Wichita Animal Services Advisory Board January 20, 2021 Meeting Minutes Board Members Attending: Teresa Burks, Mike Marlett, Richard Ruth, Patrick Atkins, Vanessa Christophersen, Stephanie McCurdy, Elaine Stephen, Ti'Juana Hardwell City Staff Attending Deputy Chief Chester Pinkston, Lieutenant Santiago Hungria, Jan Jarman Community Members Attending Approximately 89 viewed online. Order of Business Meeting called to order by Stephanie Anne McCurdy at 16:03. Approval of the minutes of July 2020 and November 2020. 1. Staff Reports • Lieutenant Santiago Hungria, Director of Animal Services, gave an introduction. • Staff report on Wichita Animal Shelter end of year statistics were presented by Lieutenant Hungria. • Lieutenant Hungria addressed a question asked in the last session about attacks on postal workers. New Business 1. Jan Jarman – presentation of changes proposed to the dangerous dog ordinance. • Presentation – These changes will simplify the scale used to rate dangerous dogs. Changes will also allow for greater flexibility of Animal Services in determining if a dog is deemed dangerous and the requirements placed on the dogs owner in order to have their dog returned to them. • Board Discussion – on proposed changes.. • Motion – table discussion on proposed changes until the next meeting, made by Richard. • Motion Amended – approve changes that were mandated by court of appeals and table the other proposed changes until next meeting, made by Elaine and seconded by Vanessa. • Board Action – Voted 4-3 (Motion Passes). 2. Richard Ruth – presentation of changes to Title 6 Ordinance • Presentation – These changes will make it so that owned cats are given the same protections in the city ordinance as owned dogs. • Board Discussion – on proposed changes. • Motion – table discussion on proposed changes until next meeting, made by Mike and seconded by Patrick. • Board Action – Voted 7-0 (Motion Passes). Old Business 1. Elaine Stephen - Update Responsible Pet Owner Pamphlet • Tabled until next meeting. 2. Patrick Atkins – TNR Discussion • No further discussion at this time. 3. Issues and Updates • Vanessa asked if it was no longer planned to receive end of year reports from the animal rescues. Stephanie said that it was decided that those reports would be given at the March meeting since that meeting is expected to be in person. • Richard brought up a concern from his neighbor, who had witnessed a dog in their neighborhood that was attacked by a dog that lived in the same house. The dog that had attacked the injured dog was involved in a prior attack on another dog but had been returned to the owner. When Richard called Animal Control to follow up on the incident he was advised that because no one had witnessed the first attack that there was nothing Animal Control could really do about the situation. Lieutenant Hungria asked for the address where the attack occurred so that he could look into the situation and provide an update at the next meeting. Next Meeting March 17th at 4:00 PM, planned for in person, at the Kansas Humane Society. Adjourn Meeting adjourned at 5:22 PM
