Advance Plans Committee Summary of Meeting Thursday, December 3, 2020 City Council Chambers and GoTo Meetings Attendance AP Committee Members: Bill Johnson, (Chair), Chuck Warren, Joe Johnson, Bob Dool, Ann Fox, Cindy Miles, Rob Hartman (arrived late); Members Absent: None MAPD staff: Scott Wadle, Mary M. Hunt, Stephen Banks, Matt Williams, Paul Schiffelbein; Other: One unidentified person (Caller 1); Discussion Summary 1. The meeting commenced at 10:31 am with Chair Bill Johnson welcoming committee members. Six members voted unanimously to approve the meeting summary of November 24, 2020. One member did not vote due to arriving after vote was taken. 2. Mary Hunt reviewed the agenda indicating that the annual Monitoring Report would be presented to the Committee. The report includes information related to the Community Investments Plan. 3. Stephen Banks, Senior Planner presented the annual Monitoring Report. The report includes information on Population and Housing; Economic factors including employment, construction and demographics; the National Citizens Survey is used to illustrate Quality of Life issues; the Capital Improvements Program is used to measure Infrastructure improvements and maintenance, all related to the goals and guiding principles of the Comprehensive Plan (Community Investments Plan); the Committee unanimously voted to send the report on to the full Planning Commission for their information. 4. Mary Hunt, Principal Planner shared with the Committee information on Wichita: Places for People Incentives Team. The group will meet on December 18th and receive a report from the consulting group Development Strategies. The presentation will focus on the nodes from the Plan and will have conducted an examination of the market and economic capacity of each node. Additionally, they will review equity issues related to the nodes. The purpose is to assist the team in selecting a node for a pilot study. M. Hunt shared feedback from the City Council Workshop of November 24th where the focus was on how the Land Bank will function and neighborhood notification for zoning actions. 5. Mr. Bill Johnson, Chair reminded the Committee that the next meeting of the Advance Plans Committee will take place on Thursday, January 7, 2021, beginning at 10:30 am. 6.
