Advance Plans Committee Summary of Meeting Thursday, February 7, 2019 MAPD Conference Room Attendance AP Committee Members: Chuck Warren (Chair), Cindy Miles, John McKay, Rob Hartman, John Dailey, Bob Dool; Members Absent: Joshua Blick; MAPD staff: Dale Miller, Scott Knebel, Mary M. Hunt, Stephen Banks, Matt Williams; Other: Joe Johnson, Planning Commissioner; Lonnie Barnes; Steve Falke; Discussion Summary 1. Chair-person Chuck Warren called the meeting to order at 10:33 am; 2. The Advance Plans Committee unanimously approved the summary of the January 10, 2019 Committee meeting; 3. Matt Williams, Associate Planner presented an update of the South Central Neighborhood Plan. The consulting firm RDG will be in Wichita to conduct a design studio on February 20th and 21st. The advisory Committee will meet at 4:30 pm on February 21st. Resident participation continues to be strong with one particular person assuming a leadership role for the neighborhood. 4. Mary Hunt, Principal Planner presented an update of the Northeast Heights Neighborhood Plan. An alternate version of the staff recommended policies was reviewed and after discussion with the Homes Association leadership, who suggested the changes about possible legal hurdles, decided to support the staff policy recommendations. The committee suggested adding some additional background information to the forthcoming report concerning the University Overlay in place now. Mr. McKay suggested adding some additional information to the staff report explaining how this amendment came to be, as there had been two earlier rezoning requests, in the study area were denied by the City Council. The Committee voted 5 to 1 in favor of placing the item on the February 21, 2019 Planning Commission meeting with a request to schedule a Public Hearing. 5. Matt Williams, Associate Planner provided the Committee an update of the Delano Plan and the Ballpark Village Master Plan (BVMP). Changes to the Delano Plan included a reprioritization of projects to coincide with projects of the South Central Neighborhood project; McLean Blvd is proposed to be reduced to two lanes adjacent to the BVMP area; The design of the ballpark will conform to the BVMP; Specific design guidelines should be developed based on each area, rather than one set of guidelines applied to the entire area. Advanced Plans Committee Meeting Summary – February 7, 2019 1  Mr. Williams introduced the Ballpark Village Master Plan, developed by the consulting firm Goody Clancy. The Plan is an amendment to the Delano Plan. The Plan provides guidance on the placement of buildings, design guidelines that balance pedestrian activity with automobile activity, Protecting view sheds and limiting building heights in the process. Pedestrian friendly buildings and site guidelines are included as well as recommendations for building materials and signage. The commercial uses are necessary to provide revenue to retire Star Bonds used to finance the project. The Plan will be presented to various groups in the community and ask for comments. Comments from the Committee included questions on parking, traffic circulation and possible road closures. The Plan will be provided to various community groups including the Delano Plan Advisory Group, District Advisory Committees, and the Delano Neighborhood. The Advance Plans Committee was asked to place this item on the Planning Commission agenda in order to schedule a public hearing for the BVMP. 6. Other business: There is a Special Meeting of the Advance Plans Committee regarding the Wichita: Places for People plan scheduled for Thursday, February 21, 2019 beginning at 10:30 am in the Director’s conference room of MAPD. 7. The next regular meeting of the Advance Plans Committee is Thursday, March 7, 2019 beginning at 10:30 am in the Director’s conference room of MAPD. 8.
