Summary of Meeting
Thursday, August 5, 2021

Discussion Summary
1. The meeting commenced at 10:30am with Chuck Warren substituting as Chair for Bill
Johnson who was absent. Commissioner Warren welcomed all attendees.
2. Commissioner Warren motioned to approve the meeting summary of the August 5, 2021.
Commissioner Miles second the motion; the motion was approved 3-0-2; Commissioners
Dool and Fox were absent. Commissioner Bill Johnson and Rob Hartman were ineligible to
vote due to their absence at the August meeting.
3. Commissioner Warren introduced Mark Manning, Finance Director who will present the
Capital Improvements Program (CIP). Mark explained how they use the Community
Investments Plan seriously in preparing the CIP. Mark said they use a prioritizing scoring
matrix to decide which projects are moved forward for implementation. The CIP totals
approximately $2 million funded by one-third water & sewer utility revenue, and another
third through the local sales tax and property taxes. The remaining third is derived from
airport, storm water utility taxes and state and federal funding.
On the expenditure side, approximately one third is spent on water & sewer. Special
assessments and streets account for roughly one third of expenditures and the remaining third
is spent on all remaining projects.
Mark explained that the city uses debt within the 50% of cash flow. Currently, the city is at
about 45% of this benchmark.
Mark thanked Stephen Banks, Senior Planner for assisting with the analysis of the CIP and its
conformance with the Comprehensive Plan.
Mark explained that the proposed CIP spending priorities are split evenly between the first,
second and third spending priorities of the Comprehensive Plan. They include maintaining
what we have, Enhancing what we have and expand what we have. Overall, the CIP is
conforming to the Comprehensive Plan priorities.

Projects are prioritized from “low-medium’ to ‘very high’. This years proposed CIP has
more than 80% of spending in the ‘very high’ category.
Mark highlighted that ‘Quality of Life’ and ‘Public Safety’ projects are included in the CIP.
Street maintenance is a highly requested item from the public. The CIP is allocating $163
million over the ten-year time horizon. Other projects include South Lakes improvements ($3
million); McAdams facility ($10 million); LW Clapp Master Plan ($9.6 million) and Branch
Libraries ($3.7 million); Public Safety projects total more than $93 million. Drainage
improvements to Dry Creek (Bleckley St.) are planned to total $36 million.
Commissioner Dool inquired about the shift from spending on freeways to local streets. Most
of the freeway work is near completion as well as additional funding is expected from the
State and Federal sources.
Commissioner Fox inquired about infrastructure in new areas on the fringe of the city. Mark
said $163 million is spent on existing streets with most of it occurring within the ECA. Mark
explained that there are three types of street improvements: street maintenance (overlays);
special assessments funded streets and everything else, which could be older or newer parts
of the city.
Commissioner Dool moved to place the Capital Improvements Program on the MAPC
agenda of August 19, 2021. Commissioner J. Johnson second the motion. Motion carried
unanimously 5 to 0 with two abstentions.
4. Stephen Banks, Senior Planner with MAPD previewed the upcoming release of the 2020
Census. Stephen announced that the data is scheduled for release on August 16, 2021,
however not all data will be available. Population data will be available and is important in
redistricting efforts. Ethic, race, housing and vacancy data will also be available in August.
We will receive information on group quarters, owner and renter occupancy, age and sex data
at a later date. The information provided in August will allow us to compare data to the
Comprehensive Plan and prepare maps depicting where development has occurred and the
applicable density. An initial profile report will be prepared and subsequent information will
be added when available.
Commissioner Dool inquired if the City Council redistricting is determined by MAPD.
Stephen explained that the redistricting process will begin in 2022 with the City Council
appointing a Commission of Electors who will use GIS mapping software with the GIS staff.
All numbers for redistricting will need to be within 5%, plus or minus between districts.
Commissioner Warren asked if all cities and counties do what is done here in Wichita and
Sedgwick County. Stephen replied that it all depends on the level of expertise they have
within their organizations. Stephen anticipates releasing information within three weeks.
Commissioner Dool asked about precinct boundaries and redistricting. Stephen replied that
precinct boundaries cannot be split with redistricting.
5. Scott Wadle updated the Commission on public outreach with the College Hill Neighborhood
Association. There is a project that may come before the Planning Commission regarding the

Belmont Restaurant and the possible expansion into adjacent residential areas. Scott is also
meeting with the Uptown Neighborhood Association tonight to discuss Places for People and
anticipates an overlay district may result from discussions.
The Land Bank was approved by the City Council and applications for Board membership
are currently being accepted.
Staff is investigating performance measures for the Land Bank. When ready, we will bring it
to the Advance Plans Committee for feedback.
The City is looking at entering a contract with Development Strategies for assistance with an
Affordable Housing fund. The fund is one of many topics considered for using the American
Recovery Act funding. Staff is working with the consulting firm Gould Evans on a project to
review zoning proposals in the Places for People Plan.
6. Advance Plans staff is researching lots that are less than 50 feet in width due to the challenge
of configuring a lot with a driveway and a dwelling lot. These lots are primarily located in
the central and northeast part of Wichita. Staff is also working with the consulting firm Gould
Evans on a project to review zoning proposals in the Places for People Plan and the
connection to walkable development.
Commissioner Fox asked about the narrow lots in northeast Wichita and what the next steps
are regarding the top ranked nodes. Scott replied that staff is working with the consultant on
a researching market demands for the top ranking nodes, of which two were located along
Broadway Ave.
