Advance Plans Committee Summary of Meeting Thursday, April 4, 2019 MAPD Conference Room Attendance AP Committee Members: Chuck Warren (Chair) Cindy Miles, Rob Hartman, John McKay, John Dailey, Joe Johnson, and Bob Dool (arrived at 10:36 am). Members Absent: None MAPD staff: Dale Miller, Scott Knebel, Mary M. Hunt, Stephen Banks, Matt Williams, Jim Schiffelbein; Other: Troy Houtman, Parks Department, Elena Ingle, Maddy Campbell, Kurt Yowell; Discussion Summary 1. Advance Plans Committee Chair, Chuck Warren called the meeting to order at 10:30 am; 2. The Advance Plans Committee approved the summary of the March 7, 2019 Committee meeting with four votes; two Committee members abstained and one member arrived late; Chairman Warren asked for all attendees to introduce themselves. 3. Ms. LaShonda Garnes of the WSU Public Policy Management Center presented the results of the public engagement effort for the adaptive re-use of Clapp Golf Course and asked the Committee for feedback prior to presenting findings to the Park Board. The public engagement series centered on three topics including Amenities, Programs and types of Development citizens preferred for the use of park property. Some suggestions from the engagement effort were retaining some form of golf activity, bicycling, trails and water and garden features. Educational and entertainment programs were also identified. Development ideas included making the park a destination along with affordable activities among other ideas. The social media effort reached 34,000 people with the two-hour Town Hall event including 1,057 participants. Social media platforms included Facebook and Next Door. Ms. Garnes answered questions from the Advance Plan Committee including how garden concepts would be implemented, how gathering spaces could be included within the park and how the re-use would be coordinated with the Wichita: Places for People Plan. 4. Matt Williams, Associate Planner provided the Committee with a brief update on the South Central Plan. April 18, 2019 is scheduled for an Implementation Summit where the consulting team will share their ideas and prioritization. The following day, April 19, 2019, the Steering Committee will meet to discuss the ideas from Implementation Summit. Matt shared the sketches prepared to date and the project calendar. Refined drawings will be available for review at the Implementation Summit in mid-April. Advanced Plans Committee Meeting Summary – April 4, 2019 1 5. Mary Hunt, Principal Planner updated the Committee about the Northeast Heights Neighborhood Plan. District Advisory Board (DAB) I, unanimously approved the Plan on Monday, April 1, 2019. The public hearing will occur later today at the Planning Commission meeting. City Council and Board of County Commissioners will vote on the measure in May 2019. 6. Scott Knebel, Planning Manager provided information about the Delano Plan and the Ballpark Village Master Plan (BVMP). The BVMP has been distributed to stakeholders and we are awaiting feedback. Public input was completed in February 2019. The BVMP is part of the Delano Plan. It is anticipated that the Planning Commission will eventually review and vote on a zoning change in the form of a PUD along with a Plat for the ballpark property and four acres of city-owned land that will be transferred to a private developer. 7. Mary Hunt informed the Committee that the Wichita: Places for People plan is moving along as expected. DAB 3 recently approved the plan with DAB 2 scheduled to review the Plan next week. A Public Open House is scheduled for April 9, 2019 at the Advanced Learning Library beginning at 5:00 pm. Other DAB meetings are scheduled for early May, followed by the Public Hearing on May 9, 2019. The Plan is scheduled for the agendas of the City Council and Board of County Commissioners in June 2019. 8. Other Business: Mr. Dool inquired about the lane narrowing project proposed for Douglas Ave. as noted in the Wichita Eagle newspaper. Scott Knebel responded that the Planning Commission would review prior to any decision making. 9. The next regular meeting of the Advance Plans Committee is Thursday, May 9, 2019 beginning at 10:30 am in the Director’s conference room of MAPD. 10.
