Summary of Meeting
Thursday, June 4, 2020

Discussion Summary
1. Advance Plans Committee Chair, Mike Greene called the meeting to order at 10:32 am;
2. The Advance Plans Committee voted unanimously to approved the May 7, 2020 meeting
summary
3. Stephen Banks, Senior Planner reported there has been communication between Brian
Sillcott, City Manager of Goddard and the City Manager of Wichita regarding an area of
mutual interest that conflicts with the customs of determining an area of influence for each
city. It is possible that an agreement could be reached between Goddard and Garden Plain if
given time to do so. The Cities of Kechi and Valley Center will be providing information on
their Comprehensive Plans and their ability to provide city services to their respective areas
of influence request. Staff would prefer to wait for a resolution if possible and present again
in the future when there is adequate time in the Advance Plans Committee’s agenda.
4. Scott Wadle, Interim Director of MAPD briefed the Committee on the Downtown Street
Plan. Due to COVID 19 restrictions, the Open House scheduled earlier did not take place.
Staff has asked the consultant to provie ideas on how best to conduct public engagement.
Scott shared that the vendor who provided and serviced the bike share program was no longer
able to do so. Other firms have contacted the City and are interested in providing a similar
service.
5. Mary Hunt, Principal Planner updated the Committee on the Food Systems Master Plan. Due
to COVID-19 concerns, two of four focus group meetings took place prior to the shutdown.
The group continues to reach out using the Food Policy survey that is currently available on-
line. Survey cards have been distributed via the transit system. The Food Policy team is
currently writing a script to be used in video clips and will be presented to the Advance Plans
Committee when ready. Staff from the YMCA, the project managers of this Plan have been
furloughed. Further efforts are curtailed for now.

6. Stephen Banks distributed the Development Trends Summary for 2020. The Committee is
invited to review the summary in advance of the July 9, 2020 Advance Plans Committee
meeting where a summary will be presented.
7. Mary Hunt shared an update on the implementation of Places for People. There are three
focus areas; they are Zoning, Land Bank and Incentives. The Land Bank team has prepared a
draft Ordinance, Policies & Procedures document and the Bylaws. The Policies and Bylaws
will ultimately be adopted by the Land Bank Board of Trustees. The Zoning team is
approximately three quarters complete with changes to the Accessory Dwelling code, Duplex
development, Compact House and Multi-Unit homes, Small apartment building and
townhome code. The incentives team is the largest team with 22 members. Thus far,
speakers have presented information on residential and commercial development. Staff
associated with city and county departments that provide services to developers explained
how they charge for different development services.
8. Matt Williams, Associate Planner updated the Committee on the Douglas Design District
BID (Business Improvement District). The Law Department is reviewing the protest petition
for validity. Letters were sent to the 40 businesses that could not be verified. MAPD is
awaiting their response to the letters, whereupon the Law Department will confirm if the
protest petition is valid or not. Matt confirmed that the process has taken more staff time
than originally anticipated.
9. Matt Williams reported the Delano Land Use Plan public engagement process is delayed due
to the COVID-19 concerns. Originally scheduled meetings have been cancelled by their
sponsors. No further action is anticipated until late this summer.
10. Other Business. Mary Hunt thanked the Committee members for confirming their attendance
at Advance Plans Committee meetings and asked that all Committee members confirm
attendance or absence.
11. The next meeting of the Advance Plans Committee is scheduled for Thursday, July 9, 2020
beginning at 10:30 am in the City Council Chambers of City Hall.
12. With no further business, the meeting adjourned at 11:10 am.
