Summary of Meeting
Thursday, February 6, 2020

Discussion Summary
1. Advance Plans Committee Chair, Mike Greene called the meeting to order at 10:30 am;
2. The Advance Plans Committee voted unanimously to approved the December 2019 meeting
summary and received and filed the meeting summary for January 2020.
3. Matt Williams, Associate Planner updated the Committee on the Delano Area Land Use Plan.
Delano United will host a neighborhood meeting in March 2020 followed by a second
meeting in August 2020. The land use plan will include an update to the Delano Overlay
Guidelines to address different aspects of the area including Historic areas, residential and
commercial areas. There will be discussion on how best to process projects that do not meet
the overlay guidelines by allowing the Board of Zoning Appeals (BZA) to review and
provide an opinion of such, rather than the current infrequent gathering of the Delano Design
Advisory Committee.
4. Stephen Bank, Senior Planner shared the most recent map of the Urban Areas of Influence
with the Committee. The City of Goddard has expressed their desire to extend their area of
influence that would overlap with an area currently under the City of Wichita purview by
expanding their area to 167th St. There are other potential conflicts with the City of Garden
Plain related to potential overlapping areas of influence. Staff will continue to communicate
with communities to resolve these potential conflicts.
5. Scott Knebel, Interim Director of Planning updated the committee with a Power Point
presentation of the January 14, 2020 public meeting for the Riverfront Legacy Plan.
Suggestions from the Committee included showing a north arrow on maps and drawings, and
labeling streets to help viewers orient themselves better when viewing proposals. The Plan
will need more details in the future regarding the underground parking concept. It was
suggested that the area should have an iconic structure for the new performing arts center.
The plan includes 17 different projects to be completed within ten to 15 years, with the first
projects starting in the next two to three years. Ultimately, the Plan will come before the
Planning Commission at some future date. Discussion centered on the challenges of funding
the projects with a possible sales tax.

6. Mary Hunt, Principal Planner shared information on the Food System Master Plan. The first
stakeholder meeting took place in late January with small farm producers, chefs and
restaurant owners/operators. Discussion focused on the challenges they face in getting
products to grocery stores and competing with large producers. The next stakeholder
meeting is March 4, 2020 and will focus on food culture. The 3rd and 4th stakeholder
meetings will take place in April 2020 where the topic of food access will be discussed. This
issue is most closely related to the zoning code. An on-line survey is nearly ready for the
general public. The goal is to collect 5,000 responses. Commissioner Gross expressed
interest in the topic due to her being a purchaser of local product for her business.
7. Mary Hunt provided an update on the Wichita: Places for People Plan. Staff met with City
Manager Layton regarding the Incentives and Funding portion of implementing the Plan. The
advisory team will expand to stakeholders other than staff. Staff will be reviewing the
infrastructure plans with Public Works as a variable in ranking the Nodes identified in the
Plan for their suitability as pilot projects. Staff will also be examining the federal housing
programs as possible funding sources.
8. Other business:
Staff requested that Committee members RSVP for Advance Plans meeting to ensure
there is a quorum for all meetings;
Chair Greene congratulated Commissioner Bob Dool on his birthday!
9. The next regular meeting of the Advance Plans Committee is Thursday, March 5, 2020
beginning at 10:30 am in the Director’s conference room of MAPD.
