Advance Plans Committee Summary of Meeting Thursday, October 8, 2020 City Council Chambers and GoTo Meetings Attendance AP Committee Members: Bill Johnson, (Chair), Chuck Warren, Joe Johnson, Bob Dool (arrived late) Cindy Miles; Members Absent: Rob Hartman, one vacant position; MAPD staff: Scott Wadle, Mary M. Hunt, Stephen Banks, Matt Williams, Jim Schiffelbein; Other: Robert Parnacott; Discussion Summary 1. Mary Hunt, Advance Plans division welcomed the committee members at 10:30 am; in particular Bill Johnson, the new Chairperson and Cindy Miles, returning to the Committee after serving on the Subdivision Committee; Mary reviewed the agenda. There were only two members from the Committee in attendance that were present for the September meeting. The two members, Joe Johnson and Chuck Warren, unanimously approved the meeting summary from September 10, 2020. 2. Advance Plans Committee Chair, Bill Johnson introduced Matt Williams, Advance Plans division who provided an update on the Douglas Ave. BID (Business Improvement District). Matt shared a brief summary of events that created the Douglas Ave. BID. The BID was created in January 2020. Protest petitions were circulated by business owners in the district and it was determined that a sufficient number were verified to dissolve the BID. The City Council will be asked to formally dissolve the BID at their October 20, 2020 meeting. 3. Mary Hunt, Advance Plans division provided an update on the Food Policy Plan. Funding for the plan was provided by the Kansas Health Foundation through the YMCA. The Planning Department was asked to participate and provide expertise in crafting the plan along with assistance from a consultant. An on-line survey closed at the end of September with more than 2,000 responses. The next step is to start drafting the plan with an anticipated completion date in the first quarter of 2021. The Planning Commission may be asked to conduct a public hearing. 4. Mary Hunt, Advance Plans division shared that two of the Wichita: Places for People implementation teams had a joint meeting on October 6, 2020. Two developers joined the meeting, Michael Ramsey and Dave Burk shared their perspective and experiences with development projects within the Established Central Area (ECA) compared to development on the fringe areas of the city. They described their challenges and obstacles they face including the cost differences that occur between the ECA and the fringe areas. 5. Mary Hunt, Advance Plans division provided an update on the Land Bank team in that it will meet on October 20, 2020. The team will review the draft ordinance, mission statement, Advanced Plans Committee Meeting Summary – September 10, 2020 1 bylaws and policies. Commissioner Miles inquired about public engagement and how important it is to include this in any plans and that it is important to promote this as positively as possible. The City Council will hear an update on all Places for People activity, including zoning proposals, land bank and incentives at a Workshop on November 24, 2020. At that time staff and the teams will received guidance and feedback on the work completed so far. Commissioner Warren said that public engagement on all of these topics are critical to the process. Staff anticipates that public engagement should begin in early 2021. 6. Scott Wadle, Planning Director shared information on the Downtown Streets and Parking Plan. Public engagement continues with a walk-in location and an on-line survey. More than 700 responses have been received thus far. Responses included having slower speeds as well as being able to exit and enter downtown quickly. 7. The next meeting is scheduled for Thursday, November 12, 2020 beginning at 10:30 am. 8.
