Advance Plans Committee Summary of Meeting Thursday, January 7, 2021 Meeting is conducted virtually via GoTo Meetings Attendance AP Committee Members: Bill Johnson, (Chair), Chuck Warren, Ann Fox, Cindy Miles, Rob Hartman; Members Absent: Joe Johnson, Bob Dool MAPD staff: Scott Wadle, Mary M. Hunt, Stephen Banks, Matt Williams, Paul Schiffelbein; Other: Bob Parnacott, Diana Mefford, Lonnie Barnes, Bill Lynch, Kurt Yowell; Discussion Summary 1. The meeting commenced at 10:31 am with Chair Bill Johnson welcoming committee members. Five members voted unanimously to approve the meeting summary of December 3, 2020. 2. M. Hunt reviewed the agenda for the day’s meeting. 3. M. Hunt updated then Committee on the implementation of the Places for People Plan. The Land Bank team is near a juncture in their work. The team has worked on the ordinance, the Bylaws and the policies of the Land Bank. The team will soon work on the procedures for the Land Bank operation. The team has invited new members with experience in real estate and economic development. The Zoning Team is preparing an overlay zone for the Established Central Area (ECA) with the proposed zoning changes. The draft of this document is under review. There are questions regarding the proper notification of area property owners with the new zoning proposals. The Incentive’s Team is working on reducing the number of nodes for consideration as a pilot study area. With assistance from a consulting firm, the research will reduce the number of nodes from 29 to 10. These ten will merit further research to then reduce the number of nodes to three or four for serious consideration as a pilot study location(s). Due to technical difficulties, the video recording planned for the meeting was not available. Commissioner Warren inquired about continued Advance Plans input on the Zoning changes proposed now and in the future. M. Hunt invited anyone on the Committee to attend the Zoning Team meetings. Commissioners Miles and Warren expressed interest in participating in the Zoning Team meetings going forward. Advanced Plans Committee Meeting Summary – January 7, 2021 1 M. Hunt updated the Committee on the Public Engagement portion of Places for People. Engagement activities will take place for all three topics (Zoning, Land Bank, Incentives), although not all at the same time. Zoning and Land Bank will go first, followed by the Incentives topic. Virtual meeting format will be the mainstay of the Public Engagement Plan. Commissioner Fox suggested that FAQ’s (Frequently Asked Questions) be included in the Public Engagement Plan as they have proven very helpful in past efforts. Commissioner Fox inquired about the makeup of the Land Bank Board of Trustees and if they will be comprised of members of the current Land Bank Team members. This is not the case, as the Land Bank Team is predominantly city staff with specific areas of expertise. The Commissioner also inquired about the time line going forward. 4. In other business, M. Hunt informed the Committee that the draft version of the Food Policy Plan was ready. The City Council will manage the public hearing and adoption of the Plan. There is no further involvement of the Committee with the Food Plan. 5. Mr. Bill Johnson, Chair reminded the Committee that the next meeting of the Advance Plans Committee will take place on Thursday, February 4, 2021 beginning at 10:30 am. 6.
