Summary of Meeting
Thursday, September 9, 2021

Discussion Summary
1. The meeting commenced at 10:30am with Chair Bill Johnson welcoming all attendees.
2. The August 5, 2021 meeting summary was approved 3 votes to zero with one absentee.
Commissioner Warren motioned to approve with Commissioner Miles second the motion.
3. Chair Bill Johnson turned the meeting over to Mary Hunt, Principal Planner who reviewed
the agenda. Stephen Banks, Senior Planner reviewed the results of the first part of the
Census data released in August 2021. Wichita experienced 4 percent population growth,
adding 15,000 people from 2010 to 2020. The Census shows the population for Wichita at
397,532 people, resulting in Wichita being the 49th largest city in the United States.
Sedgwick County experienced a 5.1 percent growth, adding more than 25,000 people from
2010 to 2020. The total County population is 523,824. The largest gain occurred in east
Wichita and the north central part of Sedgwick County.
Hispanic population increased to 18 percent of Wichita’s population, while non-Hispanic
white population decreased to 59 percent of Wichita’s population. Hispanic population grew
to 16 percent of Sedgwick County’s total population, while non-Hispanic white population
decreased to 64 percent of the County’s population.
Other categories remained the same in terms of percentage in both the City of Wichita and
Sedgwick County. The population of two or more races increased from 3 percent in 2010 to 6
percent in 2020 for both Wichita and Sedgwick County.
Wichita experienced a small decline in vacant housing units while the percentage remained
the same for both Wichita and Sedgwick County. Wichita and Sedgwick County saw 49-
percent and 53-percent increase in Group Quarters respectively. Most of this occurred in
“Other Institutionalized (hospitals and training the disabled)” and “other Non-
Institutionalized (group homes and residential treatment facilities)” categories.

The Census reported a decrease of 1,700 people within the Established Central Area (ECA);
this is better than the American Community Survey (ACS) that projected a decrease of
approximately 7,000 people.
The second part of the Census will be available in the first quarter of 2022.
4. Stephen Banks, Senior Planner presented information on the narrow lot inventory within the
Established Central Area. Lots were mapped with frontages between 50 feet and 55 feet and
lots between 35 feet and 49.4 feet. Stephen explained the challenges of building on lots that
are too narrow if using the design standards outlined in the Places for People Plan. Some lots
have alleys in the rear, however most alleys are adequately maintained to use as an entrance
for a back lot garage.
5. Mary Hunt, Principal Planner updated the Committee that staff is working on developing a
tax impact analysis on some development proposals. Additional information will be
presented when available.
Staff is preparing tools for the Current Plans Division to assist them in reviewing developer
proposals for compatibility with the Places for People Plan. This tool will assist Planners in
preparing their staff reports that come before the Commission.
The Land Bank has six of seven Board members appointed, with one remaining appointment
from District VI. Once complete, the Board can begin the process of adopting their By-laws
and make decisions on prioritizing tasks.
6. Scott Wadle, Planning Director share an update on the Planning Department including the
case load for the department. The department still experiences some volatility, although staff
has been able manage approximately ten cases per cycle. Case per year are on track to
exceed recent years with more than 200 cases this year. Scott shared a chard with the number
of cases per Planning Commission cycle.
The department still continues to recruit for the Division Manager position. The Planning
Technician position is currently filled. One Administrative Aide position if filled with one
more remaining.
Scott responded to Commissioner Warren’s question about the level of requirements of each
job opening. The Administrative Aide requirements are relatively lower with the department
receiving several responses. The Division Manager position has more robust requirements, as
such is more challenging to fill. Staff is also working on Advance filling of two pending
retirements in 2022.
7. The next meeting of the Advance Plans Committee is Thursday, October 7, 2022. With no
further business, the meeting adjourned at 11:063 am.
