1. Call to Order: Jerry Jones, Vice Chairperson, called the meeting to order and welcomed City
staff.
2. Approve Previous Meeting Notes: Tom Lasater moved [Amy Delamaide] to approve the May
11, 2015 meeting notes. Motion carried 9-0.
3. Public Comments: There were no comments.
4. Discussion of Arterial Sidewalk Program: Paul Gunzleman, Assistant City Engineer, reported
on a $450K CIP program for sidewalks along arterial streets. Mr. Gunzleman explained that
input is being sought from District Advisory Boards [DABs] as well. Board members were asked
to forward suggestions for potential sidewalls to Scott Wadle who will compile a summary
report. Jane Byrnes stated that, when possible, sidewalks should be constructed around
schools. According to Jane, sidewalks and crosswalks create safer ways for children to come to
and leave from schools. The board thanked Mr. Gunzelman for his informative presentation.
5. Discussion of the City Budget Recommendation Process: Scott Wadle provided an overview
of the City’s Budgeting processes. Jerry Jones explained the differences between the City’s
Operating and CIP Budgets. Jerry explained that Jack Brown, Chairperson, had recently
submitted a letter to the Manager, Mayor and City Council that requested a $3.24M CIP
Budget increase, per year, for bike/ped projects. Amy Delamaide suggested that the City’s
Operating Budget could include funding for items in the Master Pedestrian Plan as well:
Strategy 7 – Make Maintenance of Pedestrian Infrastructure a Priority; Action 2: Assist partner
organizations (e.g., school district, Safe Kids) to train parent volunteers on how to become
involved in promoting Safe Routes to School (SRTS) through the Safe Kids Program. City
assistance could include, but not be limited to: providing free or reduced facility rentals; event
promotion and staff attendance at kick-off meetings. (Average one training per year)Funding
for event promotion and staff time; Strategy 10 – Monitor and Update the Implementation
Plan; Action 7: Allocate resources / apply for resources to fill positions in Planning. (0.5 FTE by
2015); Action 8: Allocate resources / apply for resources to fill positions in Public Works. (0.5
FTE by 2016) $$ for staff positions; Strategy 8 - Plant and Maintain Street Trees; Action 2:
Request additional City and non-City funds for current street tree program to maintain existing
street trees and plant new trees. Identify public/private partnerships to fund the street tree
and related programs. (By 2018); Funding for trees, promotion of program; Strategy 2 –
Improve the Safety of Pedestrians at Marked Crosswalks; Action 2: Create and request funding
for a program to identify and retrofit high priority existing marked crosswalks throughout the
city. The program guidance should describe the criteria for selecting high priority existing
crosswalks and meet policy standards for design and implementation (By 2019); Action 3:

criteria and meet the policy standards for design and implementation (By 2022); Funding for
staff time, develop program, run program, take public input, etc. Funds could also be used to
install the four bicycle traffic counters that are currently in storage--covering staff time
needed to install the counters, gather the data, and analyze the data. Following the discussion,
Tom Lasater moved [Amy Delamaide] to authorize Jack Brown, Chairperson, to draft a budget-
related letter to the Manager and City Council for review by the full board at the July 2015
meeting. Motion carried 9-0.
6. Discussion of New Bikeways Outreach: Scott Wadle noted that there will be bike lanes
installed on 1st & 2nd Bikeways – westbound to past the river and Market & Topeka from
Kellogg north to 21st Street. Scott noted that a public outreach program will be developed in
an effort to educate the public about what is about to take place, the rationale for the projects
and why it matters to motorists/cyclists. The board is supportive of these proposed bike
projects. This proactive campaign can help to educate motorists and reduce confusion about
the proposed projects. This campaign will help also develop ‘talking points’ related to the
projects as well.
7. Proposed Business Recognitions: Amy Delamaide reported that she would like to ‘nominate’
the following businesses, based up criteria found the Master Bicycle Plan, for recognition: 1)
Mathematics; 2) Warren Optometry; 3) Fork & Fennel; and 4) Reverie Roasters. The board was
appreciative of Amy’s efforts to recognize bike friendly businesses. It was suggested that local
bike shops should be recognized first then the suggested businesses later. Jerry Jones and
Barry Carroll agreed to compile a listing of all bicycle shops within the City. Board members
thanked Amy for her ongoing efforts to recognize bike friendly businesses.
8. Discussion of Bicycle Master Plan Update: Scott Wadle asked the board how they would like
to proceed updating the plan. Tyler Stutzman suggested that there have been several positive
changes around bike/ped projects in the last year or so. According to Strategy #28 in the
Master Bike Plan, there should be a major review every four years and minor changes could be
made in the interim if desired. There was consensus from the board that a major review was
not needed at this time. It was suggested that an electronic survey be forwarded to
stakeholders asking for their input. Tyler suggested the following: 1) the board needs to take
advantage of momentum with particular projects; and 2) an on-site review of bike/ped
projects should be conducted by board members. There was unanimous support for these two
proposals! Following an analysis of survey data and the on-site review, there will, likely, be
minor modifications made to the plan.
9. Board Members Project Reports
Bicycle Friendly City Designation (Carroll/Jones): The League of American Bicyclists
[LAB] awarded an ‘Honorable Mention’ to Wichita. This was the City’s first
application.
Redbud Trail –Phase I (Bostic): Construction should be completed in July 2015!
Redbud Trail – Phase II (Bostic): Construction should be completed in July/August.
Delano/River Vista Apartments (Barnes): There will now be a 10-foot multiuse path!
Douglas Design District (Amy): The City has received HSIP funds for the improvement
of the Douglas and Hydraulic intersection!
First & Second Bikeways: (Carroll): Will open bids on June 19th.
Sycamore: Received KDOT award; City Council approved contract on June 9 th.
Multimodal Policy & Street Design Guidance (Delamaide): Amy will track projects.
Market & Topeka Bikeways (Carroll): Will open bids on July 17th.
Armour Bikeway [Crowder]: Some work has been completed on arterial
street crossings; remainder of project will be bid in July/August.
Schweiter Bikeway [Crowder]: This project is complete; a ribbon cutting ceremony
will be held on June 17th at 5:30 pm at Schweiter Park!

Woodchuck: Plans to open bids in August.
Chisholm Creek Park Multiuse Path: Construction will occur later this summer.
East Kellogg Expansion Project: Tom Lasater will track this project.
WAMPO/TAC Meeting: Jack Brown routinely attends this meeting.
10. Announcements: Jerry Jones, Vice Chairperson, asked for comments from the board.
Paving of Dirt Streets? George Theoharis asked if there was any report for a request
for street paving from the previous meeting?[there was no report]
Adopt-A-Trail: Tom Lasater suggested that citizens be encouraged to ‘adopt’
segments of multiuse paths across the city.
Bike Valet at the River Festival: Barry Carroll reported that Bike Walk Wichita
volunteers parked 444 bicycles throughout the festival!
Board Terms of Appointees: Scott Wadle reported that the following board members
terms will expire in June 2015: 1) James Crowder; 2) George Theoharis; 3) Melany
Barnes; and 4) Jerry Jones. Scott noted that these members can ask to be
reappointed if so desired. Jerry Jones thanked these members for their good service!
Ritchie Developers & the Redbud Trail: Jerry Jones reported that a recent business
publication, that listed $800K homes, touted the advantages of living close to the
Redbud Trail! It appears that the trail is now viewed as a positive [no longer a
negative]!
11. Closing Thoughts:
Podium Finish at the Recent ‘Dirty Kansas’ [200-mile gravel ride] Tom Lasater
reported that Jerry Jones finished 73 of 425 finishers which was good enough for a 2nd
place finish in his age group! Jerry reported that the ride took 15:25 to complete!
Development of ‘Talking Points:’ It was suggested that bike/ped ‘talking points’ be
developed so that members can be more confident with their remarks at public
meetings.
Roles & Responsibilities of Board Members: Board members who attend public
meetings should not identify themselves as WBPAB members, but as citizens, when
providing public comments. Board members cannot ‘speak’ for the entire board
unless there has been an official action taken on a particular topic. It is acceptable to
speak as private citizens, however, at public meetings.
The next regularly scheduled meeting will be held on Monday, July 13, 2015.

1. Call to Order: Jack Brown, Chairperson, called the meeting to order and welcomed City staff and
guest.
2. Approve Previous Meeting Notes: Barry Carroll moved [Jerry Jones] to approve the April 13,
2015 meeting notes. Motion carried 10-0.
3. Public Comments: Dan Warren introduced himself and stated that he would like the board’s
support with a street and air quality problem. According to Mr. Warren, there is an ongoing with
dust from Doris, an unpaved street. He reported that this has been an ongoing problem and dust
poses a health problem for area residents. Board members inquired if the street could be paved?
Mr. Warren reported that there have been several unsuccessful petitions due to the low income
of the area residents. Mr. Warren reported that there are over 100 miles of unpaved streets
throughout the city. After considerable discussion, Melany Barnes moved [George Theoharis] to
direct the Board’s Chairperson to forward a letter to City Council asking for a short and long-term
plan to address the following: 1) abatement of dust; 2) improvement of air quality; 3) the safety
for children and adults; and 4) to report back to the Board in a timely manner. Motion carried 9-
2 [Carroll & Delamaide]. The board thanked Mr. Warren for his comments.
4. Approval of the WBPAB Recommendation Letter for Proposed 2015-16 CIP: During the April
meeting, the board instructed the Chairperson to draft a letter pertaining to a $3.25M increased
funding of bike/ped projects from the CIP. The board reviewed the letter and suggested these
minor edits: a) the board will conduct an ongoing review of bike/ped projects identified in the
Master Bicycle & Pedestrian Plans; and b) and to indicate that the amount indicated represents
less than one percent of the overall CIP Budget. Barry Carroll moved [Tom Lasater] to direct the
Chairperson to edit and forward the letter to the City Council as indicated. Motion carried 10-0.
5. Appointment of the Bicycle Wayfinding System Plan Steering Committee: Jack Brown, Barry
Carroll, Melany Barnes and Tyler Stutzman reported on a recent meeting where the community
applicants were reviewed. After a thorough review, seven candidates and two alternates were
recommended. In summary, there will be seven community members and the four members
from the WBPAB that will serve on this steering committee. The work of this steering committee
will take approximately one year. Tom Lasater moved [Maxine Bostic] to accept the
subcommittee’s recommendation. Motion carried 10-0.
6. Update on Bicycle Facilities Maintenance Estimates: It was noted that the prior estimates for
bicycle facilities tended to be lower than the actual construction costs. As a result, several
proposed projects had to be re-bid. Jack Brown reported that the Directors of Parks and Public
Works & Utilities had met and clarified maintenance responsibilities. Jerry Jones reported that
the Director of Park will soon meet with the City Manager to discuss budget considerations.

7. Discussion of the WBPAB Recommendations for the 2016 City Budget: Jack Brown reported that
deliberations on a number of items continue on the proposed City’s budget. Amy Delamaide
suggested that members review the Master Bicycle and Pedestrian Plans and identify the
prioritized projects tor 2016. Amy and Melany Barnes agreed to form a Master Pedestrian Plan
subcommittee in order to review prioritized projects. In the interim, other board members will
review the Master Bicycle Plan and review possible projects for the 2016 City Budget.
8. Discussion of the Wichita-Sedgwick County Community Investment Plan: Scott Wadle provided
a written document for review and showed a PowerPoint presentation to the board. The
proposed 2035 Plan Vision Statement and Guiding Principles were reviewed and discussed. The
presentation outlined future land use policies and proposed urban growth. The presentation
indicated that there is a $9.5B ‘gap’ between the project costs and forecasted revenues. At the
end of the presentation, board members completed and submitted their surveys. These surveys
will be forwarded to the MAPD for tabulation.
9. Board Members Project Reports
Bicycle Friendly City Designation (Carroll/Jones): An application with letters of support
was submitted in the February 2015. The designation announcement is pending
Redbud Trail –Phase I (Bostic): Construction should be completed in June/July 2015!

Delano/River Vista Apartments (Barnes): The WCC has considered revised plans.
Douglas Design District (Amy): The City’s Design Council has recommended approval of
the concept from Washington to Grove [there is no designated funding as yet];
First & Second Bikeways: (Carroll): Will open bids on June 19th.
Sycamore: Will open bids on May 29th.
Multimodal Policy & Street Design Guidance (Delamaide): Amy will track projects.
Market & Topeka Bikeways (Carroll): Will open bids on June 26th.
Armour Bikeway [Crowder]: Some work has been completed; remainder of
project will be bide in July
Schweiter Bikeway [Crowder]: Phase I is currently under construction; sharrows are
being installed and scheduled be completed by the end of May.

Wayfinding Signs Along K-96: Barry Carroll reported that the City recently approved the
donation of wayfinding signs from Wichita Together 2015!

SUBJECT: Updates to the Wichita Bicycle Master Plan

Recommendation: It is recommended that the Wichita Bicycle and Pedestrian Advisory Board (Board)
advise staff on the following:
1. what elements (if any) elements of the Wichita Bicycle Master Plan (Bike Plan) should be
updated; and
2. if an update is recommended, then what level of community engagement is appropriate.
Background: On February 2013, the Wichita City Council endorsed the Bike Plan as a guide for how the
City can help make getting around the City on a bicycle easier, safer, and more convenient. The Bike Plan
contains multiple elements, including recommendations for priority bicycle facilities and cost estimates.
On April 21, 2014 the Board received a staff presentation on a proposed process to update the top priority
bicycle facilities identified in the Bike Plan. Staff recommended that the Board consider an update to the
Bike Plan since many of the top priority on- and off-street bicycle facilities recommended in the Plan
would be constructed in 2014. The Board members conducted an exercise to identify candidate bicycle
facilities for citizens to vote on during the upcoming open house event. On May 27, 2014, the City of
Wichita held a Bike Plan open house event, with an opportunity to vote for future on- and off-street
priority bicycle facility projects.
Through 2014, the City of Wichita solicited and received bids for multiple on-street bicycle facility
projects. The received bids were consistently over the Engineer’s estimate for the projects and no
contracts were awarded. Due to the projects not being constructed, City staff and the Board decided not to
go forward with the process to update the bicycle facilities priorities in the Bicycle Plan.
On March 24, 2015, the Wichita City Council received a workshop briefing on the Proposed 2015-2024
Capital Improvement Program (Proposed CIP). During the briefing, a member of the City Council
requested that the Wichita Bicycle and Pedestrian Advisory Board (Board):
1. review the Proposed CIP; and
2. review the top priority bicycle facilities recommended in the Wichita Bicycle Master Plan (Bike
Plan).
The Council Member suggested that the priorities review should take into account the Wichita and
surrounding communities’ bicycle improvements that have occurred and/or are underway since the Bike
Plan was endorsed in 2013.
On May 11, 2015 during a discussion of the recommendation letter for the proposed Wichita 2015-2024
CIP, at least one member of the Board indicated a desire to update the listing of the top priority on- and
off-street bicycle facilities contained in the Bike Plan.
On May 19, 2015, the City Council approved the revised budgets and amending resolution to authorize an
additional $500,000 of GO at-large bonds to construct the bicycle facilities that were deferred in 2014 due

to a lack of funding. It is anticipated that the following Wichita bicycle facilities will be constructed
by the end of 2015.

1st and 2nd Street Bike Lanes – Seneca to I-135
Market and Topeka Bike Lanes – 21st St. to Kellogg
Armour Bikeway – K-96 Path to Gypsum Creek Path
Sycamore Shared Lane Markings – Douglas to Orient and Glen
Woodchuck Bikeway – Sedgwick County Park to University
WSU to I-135 (Phase I) – Central Ave. to I-135 Path
Analysis: Since the City Council endorsement of the Bicycle Plan, there have been changes to both the
City of Wichita and the regional bicycle networks, including but not limited to:
authorization of funding and/or the construction of the Wichita bikeways listed above in 2015;
construction of the Andover- approximately 2.5 miles east of the existing Wichita K-96 Path;
In order to help ensure that the Bike Plan reflects the needs of Wichita residents and stakeholders, it is
recommended that the Bike Plan be updated on a regular basis. Typically plans are updated every five
years, ideally every three. The Bike Plan Strategy 28 recommends that minor updates be made to the Bike
Plan every year and major updates every four years.
Ordinance 49-441 created the Board and identifies its purpose as advising the City Council and staff on
matters related to bicycling and/or walking, including the revision of plans. The Board has a range of
options to consider, including but not limited to those listed below.
Option 1. No changes or updates to the Bike Plan
Option 2. Update the cost estimates only
Option 3. Update the Priority Bicycle Network and Top Priority On- and Off-Street Bicycle
Facilities only
Option 4. Remove the Top Priority On-and Off-Street Bicycle Facilities from the Bike Plan
Option 5. Combination of options above
Community plans are the most effective when they reflect and meet the needs of their community. More
than 4,000 people participated in the Bike Plan planning process. The Board has a range of options to
consider for public input as part of the Bike Plan update process, including but not limited to those listed
below.
Option 1. No public input collected
Option 2. Host an open house event
Option 3. Distribute an electronic survey
Option 4. Other more extensive public input processes
Financial Considerations: No funding is attached to the Bike Plan, and endorsement of the updates by
the City Council does not commit any future funding. The Bike Plan is a guide for bicycle related
infrastructure, polices, and programs. Any funding to implement the Bike Plan will need to be initiated
through a separate process.
Legal Considerations: Any updates to the Bike Plan will need to be reviewed and approved as to form
by the Law Department.

2014 Public Open House
The 2014 open house for the Wichita Bicycle Master Plan (Plan) was held on Tuesday, May 27, 2014
from 4:30 p.m. to 6:30 p.m. at the Wichita City Hall. There were 73 persons in attendance. Members of
the Wichita Bicycle and Pedestrian Advisory Board, and City staff helped facilitate the open house event.
The meeting provided Wichita residents with a series of stations highlighting the progress implementing
the Plan and opportunities for individuals to provide input. Please note that thunderstorms with heavy
rain occurred around the start of the open house and staff have heard anecdotal reports that the storms
deterred individuals from attending the event.

Participants were asked to provide their name and email address
both to track the number of participants and to disperse project
information to those interested. Comment cards were also
available for participants to provide written comments on
bicycling related issues.
Station 1: Open House Overview
This board presented a short description of the Plan, the benefits
of the plan, a description of who developed the Plan, and why the
open house event was being held. It also provided information
about how individuals can stay up-to-date with the latest
information about bicycling and walking in Wichita.
Station 2: About the Plan
This station consisted of four boards that provided information
about the Wichita Bicycle Master Plan, including: vision, goals,
objectives, strategies, and performance measures.
Station 4: Plan in Action
This board provided information about the relationship between the Wichita Bicycle Master Plan, the
annual work Plan, and the annual progress report.
Station 3: Funding
This station included three boards that described how infrastructure, programs, and non-infrastructure
projects are funded. It included information about the Capital Improvement Program and the City
Budget. The third board at the station provided a general overview of the development process for
standalone bikeway projects.

Station 4: Engineering
This station included two boards that described engineering category projects to implement the Wichita
Bicycle Master Plan in 2013 and 2014.
Station 5: Education
This board described education category projects to implement the Plan in both 2013 and 2014.
Station 6: Encouragement
This board provided information about encouragement category projects in 2013 and 2014 to
implement the Plan.
Station 7: Enforcement
This station consisted of one board that listed the enforcement category projects to implement the
Wichita Bicycle Master Plan in 2013 and 2014.
Station 8: Evaluation and Planning
This board described different evaluation and planning efforts to implement the Plan in 2013 and 2014.
Station 9: Bikeway Priorities
This station consisted of five boards that provided information about the purpose of the priority
bikeway projects, maps with Wichita Bicycle and Pedestrian Advisory Board identified candidate
bikeways, and sheets for individuals to vote with sticky dots for community priority bikeway projects.
Two categories of bikeway projects were presented for individuals to vote on. One category was off-
street priorities, where individuals were encouraged to use two dots to vote for the ones that were most
important to them. The other category was on-street and side path priorities, where individuals were
encouraged to vote with three dots. The sheets for individuals to vote on also included rows where
individuals were encouraged to write in candidate corridors that had not been identified on the sheet.

Station 10: Bikeway Designs
This station consisted of a table with preliminary conceptual designs for the following bikeways listed
below. The table was staffed by personnel from the City of Wichita Public Works and Utilities
Engineering Division, to answer any questions and provide an overview of the plans.
• Market and Topeka Bike Lanes
• 1st and 2nd Street Bike Lanes
• Armour Bicycle Boulevard
• Woodchuck Bicycle Boulevard
Station 11: Bicycle Network
Four maps of the recommended Bicycle Network, one of
each quadrant of the city, were available for participants to
review. Sticky notepads were available for individuals to
provide comments on the maps. A table with the
comments posted on the Bicycle Network maps is provided
on the next page.

NE Don’t spend $ for bike path on 37th St. N., when K-96 is ½ - 1 mile away. Do,
however – put in sidewalk(s).
NE To have a bicycle friendly university setting will attract more students, both
local and from abroad. More students promotes a healthy intellectual
community, enriching the city in more ways than one.
NE The extension of the I-135 path to reach WSU is of the utmost importance. In
fact, to provide paths connecting WSU to the rest of the city at all is a priority.
NW Please finish the connectivity that the Redbud Path has sparked. Thanks
NW To enable cyclist in west (not NW) Wichita to be able to effectively commute
downtown, improving biking conditions on Maple, working on the Westlink /
Woodchuck Boulevard, and studying I-135 crossings are essential.
NW It makes sense to connect the paths to make them more functional for both
recreation riders and commuters.

Commuting, stress reduction Please be aware of lighting and shrubbery on bike paths. The path that
connects 21st St. to 13th via Perry St. is not well lit. Residents and
vehicles can miss a bike.
Large shrubs and bushes need to be trimmed so that cyclists can see
around a curve. Also for personal safety bike paths with large bushes
and poor lighting may become more proned to crime.
NA Where the bike path underneath I-135 crosses 13th Street is quite
dangerous. The crosswalk overlaps w/the traffic to where you have to
zig-zag between up to 6 cars just to get to the other side. Also, cars
exiting the off-ramp are often unaware of anyone crossing.
NA Consider public use bike maintenance installations around the
city/bikeways.
Lights under I-135 bike path are never on.
