Advance Plans Committee Summary of Meeting Thursday, January 10, 2019 MAPD Conference Room Attendance AP Committee Members: Chuck Warren (Chair), Cindy Miles, John McKay, Rob Hartman, John Dailey, Bob Dool; Members Absent: Joshua Blick; MAPD staff: Dale Miller, Scott Knebel, Mary M. Chair-person Chuck Warren called the meeting to order at 10:30 am; 2. The Advance Plans Committee unanimously approved the summary of the December 6, 2018 Committee meeting; 3. Matt Williams, Associate Planner provided the Committee with an update of the South Central Neighborhood project. The consulting team, RDG continues to make progress including an update to the Existing Conditions portion of the plan including demographic data. Additional information will be available at the February 7th Committee meeting. Mr. Williams reported there were more than 130 responses to the on-line survey and focus groups will convene in late January. A kick-off meeting will take place on January 29, 2019 along with an Advisory Committee meeting the following day. 4. Mary Hunt, Principal Planner provided an update on the Northeast Heights Neighborhood Plan amendment to the Comprehensive Plan. A group of residents, represented by Mr. Steve Falke provided an alternative to the staff recommendations noted in the policy memo. The alternative is more rigorous in terms of design guidelines and requiring the commercial development on the WSU campus to be nearly fully leased prior to any activity on the three lots located on the northwest corner of E. 21st Street and Oliver Avenue. Mr. Falke spoke, along with other residents and representatives of the Northeast Heights neighborhood with comments concerning storm water issues and potentially more restrictive development requirements. Mr. Miller, MAPD Director reminded the Committee that issues related to the Homes Associations, or the Neighborhood Association are private matters, and have no impact on the Northeast Heights Neighborhood Plan. Mr. Barnes noted that the Plan area is too small and that a larger plan area is more appropriate with a focus on economic development. Mr. Hickle of the Public Works department reiterated that item 5 of the Staff memo is consistent with the current processes and standards of storm water management. Advanced Plans Committee Meeting Summary – January 10, 2018 1 Mr. Vanzandt, of the Law Department expressed concern that the robust requirements of the alternative version of the policy statement would create legal issues in the future. The Advance Plans Committee members requested the item be tabled until the next meeting, on February 7th to allow additional time to review the two options provided. 5. Mary Hunt, Principal Planner provided an update to the Wichita: Places for People Plan by reporting that the Plan was unanimously approved by the Urban Infill Advisory Committee. The Plan requires some minor corrections and will be completed soon. The next steps will center on the approval process beginning with the Planning Commission. Mr. Daley expressed interest in having a special meeting of the Advance Plans Committee to review the Plan prior to making any recommendation to the full Planning Commission. Ms. Hunt agreed to explore this prior to bringing the Plan forward for consideration. 6. Scott Knebel, Planning Manager distributed and briefly reviewed the calendar of the Approval Process for the Delano Plan and the Ballpark Village Master Plan. Mr. Knebel also explained the role of the Advance Plans Committee and the Planning Commission in this process. A presentation on this topic at the next Committee meeting of February 7, 2019. 7. Planning Commissioner, Joe Johnson expressed interest in serving on the Advance Plans Committee. Planning Commission Chair, Cindy Miles indicated she would review the by- laws to determine available options. 8. The next meeting of the Committee is scheduled for Thursday, February 7, 2019 at 10:30 am. In the MAPD offices. 9. With no further business, the meeting adjourned at 11:33 am.
