential felony charge.
The email provided a necessary amount of information to keep officers apprised of the incident and was well communicated [WHPC2400703].
On May 8, 2024, Sgt. Green composed an email to command staff outlining the procedure for fingerprinting offenders with original charges who were released on
recognizance bonds by other jurisdictions. The email from Sgt. Green was articulate and detailed, facilitating easy understanding. Sgt. Green independently ensured
that all first‐line supervisors were informed and unified regarding the delayed processing of offenders.

On April 2, 2024, Sgt. Green communicated with all CSOs and PEOs of an issue regarding premium daily fee parking spaces and enforcement action. Sgt. Green
authored an email detailing the problem with enforcement in these spaces and ensured all members of this team were apprised to avoid future complications.
On May 27, 2024, Sgt. Green received a Pro Standard Award by Lt. Dillenkoffer for his debriefing of case WHPC2401066. Sgt. Green led an informal debrief with his
team, openly discussing his on‐scene decision‐making process and seeking their input. He was forthright about his reasoning and welcomed their perspectives on
alternative approaches to the call. Throughout the conversation, he demonstrated humility and concern for his officers' welfare, emphasizing that their safety
guided his actions. Sgt. Green shared his reflections on the call during his time off and encouraged feedback or suggestions from the officers. His sincerity and
willingness to learn from the incident through team dialogue were evident. He maintained confidence in his on‐scene choices yet remained receptive to considering
different methods to enhance both team and community welfare. His commitment to an open and transparent debriefing process was recognized and applauded.
On June 13, 2024, Sgt. Green took proactive measures to set his team up for success by coordinating the acquisition of Wisenet credentials, ensuring effective
operations of his team during their tours of duty.

On April 1, 2024, Sgt. Green was made aware of a warrant being obtained by IDOC for a felonious offender. Sgt. Green provided the IDOC Wanted Bulletin and
delineated the suspect's history with the department, which included several arrests. Sgt. Green warned of the safety risk to officers if they encounter the subject
and emphasized that two units should response if we have a call for service involving him.
On April 11, 2024, Sgt. Green authored an ‘Unusual’ email for an incident where his team responded to 1495 Johnstown Ln #A for a mentally ill subject in an
“emotionally charged” state. During the interaction, members of Days Team 2 were battered before a use of force occurred. Under his leadership, Sgt. Green
ensured the subject was taken into custody and charged with two felony counts of Aggravated Battery before being transported for a pre‐trail detention hearing. Sgt.
Green’s email was well‐written and provided the necessary information to keep members of the department apprised of the incident [WHPC2400731].
On June 1, 2024, Sgt. Green and his team were dispatched to 1429 Haverhill Drive, Unit #B, following a request to check on the resident's wellbeing. The
complainant reported that there had been no contact with the resident for over a month. Leading the operation, Sergeant Green, along with his team, entered the
apartment and found the resident deceased. Sgt. Green notified command staff and the coroner’s office, providing details of the resident's medical history, which
included alcoholism. The DuPage County Coroner and Detective Doherty arrived at the scene to assume control of the investigation [WHPC2401120].

On June 27, 2024, Sgt. Green collaborated with the Lieutenant's office to assess whether Officer Dempsey could voluntarily work an 18‐hour shift. This approach
would compensate for the manpower shortage in the shift and address future vacancies if there's no response to overtime requests.
On July 25, 2024, Sgt. Green reached out to the head of Facilities Management, Al Schefske, to identify the appropriate contact for a Lucity request concerning the
parking garage elevators. Despite previous requests, the issue of recurring 911 hangup calls from the elevator remains unresolved. Sgt. Green proactively sought a
resolution to prevent further waste of resources.

when necessary. Furthermore, Sgt. Green remained cognizant of his emails pertaining to on‐line citizen reports made through the Frontline Public Portal, assigning
them when appropriate.
On July 16, 2024, Sgt. Green authored report WHPC2401465, an AOA to the Crisis Center, which was both thoroughly investigated and well‐composed. Rather than
merely assigning the incident, Sgt. Green proactively addressed and resolved it satisfactorily. Following this, he submitted his report and informed the Lieutenant’s
office, where it awaited approval.

On July 22, 2024, Sgt. Green sent an email to the supervisors of the upcoming day shift. He detailed in his message that a juvenile victim had reported a crime that
occurred at a church camp in Wheaton. The victim was uncooperative, but the officer on scene managed to ascertain that the incident happened two weeks prior.
Sgt. Green asked the supervisors of the day shift to promptly address any faxed transfer requests regarding this matter as it was a potential sexual assault. Sgt.
Green affirmed his commitment to Wheaton residents by thoroughly investigating events that transpired under his watch.
On August 27, 2024, Sgt. Green became aware of a schedule change that would lead to a reduction in the number of instructors for the forthcoming DP training
days. Consequently, he quickly informed me and asked whether this change would pose a problem for the training office, which it did not. Sgt. Green consistently
manages his schedule and proactively addresses potential concerns before they escalate.

On August 9, 2024, Sgt. Green formally notified several officers on his team of their substandard productivity levels. In his correspondence, he detailed the self‐
initiated metrics for each officer and explained how they failed to meet expectations. Moreover, Sgt. Green warned that if no improvement was observed in the
upcoming DPS, a Performance Improvement Plan would be enacted. Sgt. Green's communications demonstrate his dedication to employee accountability, despite
having only recently taken over the team.
On August 13, 2024, Sgt. Green coordinated with Medical Supervisor Dave DiClementi regarding calls for service involving childbirth. Sergeant Green reported that
his team had assisted in the delivery of two infants in the past week. He noted that his officers had not been formally trained in childbirth procedures and sought
guidance on the appropriate actions to take should they arrive on scene before medical personnel. Sergeant Green initiated the process of gathering the necessary
information to create a Standard Operating Procedure for his team.

During this evaluation period, Sgt. Green set a commendable example for his team by leading from the front. Notably, he conducted multiple traffic stops during
patrols, which continued to serve as encouragement for his team members to do the same.
On July 17, 2024, Sgt. Green and his team responded to 962 Community Dr. for a domestic disturbance. During the investigation, officers learned the suspect
threatened the mother of his child with a knife while making repeated attempts to remove her from the home. Under Sgt. Green’s leadership, the suspect was
placed in custody and later charged with Attempt Child Abduction, Agg Assault, Domestic Battery, Resisting, and Child Endangerment. Sgt. Green’s ‘unusual’ email
was well written and provided necessary clarification to members of command staff.

On September 8, 2024, Nights Team 2, led by Sgt. Green, responded to a fatal hit‐and‐run at Butterfield/Scottsdale Cir. An ISPERN was issued, leading Aurora PD to
locate the vehicle and identify the driver, who was then taken into custody and transported to the PD. Investigations were notified following staff notifications. The

On October 20, 2024, members of Sgt. Green’s team attempted to stop a vehicle near Madison and Butterfield. The vehicle accelerated rapidly, prompting the
initiation of a pursuit. Sgt. Green diligently monitored the radio and asked pertinent follow‐up questions to ensure the pursuit was conducted as safely as possible.
The officer self‐terminated the pursuit near Winfield and Mack after losing sight of the vehicle. It was later spotted on Roosevelt Rd., leading to the re‐initiation of
the pursuit. Ultimately, the pursuit was terminated, and the vehicle was entered into LEADS and added to our Flock Hot list. Overall, Sgt. Green managed the
incident appropriately given the circumstances and made the right decision to terminate the pursuit [WHPC2402174].
