Advance Plans Committee Summary of Meeting Thursday, February 4, 2021 Meeting is conducted virtually via GoTo Meetings Attendance AP Committee Members: Bill Johnson, (Chair), Chuck Warren, Cindy Miles, Rob Hartman; Members Absent: Joe Johnson and Bob Dool; MAPD staff: Scott Wadle, Mary M. Hunt, Stephen Banks, Matt Williams, Paul Schiffelbein, Jeff VanZandt, JR Cox, Justin Waggoner; Other: Andy Pfister; Discussion Summary 1. The meeting commenced at 10:301am with Chair Bill Johnson welcoming committee members. 2. M. Hunt reviewed the agenda for the day’s meeting and introduced Andy Phister, from Development Strategies who discussed the work their firm is doing on behalf of implementing Places for People. 3. Andy reviewed the memo to the Incentives Team summarizing their analysis and the node evaluating exercise for the Places for People Plan. The goal is to help the city identify specific nodes for a pilot project. Four focus nodes were identified. Development Strategies investigated three other variables in addition to work completed earlier by the Planning staff. Development Strategies explored more qualitative issues in addition to the quantitative issues completed earlier, including: 1) market and economic conditions (rent and vacancies); 2) community development factor (parks and schools); and equity considerations and the history of red-lining. The resulting top four nodes were: 21st St. & Broadway; 13th St. & Broadway; Broadway & Harry; and, 13th St. & Hillside. This is the overview of the research completed so far. The next steps are to review the four locations in more detail for a market analysis. What would a development program look like? They would also look at cost vs. value. What resources will be required of the public sector or philanthropic partners to make development occur at these locations. Commissioner Miles inquired about CDC’s (Community Development Corporations) operating in any of the four areas. Scott Wadle added that we want to identify city infrastructure activity planned for these areas and work with Development Strategies on identifying the financial gap in these four areas. 4. Mary Hunt shared an update on the draft land bank policies created thus far. They include:  Supporting affordable housing Advanced Plans Committee Meeting Summary – February 4, 2021 1  Revitalizing neighborhoods  The land bank will have adequate insurance on property during their ownership Acquisition considerations: o Connect to non-profit partners o Pursue property that requires little to no rehabilitation o Pursue vacant property o Acquire property that supports adopted neighborhood plans o Pursue property that is part of a land assembly effort Disposition of property considerations: o Identify an end user at the time of acquisition o Applicants provide information on intended use o Impact on adopted development plans Priority uses for property: o Neighborhood revitalization o Return to tax-paying status o Economic Development o Long-term ‘banking’ for future strategic uses Residential land transfer: o Transferee, or family may not purchase property later (one-year) o Price is determined by the land bank o Projects are completed within agreed time frame o Rehabs may be required to complete land transfer Side-lot disposition program o Vacant, unimproved property only o Physically contiguous and 75% common boundary o Priority for small lots that can’t be developed Commercial policies o Many similar requirements as residential o Options available for 10% of purchase price o Code violations corrected o Deed restrictions for undesirable uses Commissioner Miles inquired about the suitability of pawn shops and nightclubs. Jeff VanZandt, with the law department said they would review the deed restrictions topic. Commissioner Warren said that half-way houses and drug rehab facilities should be reviewed as well. Advanced Plans Committee Meeting Summary – February 4, 2021 2 Topics that have remaining questions at this time: o Owner lacks resources to care for property o Property located in targeted redevelopment area o Written agreements with adjoining property owners o City funding demolition o Land bank may require marketable titles o Unoccupied property only o Land bank reserved the right to accept or reject property Commissioner Miles asked about donated property for tax benefits. Jeff VanZandt said tax advice is left to financial advisors. Jeff VanZandt said policies are being clarified and finalized to protect the interests of the land bank. 5. Scott Wadle shared information on the issue of the term ‘nightclub’ and the recent Planning Commission meeting case involving karaoke at a bowling alley. More work is needed on how best to address this issue. Scott Wadle spoke about the Wind and Solar generation code. There is an opportunity to update the zoning code to what qualifies as a major and minor utility and that the code could use some clarification. Staff will be examining possible improvements to the code. 6. Scott Wadle reviewed the MAPC calendar for 2021. Commissioners indicated no concerns at this time. 7. Mr. Bill Johnson, Chair reminded the Committee that the next meeting of the Advance Plans Committee will take place on Thursday, March 4, 2021 beginning at 10:30 am. 8.
