Aaron Henning, Maintenance Engineer, will provide an overview of
the City’s bikeways maintenance efforts.

Students from WSU will present the results of their research on
bicycling in Wichita and safety.
6. 6:25 pm Big Ditch – Zoo Boulevard to Crystal Prairie Lake
Joseph Hickle, Stormwater Engineer, will discuss possible options and
impacts of a trail along the Big Ditch.
7. 6:45 pm Aviation Path
Jim Weber, Sedgwick County Public Works Deputy Director, will
provide an overview of the Aviation Pathway from Wichita to Derby.
8. 7:05 pm Bicycle Wayfinding System Plan
Scott Wadle, Senior Planner, will provide an update on the Wichita
Bicycle Wayfinding System Plan and request feedback on the
proposed health component.

Item Description
1. Call to Order: Jack Brown, Chairperson, welcomed City staff and guest.
2. Approve Previous Meeting Notes: Tom Lasater moved [Amy Delamaide] to
approve the March 14, 2016 meeting notes. Motion carried 10-0.
3. Public Comments:
Jane Brynes, former WBPAB member, asked for the following: 1) an update on
the Master Pedestrian Plan; and 2) expressed concerns about the safety of school
children walking and biking to area schools. George Theoharis thanked Ms. Byrnes
for her comments. George noted that public education for pedestrians and
motorists is needed.
4. Police Department: Due to a scheduling conflict, the Chief of Police was unable to
address the board. According to the board chairperson, the Chief will address the
board later this summer.
5. WBPAB Recommendations for the City Budget: Scott Wadle, Senior Planner,
facilitated a discussion with the board in order to help identify priority bicycle and
pedestrian programs/projects for budget consideration. There were 20 potential
projects for consideration posted on the meeting room wall. Board members
were given seven [7] ‘voting dots’ for placement on the particular projects.
The following project were prioritized: 1) Wichita Street Safety Campaign – 9
votes [$40,000]; 2) Marked Crosswalk Policy -7 votes [$30,000]; 3) School Walking
& Bicycling Route Plans – 7 votes [$45,000] ; 4) Bicycle Counter Demonstration
Project – 7 votes [$50,000]; 5) Bikeway Maintenance – 7 votes [$150,000]; 6)
Bikeway Maintenance Plan – 6 votes [$60,000]; 7) City Project Inspection
Checklist for Active Transportation - 4 votes [$30,000]; and 8) On Call Bicycle &
Pedestrian Planning & Design Services - 4 votes [$150,000]. The total budget
recommendation from the board was $550,000. Following a brief discussion,
Barry Carroll moved [Amy Delamaide] that the board recommend these
prioritized items for the upcoming City Budget. Motion carried 10-0. A second
motion was then made by Amy Delamaide [Tom Laster] to direct the board
chairperson to forward the board’s recommendation to the City Council. Motion
carried 10-0.

6. Board Members Project Reports - Tracking Form: Barry Carroll asked members to
review the draft tracking form that was provided. Members reported their
updates and the form will be revised accordingly.
7. Announcements:
Crosswalks: George Theoharis reported that he had spoken with Brian
Coon, Public Works, about the need to improve the cross walks along the
Canal River bike path at 1st and 2nd Streets.
Public Education: George Theoharis reiterated that public education is
needed for cyclists and motorists in order to reduce the number of
crashes.
8. Closing Thoughts:
Ribbon Cutting - Redbud Trail: Barry Carroll announced that there will be
a ribbon cutting on Saturday, May 7th @11:30 am. The ceremony will be
held at the trailhead located at 17th & Oliver. Members were encouraged
to attend.
The next regularly scheduled meeting will be held on Monday, May 9th, 2016.
There being no further business, the meeting was adjourned at 7:23 pm.
