Attendance
AP Committee Members: Chuck Warren (Chair), Cindy Miles, John McKay, and Bob Dool
(10:32 am) arrived late.
Members Absent: Joe Johnson, Rob Hartman and Schane Gross;
MAPD staff: Scott Knebel, Mary M. Hunt, Matt Williams, Jim Schiffelbein, and
Dave Yearout;
Other: Kurt Yowell, Robert Parnacott, Jim Weber, Valerie Kaster, Elizabeth
Goltry and Mark Manning;
Discussion Summary
1. Advance Plans Committee Chair, Chuck Warren called the meeting to order at 10:30 am;
2. The Advance Plans Committee, with three members present unanimously approved the
summary of the June 6, 2019 Committee meeting. One Committee member arrived at 10:32
am, and did not vote on the meeting summary.
3. Mr. Jim Weber, Deputy Director of Public Works for Sedgwick County informed the
Committee that the CIP is presented in two parts (Public Works and Facilites) and provided
an overview of the upcoming Capital Improvements Program (Public Works) proposed for
2020 through 2024. Jim explained how the CIP is in conformance with the Comprehensive
Plan and outlined the calendar and ultimate adoption on August 7, 2019 as part of the County
budget.
4. Ms. Valerie Kaster, Interim Director of Facilities Maintenance and Project Services, for
Sedgwick County provided an overview of the upcoming Capital Improvements Program
(Facilities) proposed for 2020 through 2024. The Advance Plans Committee voted
unanimously (4 to 0) that the CIP (Public Works and Facilities) should go forward to the full
Planning Commission on July 25, 2019 and is in conformance with the Comprehensive Plan.
5. Mr. Mark Manning, Budget Officer for the City of Wichita provided an overview of the
upcoming Capital Improvements Program proposed for 2019 through 2028. The vast
majority of capital funding go to Sewer, Water and Street projects. Funding is derived
primarily through the Sewer Utility, Water Utility, Special Assessments and General
Obligation funds. The Advance Plans Committee voted unanimously (4 to 0) that the CIP is
in conformance with the Comprehensive Plan and should go forward to the full Planning
Commission on July 25, 2019. Mark outlined the calendar of events for the CIP including the
adoption of the CIP and Budget by the City Council on August 13, 2019.

6. The next regular meeting of the Advance Plans Committee is Thursday, August 8, 2019
beginning at 10:30 am in the Director’s conference room of MAPD.
7. With no further business, the meeting adjourned at11:26 am.
