NOTICE OF PUBLIC HEARING The Wheaton Planning and Zoning Board will hold a public hearing on Tuesday, January 27, 2026 at 7:00 p.m. in the Council Chambers of the Wheaton City Hall, 303 West Wesley Street, Wheaton, Illinois, in- person and via zoom at https://us02web.zoom.us/webinar/register/WN_Xdj92WLdSrOWqsmExqA3ZA or dial (312) 626- 6799, Meeting ID: 822 3806 6082, Passcode: 238470 to consider the following zoning application: Zoning Application #26-04. An application requesting an amendment to a special use permit for a planned unit development to allow the construction and use of a one-story, 515 square foot coffee stand with a separate 238 square foot cooler/ storage building on a leased parcel of land in the Rice Lake Square Shopping Center parking lot between the former Houlihan’s restaurant at 321 Rice Lake Square and Studio Movie Grill at 301 Rice Lake Square. The property is zoned C-5 Planned Commercial District. The application is further requesting a special use permit to Article 20.3 of the Wheaton Zoning Ordinance to allow sales or service directly to customers in vehicles. The application has been submitted by Who Brew IL II LLC, 100 Powell Place, Suite 1320, Nashville, TN 37204 on behalf of the property owner, Core Rice Lake LLC, PO Box 1243, Northbrook, IL 60065. The property that is the subject of the zoning request is legally described as: LOT 1 IN RICE LAKE SQUARE AT DANADASECOND PLAT OF RESUBDIVISION, A RESUBDIVISION OF LOT 1 IN RICE LAKE SQUARE PLAT OF RESUBDIVISION OF PART OF SECTION 28 AND THE NORTH 1/2 OF SECTION 33, TOWNSHIP 39 NORTH, RANGE 10 EAST OF THE THIRD PRINCIPAL MERIDIAN, ACCORDING TO SAID RICE LAKE SQUARE AT DANADA SECOND PLAT OF RESUBDIVISION RECORDED DECEMBER 27, 1995 AS DOCUMENT NO. R95-182698 IN DUPAGE COUNTY, ILLINOIS. P.I.N.: 05-28-402-014 The subject property is commonly known as the Rice Lake Square Shopping Center, Wheaton, IL 60189. At the public hearing, anyone wishing to make a public statement will be encouraged to do so. Written comments may be submitted to the Board prior to or at the public hearing. A copy of the application is available for review in the office of the Director of Planning and Economic Development, 303 West Wesley Street, Wheaton, Illinois, during normal business hours.
