Summary of Meeting
Thursday, January 9, 2020

Discussion Summary
1. Advance Plans Committee Chair, Mike Greene called the meeting to order at 10:33 am;
2. The Advance Plans Committee was unable to vote on the meeting agenda of December 5,
2019 due to lack of quorum. The meeting summary will be presented at the February 6, 2020
meeting.
3. The Advance Plans Committee was notified that the issue regarding utility pole location
would be managed by the City Manager’s office going forward and no further action by the
Advance Plans Committee is anticipated.
4. Matt Williams, Associate Planner updated the Committee on the Delano Land Use Plan. The
Land Use Plan is an action step of the Delano Plan and will include an updated Land Use
map. Other Plan recommendations include a Zoning change for property along Douglas Ave
from Vine to McLean to CBD (Central Business District). Other changes include amending
the Overlay boundaries and the Delano Neighborhood Design Guidelines. Delano United will
function as the advisory committee for this effort. Adoption of these changes is anticipated
to occur by the fall of 2020.
5. Stephen Bank, Senior Planner shared information on the Urban Areas of Influence update. A
map depicting the change requests from cities within Sedgwick County was presented.
Goddard staff will be meeting with staff from Wichita to discuss areas that may overlap near
the Northwest By-Pass. In 2015, the County Commission requested that the Urban Areas of
Influence and the Urban Growth Boundaries be the same. The question was presented to the
Committee if this is still the desire today. The Cities of Andale and Mount Hope are
requesting that their area of influence cover an entire township respectively. It was shared
that the area of influence should be limited to where they are each able to expand service. A
multi-city meeting will be scheduled and hosted by the City of Wichita soon, so that all cities
can view and discuss what other cities are planning.
6. Scott Knebel, Interim Director announced that the consulting group, Populous will present
the final design concept for the Riverfront Legacy Plan on January 14, 2020. Committee

members are encouraged to attend the event. At some point in the future a phasing plan,
including funding sources and will be presented regarding the 18 different projects with a
cost estimate of $1.6 Billion.
7. Mary Hunt, Principal Planner presented an update on the Food System Policy including the
four reasons for creating the Plan, including: Economic Impact, Diversified Agricultural
System, Access to Food, and Protecting Natural Resources. The first public engagement
event is scheduled for Monday, January 27, 2020; the topic will be “Supporting Local Food
Production”.
8. Mary Hunt provided an update on the Wichita: Places for People Plan. Included was the
Nodal Selection project as a means of assisting in identifying two pilot project areas. A
sample of a node tear sheet was shared with the Committee. The full node packet will
include both small and medium scaled node including demographic information, maps and
photos. The Zoning team has been meeting and is currently working on the topic of ADUs
along with some small repairs to the zoning code. The Land Bank team has drafted a
resolution and is now working on the rules, procedures and By-Laws for the Board of
Trustees. The Incentives team was recently formed to address a tax rebate program and other
tools available.
9. The next regular meeting of the Advance Plans Committee is Thursday, February 6, 2020
beginning at 10:30 am in the Director’s conference room of MAPD.
10. With no further business, the meeting adjourned at 11:22 am.
