Advance Plans Committee Summary of Meeting Thursday, May 9, 2019 MAPD Conference Room Attendance AP Committee Members: Chuck Warren (Chair), John McKay, Joe Johnson, Bob Dool, and Cindy Miles (arrived at 10:33 am). Members Absent: John Dailey and Rob Hartman MAPD staff: Dale Miller, Scott Knebel, Mary M. Hunt, Matt Williams, Jim Schiffelbein, Dave Yearout, and Justin Waggoner; Other: Kurt Yowell; Discussion Summary 1. Advance Plans Committee Chair, Chuck Warren called the meeting to order at 10:31 am; 2. The Advance Plans Committee (with four members present) approved the summary of the April 4, 2019 Committee meeting with four votes; one Committee member arrived at 10:33 and did not vote on the meeting summary and two Committee members were absent. 3. Dave Yearout, Principal Planner presented information regarding changes in the zoning code related to Wind and Solar energy performance standards, collectively called Renewable Energy within the City of Wichita and Sedgwick County. Changes to the zoning code include the addition of the term “Renewable energy systems” to the existing code (Section II- B) and deletion of the language “of agencies that are under public franchise or ownership” Renewable energy systems are defined as either ‘Wind Energy Conversion Systems (WECS) or a Solar Energy Conversion System (SECS) with additional information on each type. The code also includes development and operation standards for both types of systems. The amended code is scheduled for the June 6, 2019 Planning Commission meeting and the Advanced Plans Committee. Director Miller and Sedgwick County Counselor, Justin Waggoner provided context on the wind and solar industry and activity in other Kansas counties including Reno and Geary counties. 4. Scott Knebel, Planning Manager provided an update on the Douglas Design District BID (Business Improvement District) by describing a mandatory system for dues collection by business owners in the BID area vs. the current voluntary system. To implement a BID a three-year budget would be prepared including what services would be provided and the associated costs of services and the method of charging business owners. Typical services provided in a BID are marketing, beautification, property standards and staffing. A BID planning committee will make a recommendation in the fall of 2019. The Planning Advanced Plans Committee Meeting Summary – May 9, 2019 1 Commission will review the Plan and make a recommendation to the City Council for consistency with the Comprehensive Plan (Community Investments Plan). The City Council would then, via a resolution consider the formation of the BID. Business owners are notified and a public hearing is conducted to create the BID and an ordinance could be approved. Once the ordinance is published, the business owners have 45 days to protest in writing. If greater than 50% of business owners’ protest, the City Council will repeal the ordinance. The ability to protest is ongoing and the City Council will adopt the BID’s budget. In any given year, the business owners can submit a protest petition; if greater than 50%, the City Council is obliged to dissolve the BID and return any available funds to the business owners. 5. Scott Knebel, Planning Manager updated the Committee on the Clapp Golf Course project by saying that the Transformation Committee for Clapp conducted a design exercise on May 8, 2019, with assistance from a landscape architecture firm to better visualize the concepts developed by the Committee. The Park Board approved the concepts on May 13, 2019 and a presentation will take place on Tuesday, May 28, 2019 at the City Council Workshop with the intention of presenting it at a regular City Council meeting in late June 2019. Cost estimates will be identified later. Ms. Miles commented that some private development in the park would be appropriate to off-set future expenses. 6. Matt Williams, Associate Planner reported on the South Central Neighborhood Plan. A mid- April neighborhood meeting took place and attendees reviewed concepts from the consultant. An on-line survey will be developed shortly to reach more residents and assist in prioritizing projects presented. A final plan will take place at an open-house in June 2019. 7. Mary Hunt, Principal Planner shared with the Committee that the Northeast Heights Neighborhood Plan Amendment was presented to the City Council on May 7, 2019 to approve the Plan Amendment including all five policies, rather than limit it to the Planning Commission’s recommendations of three policies. The Plan will be presented to the Board of County Commissioners on May 15, 2019 for consideration. 8. Scott Knebel, Planning Manager provided an update on the Delano Plan, including the Ballpark Village Master Plan (BVMP) as a segment of the Delano Plan. The BVMP has created the delays in moving the Delano plan forward. Recent discussions have occurred with the site developer including adjustments to the McLean Blvd. alignment. Further meetings will be necessary. Decisions by the City Council have been made that make alignment changes unlikely due to the upcoming March 2020 completion date. Other discussion topics include the parking west of the stadium at Sycamore (whether it be surface or structured parking) and the church site north of the stadium site. Scott indicated that the approval process will occur in June 2019. Zoning and platting will be considered concurrently with the Delano Plan/BVMP and it is anticipated that the approval process for the plan will begin in June 2019. Advanced Plans Committee Meeting Summary – May 9, 2019 2 9. Mary Hunt, Principal Planner shared that all District Advisory Board (DAB) meetings have taken place. Five DAB’s voted unanimously to recommend the Wichita: Places for People Plan Amendment with one DAB choosing not to vote on the Plan. A successful open house took place on April 9, 2019 at the Advanced Learning Library where many new people attended the event. The MAPC (Metropolitan Area Planning Commission) will conduct a public hearing later today. The Plan will be presented to the Planning Commission at the monthly Workshop on May 28, 2019, followed by a June 4, 2019 first reading. The BoCC (Board of County Commissioners) will consider the matter on June 19, 2019 and will review the Plan at their Staff Meeting on June 11, 2019. A presentation with panel discussion will take place on May 23, 2019 with the Wichita Area Builders Association (WABA). 10. The next regular meeting of the Advance Plans Committee is Thursday, June 6, 2019 beginning at 10:30 am in the Director’s conference room of MAPD. 11.
