Advance Plans Committee Summary of Meeting Thursday, June 6, 2019 MAPD Conference Room Attendance AP Committee Members: Chuck Warren (Chair), John McKay, Joe Johnson, Rob Hartman, Schane Gross; Cindy Miles (10:49 am), and Bob Dool (10:33 am) arrived late. Members Absent: None MAPD staff: Dale Miller, Scott Knebel, Mary M. Hunt, Matt Williams, Jim Schiffelbein, Dave Yearout, and Justin Waggoner; Stephen Banks; Other: Kurt Yowell, David Dennis, Brian Fair and Angela Manns; Discussion Summary 1. Advance Plans Committee Chair, Chuck Warren called the meeting to order at 10:30 am; 2. The Advance Plans Committee, with five members present unanimously approved the summary of the May 9, 2019 Committee meeting. Two Committee members arrived at 10:33 and 10:49 am, and did not vote on the meeting summary. 3. Dave Yearout, Principal Planner provided information regarding changes in the Community Investments Plan and the UZC (zoning code) related to Wind and Solar energy submittal requirements, performance standards, and design criteria within the City of Wichita and Sedgwick County. Dave presented a draft amendment to the comprehensive plan (Community Investments Plan) and the zoning code. The Advance Plans Committee is asked to make a recommendation to the Planning Commission as this case will be heard at today’s Planning Commission meeting. A map of Sedgwick County with existing airstrips and airports along with a five-mile buffer indicating where wind farms would be prohibited. The buffer is in response to several university studies that conclude the Wind Energy Conversion Systems within those buffer area interfere with aircraft safety. Dave explained the various options available to the Committee. Chairman Warren opened the meeting up to public comments. Mr. Brian Fair, residing in northwest Sedgwick County and Ms. Angela Manns of nearby Reno County explained their opposition to allowing commercial wind farms due negative impacts. The Committee opted to conduct two votes, one for commercial wind energy and one for commercial solar energy. The Committee voted 4 to 3 to banning commercial wind farms from Sedgwick County and voted 7 to 0 to recommend the staff version of the commercial solar farms in Sedgwick County. The recommendation will be presented to the full Planning Commission on June 20, 2019. Advanced Plans Committee Meeting Summary – June 6, 2019 1 4. Scott Knebel, Planning Manager updated the Committee regarding the Douglas Design District BID (Business Improvement District) initiative. Scott attended a meeting with the Planning Committee for the BID and shared that there is considerable discussion occurring regarding the equitable fee structure for the BID. Expect to see a final plan in later summer or early fall 2019. 5. Matt Williams, Associate Planner provided an update on the South Central Plan by announcing there would be a pop-up event on Saturday, July 20, 2019 in the South Central neighborhood. The final South Central Plan will be presented at that time. 6. Scott Knebel provided key dates regarding the Delano/Ballpark Village Master Plan: a. The Plan Advisory Committee will meet on June 11, 2019 and review the Plan and make recommendation to the MAPC; b. The Planning Commission will be requested to schedule a Public Hearing at the June 20, 2019 meeting for July 11, 2019; c. DAB presentations will take place on July 1, 2019 with recommendation following; d. The City Council and Board of County Commissioners will likely hear the case in August and September; Scott explained the Plan changes to the Ballpark site including the parking areas. The City is submitting an application to the Federal Transit Administration (FTA) that will help fund the parking garage north of the stadium as the site will also be a transit station. 7. Mary Hunt, Principal Planner announced that The City Council adopted the Wichita: Places for People Plan on June 4, 2019. The Board of County Commissioners will consider the Plan on June 19, 2019. 8. Mary Hunt informed the Committee that the Northeast Heights Neighborhood Plan was approved by the Board of County Commissioners. The adoption included all five original policy recommendations rather than the three policies recommended by the Planning Commission. 9. Stephen Banks, Senior Planner informed the Committee that the Development Trends report was complete and available to them. The Advanced Plans Committee requested that the report be presented at a future Planning Commission meeting in July 2019. 10. The next regular meeting of the Advance Plans Committee is Thursday, July 11, 2019 beginning at 10:30 am in the Director’s conference room of MAPD. 11.
