Item Description
1. Call to Order: Jack Brown, Chairperson, called the meeting to order and welcomed City staff
and guests.
2. Approve Previous Meeting Notes: Barry Carroll moved [Jerry Jones] to approve the February
9, 2015 meeting notes. Motion carried 8-0.
3. Public Comments: Alan Kailer asked the board about the tracking mechanisms for the
benchmarks within Master Bicycle Plan. It was noted that this matter would be discussed later
in the agenda.
4. Recognition- Jaden Keith for Eagle Scout Bicycle Markings Project: Paul Gunzleman, Traffic
Engineer, introduced Jaden Keith to the board. According to Mr. Gunzelman, Jaden developed
a bike path marking program for his Eagle Scout project. Jaden then reported that he had
developed a wayfinding stencil and secured paint from local vendors. According to Jaden, he
stenciled 172 markings on various bike paths throughout the city! Jaden stated that he ‘even
exceeded his initial goal!’ Tom Lasater suggested that perhaps other organizations could use
Jaden’s model and stencil other segments of the bike paths. Following a brief discussion Barry
Carroll moved [George Theoharis] that the board commends Jaden for his excellent public
service project. Motion carried 8-0. Jack Brown, Chairperson, presented the board’s very first
‘certificate of appreciation’ to Jaden. There were handshakes and pictures taken; in closing
the board gave Jaden and his father a round of applause!
5. Comments from the Park & Recreation Department Director: Scott Wadle introduced Troy
Houtman and invited him to address the board. Mr. Houtman stated that he was pleased to
be invited and that he had ‘been on the job’ approximately three and one half months.
According to Mr. Houtman, he has 25-years of experience working in various cities and park
departments across the country. Mr. Houtman reported on the following projects: a) eastward
expansion of the Prairie Sunset Trail from Goddard towards West Wichita; b) reconstruction of
the Great Plains Nature Trail from Hillside to Woodlawn; and the c) eastward expansion of the
Redbud Trail from Hydraulic to Hoover. According to Mr. Houtman, he has scheduled a
meeting with the Director of Public Works & Utilities in an effort to clarify maintenance
responsibilities for each department. George Theoharis inquired about the city’s plans to
replant trees throughout the city. Mr. Houtman explained that an organization called
‘ICTTrees’ will fundraise and partner with the Park Department on the replanting of our ‘urban
forest.’ In addition, Westar has donated $150,000 for planting 150 trees on Arbor Day. Mr.
Houtman reported that Park Department staff is currently developing a comprehensive
Aquatic Master Plan. Following Mr. Houtman’s comments, there was a short question and

answer session. Jerry Jones suggested that the board could support the Park Department by
reviewing future projects and providing support and feedback. In addition, Jerry asked about
the plan to spray for ‘goat head stickers.’ Mr. Houtman reported on a partnership with Bicycle
X-Change to install ‘maintenance stations’ for cyclists at strategic locations throughout the city.
Jack Brown suggested that perhaps there could be a liaison appointed from our board to work,
proactively, with the Park Board. Mr. Houtman was in agreement and further discussions will
be held. At the end of the discussion, the board members thanked Mr. Houtman for his
informative remarks and issued an ‘open’ invitation to future board meetings.
6. Approval-2015 Wichita Pedestrian Master Plan Implementation Work Plan: Scott Wadle
provided a two-page report for review and comment. The board members reviewed the
document and asked clarifying questions. Scott reminded the board that this is a 10-Year
Work Plan. Following a brief discussion, Tom Lasater moved [Maxine Bostic] to recommend
approval of the 2015 Wichita Pedestrian Master Plan Implementation Work Plan. Motion
carried 8-0.
7. Approval-2015 Wichita Bicycle Master Plan Implementation Work Plan: Scott Wadle
provided a two-page report for review and comment. It was noted that many of the
benchmarks for 2014 were not met and ‘transferred’ to 2015. It was the consensus of the
board that meeting benchmarks are important and city departments need to be held
accountable. After considerable discussion, Barry Carroll moved [Jerry Jones] to table this
item, instruct staff to amend the work plan and bring back to the board for review in April.
Motion carried 8-0.
8. Approval-Annual WBPAB Letter to the City Council: Jack Brown drafted our second annual
letter to the City Council that outlined our activities for 2014 and our concerns about the need
for ongoing maintenance. Maxine Bostic moved [Tom Lasater] to recommend approval of
sending the letter to the City Council. Motion carried 8-0.
9. Board Member Project Reports: Paul Gunzleman, Traffic Engineer, provided an update on all
of the projects via email to the board. Paul noted that several projects had come in over the
bid specifications. Consequently, Paul is requesting that another $150, 000 be added to the CIP
in order to get these various projects completed. In addition, Paul is ‘educating’ contractors on
want is actually needed for bike lanes and paths. Very few contractors have experience with
trail building, according to Paul. Finally, Paul is combining routine maintenance projects with
scheduled bike lane projects in an effort to reduce costs. The board thanked Paul for his good
work before he had to leave to attend a second evening meeting!
1) Mt. Vernon (Theoharis): the intersection at Oliver & Mt. Vernon is being reconstructed; bike
lanes will be installed in conjunction with a scheduled CIP maintenance project.
2) Bicycle Friendly City Designation (Carroll/Jones): An application with letters of support will
be submitted in the February 2015 subject to WCC approval.
3) Delano Bicycle Parking Plan-Phase II (Barnes): This project is in its final completion
stage. The contractor is working on a few punch list items and should be completed soon.
4) Redbud Trail (Bostic): There was a ‘successful’ bid [Cornejo] for the trail from the Canal
Route to Oliver! Construction will commence and should be completed in May 2015! Maxine
reported that several residents adjacent to the trail have expressed concerns about the
possibility of increased crime once the trail is completed.
5) Redbud Trail – Phase II (Bostic): Working on getting this out to bid; most likely open bids in
late April. I am hopeful I can get good prices on this and use any savings to transfer to other
projects. I am awaiting approval from the environmental folks that our plans are good to go.
6) Delano/River Vista Apartments: The Wichita City Council recently considered revised plans;
Melany Barnes will track this project.
7) Delano Brownfield Application (Carroll): The application was submitted and EPA will make
an announcement in spring of 2015;
8) Douglas Design District (Amy): The City’s Design Council has recommended approval of the
concept from Washington to Grove [there is no designated funding as yet];

9) First & Second Bikeways: (Carroll) Advertised for bids in October; the bids were over the
proposed budget and will be re-bid.
10) Sycamore: Opened bids, however, all bids received were over the estimate. The project
will need to re-bid.
11) Multimodal Policy & Street Design Guidance (Delamaide): Amy agreed to track this
project; the City Council recently approved the policy and guidance.
12) Market & Topeka Bikeways (Carroll): Advertised for bids in October; the bids
were over the proposed budget and will be re-bid in March.
13) Armour Bikeway [Crowder]: Armour will be bid in March. The project is moving
forward!
14) Schweiter Bikeway [Crowder]: KDOT has reviewed bids and will award soon. The
contract has been signed.
15) Woodchuck: Will be bid in March.
16) Chisholm Creek Park Multiuse Path: Jerry Jones agreed to track this project.
17) East Kellogg Expansion Project: Tom Lasater will track this project.
18) WAMPO/TAC Meeting: Jack Brown reported that he routinely attends this meeting.
It was noted that as projects are completed, newer projects will be added to the list for
tracking
10. Announcements: Jack Brown, Chairperson, asked for comments from the board.
Project Tracking Form: Barry Carroll will update the form.
Amidon - 21st to 29th: Jane Byrnes reported that this street is being reconstructed
from the 21st to 29th with sidewalks!
Amidon – 15th South to 13th: Barry Carroll reported that a new side walk on the west
side of the street has been installed!
CIP Projects – First Hearing: This meeting is scheduled for March 24,, 2105.
City Operating Budget: Jack Brown noted that funds for maintenance come out of
this particular budget.
11. Closing Thoughts:
Excellence in Public Service Award: The board was invited to recommend a city staff
member for this prestigious award.
Role of Board: Barry Carroll explained that it is our role to monitor plans and be
assertive as needed in an effort to meet scheduled project benchmarks.
Mayoral Forum-March 17th: Members were encouraged to participate in this event.
‘Thank You’ Letter to Director of Parks: Jack Brown agreed to forward a letter to Mr.
Houtman expressing our appreciation for his attending our board meeting.
Input at Community Meetings: It was suggested that board members should attend
important bike/ped community meetings. It is the responsibility of the board to find
out about such meetings and inform others on the board. It is important to attend
and provide informed input at community meetings.
Roles & Responsibilities of Board Members: Board members who attend public
meetings should not identify themselves as WBPAB members, but as citizens, when
providing public comments. Board members cannot ‘speak’ for the entire board
unless there has been an official action taken on a particular topic. It is acceptable to
speak as private citizens, however, at public meetings.

1. Call to Order: Jack Brown, Chairperson, called the meeting to order and welcomed City staff
and guest.
2. Approve Previous Meeting Notes: Barry Carroll moved [Jerry Jones] to approve the January
12, 2015 meeting notes. Motion carried 10-0.
3. Public Comments: There were no public comments.
4. 2015 Street Maintenance & CIP Project /Multi Modal Accommodation: A presentation was
given by to the board by Aaron Henning, of Wichita Public Works & Utilities. According to Mr.
Henning, there are approximately 5,000 ‘lane miles’ in the city valued at approximately $1.6
billion dollars. Mr. Henning stated that city staff is developing an economic-based model to
identify when street repairs are needed. Mr. Henning indicated that the modeling
demonstrates that early intervention with street repairs has a better return on investment
[ROI]. Regarding multi-modal accommodation Mr. Henning noted that the Multi Modal
Committee is being formed and will review all city construction and maintenance projects with
regard to incorporating bike/ped, vehicular and transit design elements into the projects.
5. Bicycle Facilities Maintenance Plan: Aaron Henning, Public Works & Utilities, noted that the
Multi Modal Committee will look for possible ‘overlaps’ with street and bike/ped projects. All
projects will be submitted to the Wichita City Council for their review and funding. Board
members reiterated that funding is needed for maintenance of both new and older bike/ped
projects. After a considerable discussion, a motion was made by Barry Carroll [Melany Barnes]
for the board, with input from staff, to draft a letter in March 2015 to the City Manager
requesting that a maintenance budget of bike/ped projects be considered as part of the City’s
Budget deliberation and the Wichita Capital Improvement Programs (CIP). Motion carried 9-0-
1 [Amy Delamaide abstained] This process will be similar to the letter that the board submitted
in 2014. Following the motion, the board members thanked Mr. Henning for his informative
presentation.
6. Wichita Bicycle Friendly Community Application: The ‘Bicycle Friendly Community’
Application is moving forward including 18 letters of support from the community The
deadline for submittal of the application is February 15, 2015. Jerry Jones moved [Tyler
Stutzman] to recommend approval of the submission of a ‘Bicycle Friendly Application’ to the
League of American Bicyclists. Motion carried 10-0.
7. Wichita Bicycle Wayfinding System Plan: Scott Wadle, MAPD staff, explained that the city has
received a $50,000 grant for a Wayfinding System Plan. According to Mr. Wadle, four
proposals have been received and a final decision will be made to select a vendor in the
immediate future. Once the contractor has been selected, a steering committee will be

formed with members of the WBPAB board and members from the public. It was the
consensus of the board to move forward with the forming of a steering committee to work on
a Bicycle Wayfinding System.
8. Wichita Bicycle Local Business Recognition Program: Amy Delamaide, Board Member,
provided a proposal to track Strategy #19 of the Master Bicycle Plan. According to Amy, this
strategy would recognize area businesses that advertise and promote a culture of bicycling in
our community. After a brief discussion, Maxine Bostic moved [Melany Barnes] to accept the
simplest [Option #1] as proposed. Motion carried 10-0. The members thanked Amy for her
good work!

Public Places Webinar: Jane Byrnes reported that she participated in a recent
webinar about creating inviting public places. According to Jane, creating safe and
inviting public places has a huge economic impact for communities.
Chisholm Trail: Melany Barnes reported that there is an effort to the have the
Chisholm Trail recognized by the National Park Service. According to Melany, there
are no national ‘cattle drive’ trails that are recognized. This designation would be
positive for the City of Wichita, according to Melany.
11. Closing Thoughts:
People as Bike/Ped Infrastructure: Barry Carroll noted that business owners who sell
bicycles and apparel should be considered as valuable ‘infrastructure’ to our
community. Barry suggested that the board invite bike and hiking shop owners to
future meetings to be recognized.
Comments about Buffalo Park: Tyler Stutzman reported on the recent controversy
around the upgrading of Buffalo Park. According to Tyler, the running community was
not consulted about the proposed trail prior to the release of the design. As a result,
there was considerable controversy at the public meeting. Tyler suggested that our
board should have had an opportunity to review the proposed plans in advance of the
public meetings. It would have been helpful to the Park Department to have the
board’s feedback. In the future, the board would like to provide proactive input into
future park and/or bike/ped projects prior to public meetings.
Input at Community Meetings: It was suggested that board members should attend

Recommendation: It is recommended that the Board approve the Wichita Pedestrian Master Plan 2015
Work Plan (2015 Work Plan).
Background: On November 4, 2014, the Wichita City Council endorsed the Wichita Pedestrian Master
Plan (Plan). The Plan is a guide for how the City can improve conditions for walking through
infrastructure, policies, and programs. The Plan includes a recommendation (Strategy 10) that in order to
help ensure year to year progress, the City develop an annual work plan that identifies tasks and
deliverables for implementation of the Plan. The Plan also recommends that the City seek approval of the
work plan from the Wichita Bicycle and Pedestrian Advisory Board.
The proposed work plan was developed using the process presented at the February 2015 WBPAB
meeting. The 2015 Work Plan shows the action goals that the City intends to make every best effort to
accomplish in 2015. The document is non-binding and does not commit any funding. The annual work
plan is one of the core documents important to the implementation of the Plan: 1: the 10-year Plan; 2) the
annual work plan; 3) the annual progress report.
Analysis: The proposed 2015Work Plan shows action goals for the City in 2015. Many of the actions
will help to establish the framework and support structure for future implementation, including: creation
of a walking webpage, publication of an annual report, funding submissions, and updates to review
checklists.
Financial Considerations: The funding implications for the 2015 Work Plan itself is zero. The 2015
Work Plan is non-binding and does not commit any City funding. Separate action would be needed for
the City to commit funding.
Legal Considerations: None.
Recommendation/Actions: It is recommended that the Board approve the Wichita Pedestrian Master
Plan 2015 Work Plan (2015 Work Plan).

Wichita Pedestrian Master Plan
2015 Annual Implementation Work Plan
Wichita residents expressed a desire for improvements to improve conditions for walking in Wichita,
shown through multiple meetings, surveys, and plans. In 2013 and 2014, the Wichita stakeholders
developed the Wichita Pedestrian Master Plan (Plan) as a guide for how our City can improve conditions
for walking. This civic plan was endorsed by the City Council on November 4, 2014. The Plan
recommends that the City produce an annual implementation work plan and seek approval of it by the
Wichita Bicycle and Pedestrian Advisory Board in order to ensure year to year progress toward
implementing the Plan. This document is the City’s annual implementation work plan for 2015,
approved by the Wichita Bicycle and Pedestrian Advisory Board at their ##### meeting. This work plan
was developed through coordination with the department directors of the lead departments identified
in the Plan strategies and actions (Chapter 4).

on a bicycle through the provision of bicycle related infrastructure, policies, and programs. The Plan
includes a recommendation (Strategy 29) that the City of Wichita develop an annual work plan to
improve internal coordination and efficiency; help ensure year to year progress; and provide measureable
objectives that create accountability and demonstrate progress.
The proposed work plan was developed using the process presented at the February 2015 WBPAB
meeting. The 2015 Work Plan shows the action goals that the City intends to make every best effort to
accomplish in 2015. The document is non-binding and does not commit any funding. The annual work
plan is one of the core documents important to the implementation of the Plan: 1: the 10-year Plan; 2) the
annual work plan; 3) the annual progress report.

2015 Annual Implementation Work Plan
Wichita residents have indicated a desire for improvements to make it easier, safer and more
convenient to get around Wichita on a bicycle - shown through multiple meetings, surveys, and plans. In
2013, the Wichita City Council endorsed the Wichita Bicycle Master Plan (Plan) as a guide for how our
City can improve conditions for bicycling. The Plan recommends that the City produce an annual
implementation work plan and seek approval of it by the Wichita Bicycle and Pedestrian Advisory Board
in order to ensure year to year progress toward implementing the Plan. This document is the City’s
annual implementation work plan for 2015, approved by the Wichita Bicycle and Pedestrian Advisory
Board at their ##### meeting. This work plan was developed through coordination with the department
directors of the lead departments identified in the Plan strategies and actions (Chapter 4).
