Advance Plans Committee Summary of Meeting Thursday, March 5, 2020 MAPD Conference Room Attendance AP Committee Members: Mike Greene, (Chair) Chuck Warren, Rob Hartman, Bob Dool, Schane Gross and Rene Duxler; Members Absent: Joe Johnson MAPD staff: Scott Knebel, Mary M. Hunt, Jim Schiffelbein, Stephen Banks and Matt Williams, and Scott Wadle; Other: Robert Parnacott and Kurt Yowell; Discussion Summary 1. Advance Plans Committee Chair, Mike Greene called the meeting to order at 10:31 am; 2. The Advance Plans Committee voted unanimously to approve the February 6, 2020 meeting summary. 3. Chairman Mike Greene introduced the new Planning Commission and Advance Plans Committee member Renee Duxler. Welcome Renee. 4. Scott Wadle, of the Transportation Department presented the Downtown Street Conceptual Plan and announced that an open house would take place on March 12, 2020 to collect feedback. Scott also shared a comment form for public comment and invited members of the Advance Plans Committee to contribute their ideas and opinion using the form. Scott shared information on the Study Area and that today’s information is preliminary with a final product provided later. There is no decision required of the Committee today. The concept of the Plan is to share what we have today and inquire what people want in the future; what street designs can get us there and ultimately develop a document that is sent to the City Council for their endorsement. Streets have evolved over the decades. This study looks at the entire network of streets in downtown Wichita. Priorities include: health & safety; mobility & active transportation; fiscal responsibility; technology & innovation; fostering economic development; and create a vibrant downtown. Other opportunities for public engagement include Riverfest, Open Streets event, other open house events and District Advisory Board meetings. Currently, downtown has excess capacity since Kellogg was completed. There are opportunities that will impact traffic minimally. When shifting from one-way streets to two- way streets, the single lane will set the pace on the street. Three lanes with a turn lane is more effective than one-way and four travel lanes. The Plan will look at how changes can assist with new development and coordinate efforts. Advanced Plans Committee Meeting Summary – March 5, 2020 1 Today’s transit system is designed as a ‘pulse’ system. It is a very efficient cost model, however it is also a low service model. The Plan is currently looking at a ‘hybrid’ model where the street grid is used to assist with transferring passengers. Scott continued describing examples of street changes throughout the downtown and the trade-offs that could occur. Public input will tell us if the trade-offs are worthwhile. 5. Matt Williams, Associate Planner updated the Committee on the Delano Area Land Use Plan. Delano United will host a neighborhood meeting on March 12, 2020 at the New Covenant UMC Church in Delano located at 1710 W. Douglas, from 4 to 6 pm. The Land Use Plan wil include rezoning the business district along Douglas Ave. to CBD zoning classification and an update to the Delano overlay plan. Future public meetings will also take place. 6. Stephen Banks, Senior Planner provided information about the Urban Areas of Influence. There have been repeated attempts to communicate with the City of Goddard and to reconcile the issues between Goddard and Garden Plain as well as the issue between Goddard and Wichita, with no success. Staff is asking the Advance Plans Committee to schedule a meeting with the Planning Commission to set the Public Hearing date for this item at the March 19, 2020 Planning Commission meeting. The Committee voted unanimously, with six members present to present this item to the MAPC on March 19, 2020 and request they set a public hearing date for this item. 7. Scott Knebel, Interim Director invited the Committee members to attend a joint meeting of the City Council and Board of County Commissioners scheduled for March 24, 2020 where a draft plan of the Riverfront Legacy Plan will be presented. 8. Mary Hunt, Principal Planner updated the Committee on the Food System Master Plan. A survey card was distributed and the Committee was invited to participate by taking the on- line survey. Two stakeholder meetings have taken place thus far, with two additional meetings scheduled for the future. Transportation is a big issue as accessing food is difficult to many residents. 9. Mary Hunt share information regarding the three teams established to implement the Places for People Plan. The three teams are the Zoning team; the Land Bank team and the Incentives team. Policies and Procedures for the Land Bank are nearly complete, and the Bylaws will the next topic for the Land Bank team. A small group of staff people are currently working on the Zoning section. The Incentives team is the newest group, and continues to grow in size; currently there are 22 members on this team including staff and stakeholders (WABA, Downtown Partnership, Greater Wichita Partnership, Garver and Intrust Bank) from the Community. 10. The next regular meeting of the Advance Plans Committee is Thursday, April 9, 2020 beginning at 10:30 am in the Director’s conference room of MAPD. 11.
