Animal Control Advisory Board Minutes June 21, 2017 www.wichita.gov The Animal Control Advisory Board meeting was held at 4 p.m. at 3313 N. Hillside, Wichita, KS 67219 Eight Board members and three City staff attended. Members Present Staff Present Melodee Myers, District III Captain Brent Allred, WPD Ellen Querner, District I Jan Jarman, Assistant City Attorney, Law Teresa Burks, Mayor Appointment Erika Cepeda, WPD-Administrative Secretary Stephanie Fisk McCurdy, Chair, District II Christy Rafferty, District V Judy Handley, District IV Chris Hagman, District VI Judy Hill via phone at 1639 hours STAFF REPORTS Captain Brent Allred provided Shelter statistics for April. Total number of intakes for the month was 872. May reclaims (animals picked up by their owner) • Dogs – 185 – 42% of total intakes • Cats - 14- 3 % of total intakes • Other – 2- 8% of total intakes • Total – 201- 23% of total intakes May transfers (animals taken by KHS or other rescues) • Dogs – 243 – 55% of total intakes • Cats - 249- 62% of total intakes • Other – 5- 21% of total intakes • Total – 497- 57% of total intakes May euthanasia • Dogs – 16 – 4% of total intakes • Cats - 141- 35% of total intakes • Other – 17- 71% of total intakes • Total – 174- 20% of total intakes • COMMITTEE REPORTS Spay-Neuter Committee Teresa Burks, committee chair, reported the committee didn’t meet this month. Animal Control Advisory Board Minutes June 21, 2017 www.wichita.gov Dangerous Dog Committee George Theoharis gave update for Chris Hagman Trap, Neuter, Release (TNR) Committee Judy Handley, committee chair gave an update on the survey of already known caregivers that has been sent out. 22 responses as of 06/21/2017. Requested an addition be made to the TNR Sub Committee and recommended: Shelly Wilkinson ruledbycats3@yahoo.com Dangerous dog ordinance changes Jan Jarman, Assistant City Attorney (Law) spoke in reference to recommendations to present to board, revisions to make to be able to present to City Council. 604.010- Moved, expanded on, removed health officer 1st Offense-$100 2nd Offense- $200 3rd Offense- $300 • Exotic Animals- Not allowed to kill squirrels without wildlife license. 604.045 Jarman went into detail to explain: • Potentially dangerous • Dangerous 1 • Dangerous 2 • Dangerous 3 (Levels based on damage) Penalties include but not limited to: • Obtaining a Sign • Pay registration fee Citizens are able to continue with the appeal process but it will not be presented before the Captain. Appeals are to be presented before a Judge at Municipal Court-District Court. Timeframe shall be 14 calendar days. There shall be a policy to check insurance. 060 Animal Bite Violation • $250.00 1st • $500.00 2nd Animal Control Advisory Board Minutes June 21, 2017 www.wichita.gov • $1000.00 3 rd 050 Covers animals you are allowed to have. Jan Jarman requested suggestions and feedback is encouraged. 2 weeks were provided-deadline to be July 5, 2017. Public Comments • Level One definition was discussed in reference to attacks, piercing of the skin and who reviews cases. • Insurance overview was discussed • Appeal Process • Public requested to go into detail on potential dangerous dog • Provoked attack vs unprovoked attack discussion Rick Bailey, Rescue Representative, handed out Amendment for the bi-laws to the Board. Requested it be a requirement and not a goal to have a rescue representative on the Board. Someone who has significant contact with animals & KHS staff. Possibly someone who rescues at least 6 animals per month. Board too vote to adopt bi-law. • 5 in favor • 3 opposed Next meeting was scheduled for July 9, 2017 at 4:00 p.m.

Hillside Wichita, KS 67219 ORDER OF BUSINESS Call to Order Approval of Minutes for May 17, 2017 Staff Reports 1. Animal Control Report Staff from Animal Services, will give a report on Shelter and Field trends and operations for the past month. Recommended Action: Receive and file 2. Committee Reports Spay Neuter Committee – Teresa Burks – 5 minutes Dangerous Dog Committee – 5 minutes TNR Committee – Judy Handley – 5 minutes Recommended Action: Receive and file New Business 3. Final review of Dangerous Dog Ordinance Capt. Brent Allred will present the final draft of the ordinance. Recommended Action: Approve final draft and recommend that WPD present to City Council for approval. Board Agenda 4. Issues and Updates Board members have the opportunity to report on activities, events or concerns in neighborhoods. Recommended Action: Provide comment/ take appropriate action Public Agenda The public agenda allows members of the public to present issues not on the agenda to the Board.
