Advance Plans Committee Summary of Meeting Thursday, July 8, 2021 Meeting is conducted virtually via GoTo Meetings and in-person in the MAPC Conference room on the second floor of the Reagan Building Attendance AP Committee Members: Bill Johnson, (Chair), Joe Johnson, Rob Hartman, Cindy Miles and Ann Fox; Members Absent: Chuck Warren and Bob Dool; MAPD staff: Scott Wadle, Mary M. Hunt, Stephen Banks, Matt Williams, Paul Schiffelbein, Lynn Packer, Valerie Kaster; Other: Justin Waggoner, Assistant County Councilor; Troy Houtman, Parks Director; Kurt Yowell, Curtis Carter and one unnamed virtual attendee. Discussion Summary 1. The meeting commenced at 10:30am with Chair Bill Johnson welcomed committee members. 2. Mary Hunt, Principal Planner provided remarks about the COVID mask policy in that if participants have been inoculated, a mask is not required; those who have yet to receive the vaccine are asked to continue wearing a mask. 3. Chairman Johnson asked for an approval of the June 3, 2021 meeting summary. Commissioner Joe Johnson motioned to approve; Commissioner Hartman second the motion; the motion was approved 5-0-1; Commissioners Warren and Dool were absent. 4. Mary Hunt introduced Lynn Packer, P.E., Deputy Director of Public Works for Sedgwick County and Valerie Kaster, Project Services Manager. Together they presented the County 5-year Capital Improvements Program (CIP) for 2022-2026. The Advance Plans Committee is asked to place this item on the MAPC agenda for Thursday, July 22, 2021. Mr. Packer began by presenting information on Roads and Bridges and their compatibility with the Comprehensive Plan, titled the Community Investments Plan. Mr. Packer share that the total County expenditure recommended is $109 million of which 67.7% is devoted to the maintenance of roads and bridges; 21.5% is for road and bridge enhancements; 9.2% is for system expansion and 1.6% for bike and pedestrian investment. The majority of funding is derived from the local sales tax, plus other sources including bonds, federal sources and savings from budget year 2020. Mr. Packer further explained how the projects presented meet various goals outlined in the Community Investments Plan. Ms. Kaster introduced the proposed Capital Facilities projects. There are 49 projects planned from 2022 through 2026. There were fewer projects in the current year due to COVID and as such, the department is proposing more projects and funding in the first year of the upcoming CIP period. Ms. Kaster reviewed the various proposed projects based on four levels of Advanced Plans Committee Meeting Summary – July 8, 2021 1 priority. Category 1 projects have the highest priority and are scheduled in the first year of the CIP, followed by Categories 2, 3 and 4, each ranking slightly less in priority and are scheduled later in the CIP time period. In total, there are nearly $52 million in projects with funding derived from bonds, cash (General Fund) and the Fire Department (Mil Levy). Commissioner Fox motioned that the County CIP be placed on the July 22, 2021 agenda of the MAPC; Commissioner Hartman second the motion. Motion was approved unanimously 5 to 0 with two commissioners absent. 5. Troy Houtman, Parks and Recreation Director share an update on the L.W. Clapp Park Master Plan, including the public engagement process that produced the recommended plan available today. The proposed plan will include park related activities plus a café and bike rental service. There is no private development proposed beyond park activities and services. All main activities are designed in the middle of the park. Mr. Houtman shared several renderings from different vantage points. Other features may include a farmer’s market, playgrounds, disc golf, dog park, a park pavilion, band shell and amphitheater. Funding requests are to start in 2023 and the project would be phased over time. Mr. Houtman explained that changes to the final plan are expected prior to Council approval of the plan. 6. Mary Hunt provided an update on the Places for People Plan. An on-line application will be available for prospective Land Bank Board membership. Staff is currently working on developing metrics to measure the success of the land bank once it is operational. Staff is also working with the consulting firm Gould Evans on a walkability audit and design and development standards. 7. Scott Wadle shared information on the Incentives portion of Places for People. An affordable housing trust funding is one option as part of the budget process. Commissioners were encouraged to check out the City’s Facebook page for feedback on the Social Media Town Hall event recently held. 8. Scott Wadle also updated the Committee members that the MAPD case load appears to have stabilized for the time being. 9. Mary Hunt said that staff is working on improving the application process, including redesigning forms to assist applicants. Commissioner Miles indicated that she would like to see flow charts designed for various planning applications. 10. Mary Hunt reminded the Committee that the County CIP will be presented to the full MAPC on Thursday, July 22nd and next month the City CIP will be presented to the Advance Plans Committee on August 5th, and if approved, will be presented to the full MAPC on August 19, 2021. 11. Chairman Johnson reminded the Committee members that the next Advance Plans Committee meeting is scheduled for Thursday, August 5, 2021 at 10:30 am. 12.
