Bicycle and Pedestrian Advisory Board Monday, January 12, 2015 5:30 – 7 p.m. 777 E. Call to Order: Jack Brown, Chairperson, called the meeting to order and welcomed City staff and guest. 2. Approve Previous Meeting Notes: Jerry Jones moved [Tyler Stutzman] to approve the December 10, 2014 meeting notes. Motion carried 9-0. 3. Public Comments: Alan Kailer stated that he had recently moved to Wichita from Dallas. Mr. Kailer noted that he is a Licensed Cycling Instructor [LCI] and he wants to be involved in the cycling community. Hoyt Hillman noted that he is on the Park Board and the GreenWay Alliance, The members welcomed Mr. Kailer and Mr. Hillman to the meeting 4. 2014 Wichita Bicycle Master Plan Implementation Plan: Scott Wadle reviewed the Bicycle Master Plan Implementation report which is the city staff report on work the city staff has done towards implementing the plan. The biggest item discussed was that many of the ten priority bicycle projects have been pushed into 2015 (these are primarily the projects we have been reporting on and tracking each month). Scott asked the board for comments on the implementation plan. The board took no formal action; Scott will take the report to senior city staff for further review. Once the report is final, the board will distribute it with our annual report and cover letter to the City Manager and City Council .The members also discussed meeting with our appointing Council member or City Manager to discuss the board and city's 2014 accomplishments also like we did in 2014.. 5. Wichita Bicycle Friendly Community Application: The Bicycle Friendly Community Application is moving forward with letters of support being secured. The deadline for submittal is February 15, 2015. The board approved the Chairperson’s letter of support for the application. The Chairperson will sign it for the board and submit it to Scott Wadle with copies to all board members. 6. Multi-Modal Policy Implementation: The Multi-Modal policy is getting underway. The City is in process of creating a staff technical committee to start implementation of the policy. It is a work in progress right now. 7. Board Member Project Reports: Paul Gunzleman provided an update on all of the projects he is responsible for via email to the board. There was some discussion by the board on how we should complete our project tracking. Members have some discussion of the ideas proposed at future meeting. During our project tracking reporting, Amy Delamaide proposed an idea for the recognition for businesses that incorporate bicycling or bicycles into their marketing. Amy will present her ideas at a future meeting. 1 1) Mt. Vernon (Theoharis): the intersection at Oliver & Mt. Vernon is being reconstructed; bike lanes will be installed in conjunction with a scheduled CIP maintenance project. 2) Bicycle Friendly City Designation (Carroll/Jones): an application with letters of support will be submitted in the February 2015 subject to WCC approval; letters of support will be secured. 3) Delano Bicycle Parking Plan-Phase II (Barnes): This project has been completed and will be removed from the tracking list. 4) Redbud Trail (Bostic): There was a ‘successful’ bid [Cornejo] for the trail from the Canal Route to Oliver! Construction will commence and should be completed in May 2015! The next phase will be from Oliver to Woodlawn. 5) Delano/River Vista Apartments: The Wichita City Council recently considered revised plans; Melany Barnes will track this project; Melany showed a proposed site plan via computer. 6) Delano Brownfield Application (Carroll): The application was submitted and EPA will make an announcement in spring of 2015; 7) Douglas Design District (Amy): the City’s Design Council has recommended approval of the concept from Washington to Grove [there is no designated funding as yet]; 8) First & Second Bikeways: (Carroll) Advertised for bids in October; the bids were over the proposed budget and will be re-bid; 9) Multimodal Policy & Street Design Guidance (Delamaide): Amy agreed to track this project; the City Council recently approved the policy and guidance. 10) Market & Topeka Bikeways (Carroll) Advertised for bids in October; the bids were over the proposed budget and will be re-bid; 11) Armour Bikeway [Crowder]: The bids have been secured and the project is moving forward! 12) Schweiter Bikeway [Crowder]: The bids have been secured and the project is moving forward! 13) Chisholm Creek Park Multiuse Path: Jerry Jones agreed to track this project. 14) East Kellogg Expansion Project: Tom Lasater will track this project. It was noted that as projects are completed, newer projects will be added to the list for tracking. 8. Announcements: Jack Brown, Chairperson, asked for comments from the board.  Project Tracking: Jack Brown encouraged members to continue to track their assigned projects. In addition, Jack suggested that a subcommittee be formed and meet, periodically with City staff, and then provide a summary to the full board.  Full Board: George reiterated that it is important to have a full board in attendance in order to make sound decisions. George commended the board members for their participation! 9. WAMPO Stakeholder Focus Group: The board adjourned and participated in the WAMPO ‘stakeholder focus group’ session joined by seven members of the public. Marla Mack, a third party facilitator, conducted the focus group asking seven broad-based questions about the future direction of WAMPO. Much of our members’ comments to WAMPO focused on integrating quality of life items with a focus on bike and ped facilities. The members’ comments were made mostly pertaining to WAMPO's future regional transportation planning. The members and public knew very little about the Wichita Area Metropolitan Planning Organization (WAMPO). Kristen Zimmerman, WAMPO staff, agreed to forward basic WAMPO information to the board. East Kellogg Changes, Mike Armour, Special Projects Engineer, thanked the board for inviting him to the meeting. Mr. Armour showed the members a PowerPoint presentation that outlined the proposed changes to the East Kellogg Freeway construction projects. According to Mr. Armour, the Kansas Turnpike Authority [KTA] and Kansas Department of Transportation [KDOT] have helped the City ‘fast track’ the Cypress to Greenwich and Greenwich to K‐96 projects! Mr. Armour reported that bids would be let in the summer/fall of 2015 and construction could occur in the fall/winter of 2015. Following the presentation, there was a question and answer session. Jack Brown asked if bike lanes or paths would be a part of the projects. Jane Byrnes inquired about possible sidewalks for pedestrians? Mr. Armour reported that both biking and walking amenities would be a part of the project. At this time, there is no plan to link the K‐96 bike path to the Gypsum Creek path, Mr. Armour reported. The board thanked Mr. Armour for his informative presentation and issued an ‘open invitation’ to future board meetings. 5. Letter to Wichita State University: Jack Brown, Chairperson, drafted a letter to WSU for the board’s review. The purpose of the letter is to inform WSU personnel about the Master Bicycle Plan and suggestions on how to incorporate the plan into the proposed ‘Innovation Campus’ currently under construction. Following a brief discussion, Tom Lasater moved [Maxine Bostic] to approve minor revisions to the letter and forward to the WSU President with copies to the Mayor, City Manager and board. Motion carried 11‐0. 6. Brief Report on the Recent WBPAB Retreat: Barry Carroll provided a brief synopsis of the retreat. Overall, the location and activities were very positive! There were several actions that need to be taken care of such as: 1) Written assignment of a staff member for the board [according to the Bylaws]; 2) Election of Officers in September 2014; 3) Follow‐up on the proposed modified alignment of the Armour Bikeway; 4) Report on the recently completed bike/ped count by WAMPO; 5) Completion of the work plan for the Master Bicycle Plan; and 6) Completion of the work plan for the Master Pedestrian Plan. Barry will work with Scott Wadle on the retreat follow‐up. 1 7. 2014 Wichita Bicycle Master Plan [WBMP] Implementation Report: Scott Wadle reported that he is working on a draft report. The Wichita City Council endorsed the Plan on February 5, 2013. The Plan is a ten-year guide for the development and implementation of bicycle projects and programs for the City. The Plan was created with the input of over 4,000 individuals through surveys; volunteer committees; and community events. It includes goals, objectives, actions, priorities, and performance measures to improve bicycling in Wichita. Strategy 30 of the Plan recommends that the City establish and report performance measures to monitor progress implementing the Plan. 2014 Annual Work Plan Performance The Wichita Bicycle Master Plan recommends (Strategy 29) that the WBMP - 2014 Annual City develop an annual implementation work plan and seek approval Implementation Work Plan of it by the Wichita Bicycle and Pedestrian Advisory Board. The Progress annual work plan provides an opportunity to divide the 10-year Plan in to actions that can be tackled in a given year. It helps to ensure year to year progress implementing the Plan. At the end of the year, the Plan recommends that the City develop an annual 9 implementation report to evaluate and reflect on the progress made to date. 18 In 2014, the City developed an annual work plan that was approved by the Wichita Bicycle and Pedestrian Advisory Board at their meeting on January 13, 2014. Performance measures included in this Meet performance targets Below target plan 7 Wichita Bicycle Master Plan Goals The City of Wichita has three goals for bicycling in Wichita (from the Wichita Bicycle Master Plan), the goals are listed below. 1. Increase the amount of bicycling in Wichita. 2. Improve the safety of bicycling in Wichita. 3. Foster and promote a culture where bicycling is a viable and acceptable form of transportation. Goal 1: Increase the amount of bicycling in Wichita The Plan sets the benchmark for this goal as tripling the amount of bicycling over the next ten years (2012-2022). To monitor progress toward this goal, Strategy 30 of the Plan calls for counting bicyclists on a regular basis, including bi-annual volunteer counts. The City of Wichita utilizes different sources to measure the amount of bicycling in Wichita, they include: census data and manual counts coordinated by the Wichita Metropolitan Area Planning Organization (WAMPO). 2014 Performance: below target American Community Survey Data The American Community Survey (ACS) is an annual statistical survey conducted by the US Census Bureau. The ACS samples a small percentage of the population every year to provide estimates for population and related data, including transportation to work. The ACS data includes estimates for the mode of transportation that residents age 16 and over: 1) use most often to travel to work and 2) use to travel the greatest distance during the survey period. The ACS data is generally available the following year after the data is collected (i.e. 2013 data is available in 2014). The ACS data is not a complete look at the amount of bicycling in Wichita since it only reports work trips, however it can be an important indicator. The ACS data are available as 1-year estimates, 3-year estimates, and 5-year estimates. The 5-year estimates provide the greatest accuracy, and the 1-year estimates provide the most current data. Below are graphs showing the results for Wichita. These counts captured bicyclist and pedestrian traffic during one week day between 5:00 PM and 7:00 PM and one weekend day between 12:00 PM and 2:00 PM at various locations throughout Wichita. For year to year comparisons we utilized the WAMPO results to calculate the average 2-hour count per Wichita location. The results of the 2013 and 2014 counts show that bicycling levels are relatively stable in Wichita. The 2014 results are below the performance target of 27 counts of people bicycling per hour per count location. The target is the incremental additional amount of people bicycling per hour per count location needed to achieve the 2023 goal of tripling the amount of bicycling in Wichita. These estimates show that the rate of bicycle crashes has fallen since 2012 by approximately 77 percent.
