Bicycle and Pedestrian Advisory Board Monday, December 8, 2014 5:30 – 7 P.M. 777 E. Call to Order: Jack Brown, Chairperson, called the meeting to order and welcomed City staff and guest. 2. Approve Previous Meeting Notes: Tom Lasater moved [Tyler Stutzman] to approve the November 10, 2014 meeting notes. Motion carried 11-0. 3. Public Comments: Alan Kailer stated that he had recently moved to Wichita from Dallas. Mr. Kailer noted that he is a Licensed Cycling Instructor [LCI] and he wants to be involved in the cycling community. The members welcomed Mr. Kailer to the meeting 4. East Kellogg Changes, Mike Armour, Special Projects Engineer, thanked the board for inviting him to the meeting. Mr. Armour showed the members a PowerPoint presentation that outlined the proposed changes to the East Kellogg Freeway construction projects. According to Mr. Armour, the Kansas Turnpike Authority [KTA] and Kansas Department of Transportation [KDOT] have helped the City ‘fast track’ the Cypress to Greenwich and Greenwich to K-96 projects! Mr. Armour reported that bids would be let in the summer/fall of 2015 and construction could occur in the fall/winter of 2015. Following the presentation, there was a question and answer session. Jack Brown asked if bike lanes or paths would be a part of the projects. Jane Byrnes inquired about possible sidewalks for pedestrians? Mr. Armour reported that both biking and walking amenities would be a part of the project. At this time, there is no plan to link the K-96 bike path to the Gypsum Creek path, Mr. Armour reported. The board thanked Mr. Armour for his informative presentation and issued an ‘open invitation’ to future board meetings. 5. Letter to Wichita State University: Jack Brown, Chairperson, drafted a letter to WSU for the board’s review. The purpose of the letter is to inform WSU personnel about the Master Bicycle Plan and suggestions on how to incorporate the plan into the proposed ‘Innovation Campus’ currently under construction. Following a brief discussion, Tom Lasater moved [Maxine Bostic] to approve minor revisions to the letter and forward to the WSU President with copies to the Mayor, City Manager and board. Motion carried 11-0. 6. Brief Report on the Recent WBPAB Retreat: Barry Carroll provided a brief synopsis of the retreat. Overall, the location and activities were very positive! There were several actions that need to be taken care of such as: 1) Written assignment of a staff member for the board [according to the Bylaws]; 2) Election of Officers in September 2014; 3) Follow-up on the proposed modified alignment of the Armour Bikeway; 4) Report on the recently completed bike/ped count by WAMPO; 5) Completion of the work plan for the Master Bicycle Plan; and 6) Completion of the work plan for the Master Pedestrian Plan. Barry will work with Scott Wadle on the retreat follow-up. 1 7. 2014 Wichita Bicycle Master Plan [WBMP] Implementation Report: Scott Wadle reported that he is working on a draft report. According to Scott, the report should be ready for review during the January 2015 meeting. Board Member Project Reports: 1) Mt. Vernon (Theoharis): the intersection at Oliver & Mt. Vernon is being reconstructed; bike lanes will be installed in conjunction with a scheduled CIP maintenance project. 2) Bicycle Friendly City Designation (Carroll/Jones): an application with letters of support will be submitted in the spring of 2015 subject to WCC approval; letters of support will be secured. 3) Delano Bicycle Parking Plan-Phase II (Barnes): was approved by the City Council; racks are being installed per the plan. 4) Redbud Trail (Bostic): There was a ‘successful’ bid [Cornejo] for the trail from the Canal Route to Oliver! Construction will commence and should be completed in May 2015! The board commended Maxine for her good work with City staff and elected officials! The next phase will be from Oliver to Woodlawn. 5) Delano/River Vista Apartments: The Wichita City Council recently considered revised plans; Melany Barnes will track this project ; 6) Delano Brownfield Application (Carroll): the application was submitted and EPA will make an announcement in spring of 2015; 7) Douglas Design District (Lasater): the City’s Design Council has recommended approval of the concept from Washington to Grove [there is no designated funding as yet]; 8) First & Second Bikeways: (Carroll) Advertised for bids in October; the bids were over the proposed budget and will be re-bid; 9) Multimodal Policy & Street Design Guidance (Delamaide): Amy agreed to track this project; the City Council recently approved the policy and guidance. 10) Market & Topeka Bikeways (Carroll) Advertised for bids in October; the bids were over the proposed budget and will be re-bid; 11) Armour Bikeway [Crowder]: The bids have been secured and the project is moving forward! 12) Schweiter Bikeway [Crowder]: The bids have been secured and the project is moving forward! It was noted that as projects are completed, newer projects will be added to the list for tracking. 8. Announcements & Closing Thoughts: Jack Brown, Chairperson, asked for comments from the board.  Project Tracking: Jack Brown encouraged members to continue to track their assigned projects. In addition, Jack suggested that a subcommittee be formed and meet, periodically with City staff, and then provide a summary to the full board.  Full Board: George Theoharis noted that the full, 11 member, board was in attendance! George reiterated that it is important to have a full board in attendance in order to make sound decisions. George commended the board members for their participation! Approve Previous Meeting Notes: Tom Lasater moved [Jerry Jones] to approve the October 13, 2014 meeting notes. Motion carried 8-0. 3. Public Comments: There were no comments from the public. 4. Wichita State University–Connections to the Wichita Bicycle Network and Bicycle Related Improvement: Andrew Schlapp, Executive Director of Government Relations, Wichita State University. Jack Brown explained that the board had invited Mr. Schlapp to provide an update on the progress being made on WSU’s Campus. Mr. Schlapp showed a PowerPoint presentation that provided a status report on what has been accomplished and plans for the future as well. Following the presentation, there was considerable discussion on ways the University could possibly incorporate the City’s Master Bicycle Plan into the overall campus design. It was noted that Scott Knebel, MAPD staff, has been designated to communicate with Mr. Schlapp and represent the City’s interests. In addition, Scott Wadle, MAPD staff, will forward a copy of the City’s Master Bicycle and Pedestrian Plans to Mr. Schlapp for his review. Jack Brown suggested that it is important to continue the dialogue between the City and WSU in an effort to incorporate biking and walking infrastructure in the new campus construction. In closing, board members thanked Mr. Schlapp for his informative presentation. 5. Wichita Multi-Modal Policy and Street Design Guidance: Scott Wadle, Senior Planner, provided a written staff report to the board members for review. In addition, Scott provided an overview of the proposed changes from the City’s Technical Advisory Committee. According to Scott, a Multi-Modal Committee will be formed and will review all street designs and make recommendations on whether any biking or walking accommodations are indicated. These recommendations will routinely be forwarded to the City Council for consideration. Jerry Jones added that this ‘was a step in the right direction’ and is hopeful that this policy and guidance will result in improved biking and walking infrastructure. Scott noted that the City Council is scheduled to consider this policy and guidance on December 2nd. Following a brief 1 discussion, Maxine Bostic moved [George Theoharis] to recommend that the Wichita Bicycle and Pedestrian Board recommend endorsement of the revised Multi-Modal Accommodation Policy and Street Design Guidance, as suggested by City staff and presented to the City Council in October 2014. Motion carried 8-0. 6. Wichita Together 2014 Signage Project: Scott Wadle, Senior Planner, provided an overview to the board. Scott explained that this group wants to provide signage along the K-96 Path. Scott showed images of the proposed way finding signs and asked for feedback from the board. Tom Lasater suggested that it is helpful to show secondary streets on the signs. Maxine Bostic suggested that a ‘map legend’ be included on the signs as well. James Crowder suggested adding North, South, East and West markings on the signs. Scott thanked the members for their input and will forward a summary to Wichita Together 2014 represents for their review. The members stated that signage was needed along our bike paths and hoped that this would be an ongoing effort. 7. Board Member Project Reports: 1) Mt. Vernon: the intersection at Oliver & Mt. Welcome Jack Brown welcomed everyone to the Wichita Bicycle and Pedestrian Advisory Board (Board) retreat. He expressed his gratitude that the participants volunteered additional time to participate in the event. 2. Board Authority and Purpose Scott Wadle provided a brief review of the City ordinance that created the Board, including the responsibilities and authority of the Board. 3. Board Bylaws Review Scott Wadle highlighted elements of the Board’s by-laws. During the review and discussion, Board members indicated a desire to: 1) hold elections next August ; and 2) request that the City Manager assign (in writing) a regular full-time city employee as the WBPAB Coordinator. 4. Board Accomplishments The Board received a quick presentation on the Board accomplishments for 2014. Scott Wadle distributed the handout Wichita Bicycle and Pedestrian Advisory Board – Board Accomplishments for 2014. 5. Performance Measures 2014 The Board members reviewed a brief PowerPoint that showed the progress to date accomplishing the goals of the Wichita Bicycle Master Plan (WBMP). The Board also reviewed the performance measures in both the WBMP and the Wichita Pedestrian Master Plan (WPMP). Board members indicated a desire to make more progress in 2015. 6. Priorities for 2015 The Board members participated in a voting exercise to identify the top priority strategies from the WBMP and WPMP for implementation in 2015. A listing of the results from the exercise, organized by the number of votes, is available in Appendix A. 1 7. Board Assessment The Board members utilized this time as an opportunity to assess the strengths and opportunities related to the Board’s activities and performance in 2014. Pedestrian and Bicycle Design Guidance Scott Wadle provided a brief review of the design guidance available from the AASHTO Guide for the Development of Bicycle Facilities, NACTO Urban Bikeway Guide, and Wichita Pedestrian Master Plan. 9. Establish performance measures to monitor progress .................................................... 18 2 Introduction This annual implementation progress report highlights the progress made in achieving the performance measures laid out in the Wichita Bicycle Master Plan (Plan). The Wichita City Council endorsed the Plan on February 5, 2013. The Plan is a ten-year guide for the development and implementation of bicycle projects and programs for the City. The Plan was created with the input of over 4,000 individuals through surveys; volunteer committees; and community events. It includes goals, objectives, actions, priorities, and performance measures to improve bicycling in Wichita. Commented [WS1]: Insert strategies here… 4 Goals The City of Wichita has three goals for bicycling in Wichita (from the Wichita Bicycle Master Plan), the goals are listed below. 1. Increase the amount of bicycling in Wichita. 2. Improve the safety of bicycling in Wichita. 3. Foster and promote a culture where bicycling is a viable and acceptable form of transportation. Goal 1: Increase the amount of bicycling in Wichita The Plan sets the benchmark for this goal as tripling the amount of bicycling over the next ten years (2012-2022). To monitor progress toward this goal, Strategy 30 of the Plan calls for counting bicyclists on a regular basis, including bi-annual volunteer counts. The City of Wichita utilizes different sources to measure the amount of bicycling in Wichita, they include: census data and manual counts coordinated by the Wichita Metropolitan Area Planning Organization (WAMPO). American Community Survey Data The American Community Survey (ACS) is an annual statistical survey conducted by the US Census Bureau. The ACS samples a small percentage of the population every year to provide estimates for population and related data, including transportation to work. The ACS data includes estimates for the mode of transportation that residents age 16 and over: 1) use most often to travel to work and 2) use to travel the greatest distance during the survey period. The ACS data are available as 1-year estimates, 3-year estimates, and 5-year estimates. The 5-year estimates provide the greatest accuracy, and the 1-year estimates provide the most current data. These counts captured bicyclist and pedestrian traffic during one week day between 5:00 PM and 7:00 PM and one weekend day between 12:00 PM and 2:00 PM at various locations throughout Wichita. For year to year comparisons we utilized the WAMPO results to calculate the average 2-hour count per Wichita location. The results of the 2013 and 2014 counts show that bicycling levels are relatively stable in Wichita. To monitor progress toward this goal, Plan recommends calculating the rate of crashes involving bicyclists. For the purposes of this report, the rates are calculated by dividing the number of motor vehicle crashes involving people bicycling (reported by KDOT) by the number of people bicycling. These estimates show that the rate of bicycle crashes has fallen since 2012 by approximately 77 percent. National Citizen Survey To monitor progress toward this goal, Plan recommends monitoring the percent of National Citizen Survey respondents that rate the ease of bicycle travel in Wichita as “excellent” or “good”. The National Citizen Survey was conducted in Wichita during 2006, 2010, and 2012. The survey is scheduled to be conducted again in late 2014/early 2015. Margin of error +/- 5% 8 Performance Measures Chapter 6 of the Plan identifies the performance measures for implementation of the Plan. Below is a listing of the performance measures results for 2015, listed according to the Plan strategies.
