Advance Plans Committee Summary of Meeting Thursday, March 7, 2019 MAPD Conference Room Attendance AP Committee Members: Cindy Miles, Rob Hartman; Chuck Warren (Chair) arrived at 10:35 am, and Bob Dool arrived at 10:40 am. Members Absent: John McKay, John Dailey and Joe Johnson MAPD staff: Dale Miller, Scott Knebel, Mary M. Hunt, Stephen Banks, Matt Williams, Jim Schiffelbein; Other: Troy Houtman, Parks Department, Debra Miller Stevens, Elena Ingle, Maddy Campbell, Kurt Yowell; Discussion Summary 1. Planning Commission Chair, Cindy Miles called the meeting to order at 10:33 am pending the arrival of Chair-Person Chuck Warren; 2. The Advance Plans Committee unanimously approved the summary of the February 7, 2019 Committee meeting with two Committee members present at the time of the vote; 3. Mr. Matt Stiles and Ms. Sarah Gooding of the Wichita Public Policy Center of Wichita State University, was contracted to conduct public engagement and presented information on the Clapp Golf Course redevelopment efforts and asked for input from the Committee. Questions centered on potential uses and programs desired for the redevelopment of the golf course. The golf course will close due to the facility being fiscally unsustainable. Ideas presented included for the 52 acre developable area included outdoor/sports activities, dining options, places for people to gather and a destination for the region. Other ideas suggested were a Sky Trail (OKC), kid friendly activities, Chicken & Pickles, low-to-no cost activities that can support the park fiscally, climbing wall, rentable venue for 300+ people while allowing commercial development at the corner of Harry and Oliver. Mr. Stiles indicated they expected to present their findings to the City Council in May 2019. 4. Matt Williams, Associate Planner updated the Committee that a Design Studio and Open House took place and the Advisory Committee reviewed ideas and public comment the next day. Lower cost investment projects were presented to the committee. Staff will be meeting with CM Clendenin in late March and an Implementation Summit will take place in April 2019. Advanced Plans Committee Meeting Summary – March 7,2019 1 5. Mary Hunt, Principal Planner announced a public hearing is scheduled for April 4, 2019 for the Northeast Heights Neighborhood Plan. The Plan will provide guidance for future zoning requests as a Community Investments Plan amendment. 6. Scott Knebel, Planning Manager provided the Committee an update of the Delano Plan and the Ballpark Village Master Plan (BVMP). The City Council considered a Development Agreement and has delayed a decision for two weeks. The Public Hearing is delayed as for now and will include three items: 1) Delano/BVMP; 2) PUD for the stadium site and the private land surrounding it; 3) Plat approval for five lots. Chairman Warren suggested the Plan (Delano and BVMP) be forwarded directly to the MAPC at the earliest opportunity and that it does not need to be revisited by the Committee. Staff agreed to do so. 7. Mary Hunt, Principal Planner asked the Advance Plans Committee to place the Wichita: Places for People Plan on the March 21, 2019 Planning Commission meeting agenda to ask the full Planning Commission to set the Public Hearing date for the Plan on May 9, 2019. The Advance Plans Committee voted unanimously to place the item on the Planning Commission agenda with four members present. 8. Other business: None 9.
