Item Description
1. Call to Order: Jack Brown, Chairperson, welcomed City staff and guests.
2. Approve Previous Meeting Notes: Tom Lasater moved [Tyler Stutzman] to
approve the May 9, 2016 meeting notes. Motion carried 10-0.
3. Public Comments:
Prairie Sunset Trail: John Moore, Prairie Travelers, reported on recent
work on the ‘Prairie Sunset Trail.’ According to Mr. Moore, the trail has
now been extended eastward to Maize Road. The members thanked Mr.
Moore for his work and for the updated information.
Delano Neighborhood Association: Vincent Hancock provided brief
updates about the: a) new library; b) proposal for use of green space; c)
possible development of the abandoned rail corridor; and d) a proposal
for a neighborhood park. Mr. Hancock noted that he was going to make
a presentation to DAB I as well. The board thanked Mr. Hancock.
Bicycle Friendly Businesses & Bicycle Parking: Former board member,
Jane Byrnes, reported that she would like to ‘nominate’ a local bike
friendly business. Russell Fox noted that he is now the contact person for
bike friendly businesses. Jane suggested that parking requirements for
businesses should be modified in order to accommodate more bicycle
parking. The board thanked Jane for her comments.
Request for Additional Bicycle Parking: Jane Smotherland suggested that
additional bicycle parking is needed especially in downtown Wichita. Ms.
Smotherland recommended that parking facilities should be located
within parking garages. The board thanked Ms. Smotherland for her
comments.
4. City of Wichita Proposed 2016-2025 Capital Improvement Program [CIP]: Mark
Manning, Budget Officer, presented updated information on the proposed CIP
process. Mr. Manning reported that the total amount of the proposed CIP was
projected to be $7.8M. According to Mr. Manning, the intent is to 1) take care of

what we have; and 2) expand projects when possible. The timeline for finalization
of the CIP is late summer/fall 2016. Mr. Manning indicated that the proposed CIP
included a Bike Enhancements line item in the Arterials section of the document,
which would be used to fund the construction of the following bikeway projects
listed below.

Mr. Manning provided a handout of the CIP pages from the Arterials section. Line
#20 in the handout was the Bike Enhancement Projects with a total funding of
approximately $7.8M. Jerry Jones noted that line #48 ‘Residential Street
Improvements’ that would allocated $100M over ten years would impact biking
as well. In closing, Mr. Manning reiterated that the City Council has not yet
approved the proposed CIP. The board members thanked Mr. Manning for his
informative presentation.
5. Wichita Parks, Recreation and Open Space Plan: Larry Hoetmer, Park
Department staff, provided a brief PowerPoint presentation on the Open Space
Plan. According to Mr. Hoetmer, the plan was development in 2008 and needed
to be updated – ‘piece by piece.’ There are currently 130 parks that encompass
over 5,000 acres. Mr. Hoetmer showed a picture of the new park mascot –
‘Barry the Bison’ that is very popular with children. Some of the projects Mr.
Hoetmer discussed were: 1) new water feature at the Buffalo Park; 2) Watson
Park; 3) Pracht Wetlands; 4) Aquatic Master Plan; and 5) Crystal Prairie Lake Park.
Mr. Hoetmer always reviewed the Park Departments priority bike/pedestrian
pathways. Most of the projects were consistent with the Master Bicycle and
Pedestrian Plans. Melany Barnes suggested that a large open space is needed for
large hunting dogs and their trainers. Jerry Jones noted that the Park Department
and the WBPAB have very similar interests. Jerry Jones suggested that efforts
should be made by the Park Department to leverage funds for bike/ped projects
as well. Discussion regarding the Park Department’s bike and pedestrian facilities
centered on developing a coordinated efforts between the Park Board and the
Bicycle and Pedestrian regarding bike and pedestrian facilities. Based on the
discussion there was agreement that coordinating efforts would be a beneficial
goal. The board members thanked Troy Houtman, Director of Parks, and Larry
Hoetmer, Park Department staff, for their informative presentation.

6. Discussion of Possible Use of the ‘Big Ditch’ for Recreational Uses: Joe Hickle,
Stormwater Drainage Engineer, was invited to address the board and respond to
questions. Mr. Hickle stated that in order to use the Big Ditch for recreational
purposes, a ‘408 Permit’ would have to be granted by the Tulsa, OK Corps of
Engineers Regional Office. Jerry Jones noted that an area, approximately 4.5
miles from the Zoo to the proposed Crystal Prairie Lake Park, has been designated
for both flood prevention and recreational uses. Joe Hickle suggested that there
would be considerable legal and bureaucratic issues to address before the Big
Ditch could be used for recreational uses. Jack Brown reported that there are
several communities in the State of Kansas that permits recreational uses. In
summary, the board thanked Mr. Hickle for his comments and suggested that
additional research will be needed.
7. Wichita Bicycle Master Plan-2016 Annual Implementation Work Plan: Scott
Wadle, MAPD staff, provided handouts that outlined the proposed work plan for
2016. Following a brief question and answer session, Tom Lasater moved [Jerry
Jones] to endorse the Wichita Bicycle Master Plan-2016 Annual Implementation
Work Plan. Motion carried 10-0.
8. Wichita Pedestrian Master Plan-2016 Annual Implementation Work Plan: Scott
Wadle, MAPD staff, provided handouts that outlined the proposed work plan for
2016. Following a brief question and answer session, Tom Lasater moved [Russell
Fox] to endorse the Wichita Pedestrian Master Plan-2016 Annual Implementation
Work Plan. Motion carried 10-0.
9. Bicycle Wayfinding System Plan: By consensus, this item was tabled until the July
2016 meeting.
10. Announcements:
Project Tracking: A form with projects and member assignments will be
forwarded prior to the next meeting.
WAMPO Projects: Jack Brown reported that a subcommittee had
recommended the following projects: 1) Redbud Trail; 2) Bike Lanes on
Mt. Vernon Street; and 3) Bike Lanes on 17th Street. The policy board will
make the final decision, Jack noted.
Bike Valet at Riverfest: Barry Carroll reported that volunteers from Bike
Walk Wichita parked 629 bicycles, two Sequa’s and several skate boards!
11. Closing Thoughts:
Board Vacancies: Barry Carroll noted that several members’ board terms
will expire in June 2016. Barry suggested that members asked to be
reappointed ASAP.
Legal Concerns: George Theoharis expressed concerns about cyclists
riding under the influence of alcohol. George suggested that the City
should review the legal ordinance/s pertaining to this matter.
The next regularly scheduled meeting will be held on Monday, July 11th, 2016.

connections within Wichita and to the broader region.

City Pathway Connections
Priority 1. Delano Neighborhood Pathway. The 0.6 mile
pathway extends east and west through the former
railroad corridor located just half a block north of the
Delano Business District along Douglas Street.
Priority 2. K-96 Pathway to Harry Street Pathway
Connection. The 3.0 mile section of pathway starts at the
current south terminus of the K-96 Bike Path and travels
south along 127th to Harry Street, where it tracks west to
connect to the existing off-street multi-use pathway on
the south side of Harry Street.
Priority 3. Arkansas to Haysville Pathway Connection.
The proposed 5.5 mile corridor connects the City of
Wichita and City of Haysville pathways systems.
City Pathway Connections
Priority 4. South Central Neighborhood Pathway. The
2.78 mile pathway would occupy the east bank of the
Arkansas River and connect the Arkansas River Corridor
to multiple existing pathways.
Priority 5. Redbud Trail Segment. - Existing trail to K-96.
This 3.0 mile pathway would follow the former Burlington
Northern Santa Fe Railway (BNSF) 17th Street railroad
corridor and connect the segment from Woodlawn to K-
96.

approve the April11, 2016 meeting notes. Motion carried 9-0.
3. Public Comments: John Moore, Prairie Travelers, reported on recent work on the
‘Prairie Sunset Trail.’ According to Mr. Moore, the trail has now been extended
eastward to Maize Road! In addition, Mr. Moore announced that there would be a
ribbon cutting for the new addition of the trail on Saturday, May 14th at 1 pm at the
trailhead in Goddard. The members thanked Mr. Moore for his work and for the
updated information.
4. Bicycle Facility Maintenance Report: Aaron Henning, Public Works, reported on the
progress being made on trail maintenance. Mr. Henning provided the following
information pertaining to the additional $150,000 trail maintenance budget
allocations: 1) two staff positions have been filled; 2) $57,000 has been allocated for
construction materials; 3) the various paths are now being inspected; 4) there is a
goal to inspect 12 miles of trails per year; 5) ‘spot repairs’ are currently being made;
6) the inspections will help with the prevention of problems on the paths as well; 7)
repairs have been made to 41 ‘buckles’ and 24 sections of failed pavement on the
Big Ark River Path from Pawnee to Douglas; and 8) 31 ‘buckles’ have also been
repaired on the K-96 Path as well. In closing, Mr. Henning indicated that the Park
Department has also submitted to the City Council a $200,000 budget proposal for
additional path sweeping, trash pick-up and weed abatement. The board thanked
Mr. Henning for his informative presentation and issued an ‘open invitation’ to
address the board in the future.
5. WSU Student Project Report: This item was tabled for discussion at a future
meeting.
6. ‘Big Ditch’ – Zoo Boulevard to Crystal Prairie Lake: This item was tabled for
discussion at a future meeting.
7. Discussion of the ‘Aviation Pathway:’ Jim Weber, Sedgwick County Public Works
Deputy Director, was invited to provide an overview of the Aviation Pathway from

Wichita to Derby. Mr. Weber showed a PowerPoint presentation that displayed the
proposed route of the path. According to Mr. Weber, this pathway has been five or
more years in the planning process. The pathway will be completed in phases as
funds become available. In addition, Mr. Weber discussed plans for the following
trails: 1) Derby to Mulvane and 2) the 900 foot pedestrian bridge that will cross the
‘Big Ditch’ and eventually link South Wichita to Haysville. Mr. Weber explained that
federal funding covers approximately 80% of trail costs while local communities
cover the remaining 20%. The board thanked Mr. Weber for his informative
presentation and invited him back to report at future meetings.
8. Bicycle Wayfinding System Plan: Scott Wadle, Senior Planner provided a brief
update and noted that the plan, once it is finalized, will come back to the board for
a formal recommendation. The proposed signs will also have ‘health care symbols’
on them as well. These symbols will direct trail users to healthy food and medical
destinations. According to Scott, Wichita will be the first city to provide these
symbols on trail signs! The board thanked the members who served on the steering
committee, Jack Brown, Barry Carroll and Russell Fox.
9. Announcements:
Crosswalks: George Theoharis reported that he had spoken with Brian
Coon, Public Works, about the need to improve the cross walks along the
Canal River bike path at 1st and 2nd Streets. The crosswalk at 1st Street is
currently being constructed, according to George.
Resignation: Amy Delamaide announced that she has taken a position as a
diplomat with the Federal Government and will be moving to Arlington,
Virginia. Amy provided the names of three women who might be interested
in serving on board. Scott Wadle explained that filling of this position would
be opened to the public-at-large.
10. Master Bicycle Plan: Strategy #19: Amy Delamaide suggested that the following
businesses be recognized as being ‘bicycle friendly:’ 1) Goebel’s Liquors; 2) Wichita
North Brewing Company; 3) Spangles [at Harry & Hillside]; 4) R Coffee House in
Riverside; and 5) Watermark Books in College Hill. Amy noted that Russell Fox had
agreed to serve as the lead board member for this initiative.
8. Closing Thoughts:
Four Ribbon Cuttings: Barry Carroll announced that there will be four
ribbon cuttings for the following: Redbud Path; Woodchuck Bikeway,
Chisholm Path and the Prairie Sunset Tail. Members were encouraged to
attend.
The next regularly scheduled meeting will be held on Monday, June 13th, 2016.

SUBJECT: Wichita Parks, Recreation, and Open Space Plan Update 2016

Background: On November 20, 2008, the Metropolitan Area Planning Commission held a public
hearing and passed a motion adopting the Wichita Parks, Recreation and Open Space Plan 2008 as an
element of the Wichita-Sedgwick County Comprehensive Plan. The new Wichita PROS Plan was
adopted as an element of the Wichita-Sedgwick County Comprehensive Plan by the Sedgwick County
Board of Commissioners on December 17, 2008, and by the Wichita City Council on January 6, 2009.
Since its adoption, the PROS Plan has only been partially implemented. During the development of the
new Community Investments Plan, the need to update the 2008 Wichita PROS Plan became evident. To
that end, the Arts, Culture and Recreation Element of the Community Investments Plan contains the
following Strategy:
A. Review and update the Wichita Parks, Recreation and Open Space Plan to ensure that future
planned parks/open space and recreation facility investments (capital, maintenance, operations)
strategically integrate with County regional parks and open space investments, and remain
consistent with our community priorities and willingness to pay.
Over the last six months, Wichita Park and Recreation staff members have been working on an update to
the 2008 Wichita PROS Plan. Their work has been supplemented with technical support from the
consultants who had been hired to prepare the original Plan.
On May 5, 2016, the Park and Recreation Department provided the Advance Plans Committee of the
MAPC with a presentation on the changes contained in the proposed Wichita PROS Plan Update 2016.
The Advance Plans Committee recommended to Park and Recreation staff that the Wichita PROS Plan
Update 2016 be modified to include policy direction related to the following two items:
o Importance of finding corporate underwriters or donors who will fund the development and
operation of the City parks, recreation and opens space facilities recommended in the Plan;
o Emphasis on supporting the use of gray water to irrigate city parks, open space areas and golf
courses where economically feasible.
The Advance Plans Committee subsequently passed a motion at its May 5th meeting recommending that
the MAPC adopt the Wichita PROS Plan Update 2016, amended to include the policy changes
recommended by the Advanced Plans Committee, as an element of the Community Investments Plan
2015-2035. The Wichita PROS Plan Update 2016 was subsequently revised to include the policy changes
recommended by the Advance Plans Committee.
The final draft Plan was presented to the Wichita Board of Park Commissioners on May 9, 2016 and was
unanimously approved by the Board at that time. On May 19, 2016, the MAPC set a public hearing date
for June 16, 2016 to consider the proposed adoption of the Wichita PROS Plan Update 2016 as an

element of the Community Investments Plan 2015-2035, replacing the Wichita Parks, Recreation and
Open Space Plan 2008.
The final draft Wichita PROS Plan Update 2016 was also presented to the members of the Wichita City
Council for their information and feedback at a workshop session on May 24, 2106. No changes or
modifications were recommended by the City Council at that time.
Analysis: The proposed Wichita PROS Plan would serve as a guide for the provision of park and
recreation programs, infrastructure, and policies by the City of Wichita. City staff members have
identified the following major changes and modifications contained in the Wichita PROS Plan Update
2016.
o The Plan reflects a more pragmatic and realistic approach and is centered around 10 new/revised
goals.
o The Plan is fully coordinated and consistent with other current, relevant City plans including the
recently adopted Community Investments Plan.
o The Plan focuses on improving connections and linkages, preserving existing resources, and
promoting community-based recreation that utilizes recreation centers and specialized centers.
Emphasis is also placed on building multi-sector service delivery based on the utilization of
public/private partnerships.
o Renewed emphasis is placed on the advocacy role of the Wichita Parks Foundation in the areas of
fund-raising, lobbying, and soliciting donations to fund future capital improvements.
The proposed draft includes an updated list of priority pathways, listed below.

Wichita residents have indicated a desire for improvements to make it easier, safer and more
convenient to get around Wichita on a bicycle - shown through multiple meetings, surveys, and plans. In
2013, the Wichita City Council endorsed the Wichita Bicycle Master Plan (Plan) as a guide for how our
City can improve conditions for bicycling. The Plan recommends that the City produce an annual
implementation work plan and seek approval of it by the Wichita Bicycle and Pedestrian Advisory Board
in order to ensure year to year progress toward implementing the Plan. This document is the City’s
annual implementation work plan for 2016, approved by the Wichita Bicycle and Pedestrian Advisory
Board at their April 13, 2015 meeting. This work plan was developed through coordination with the Commented [WS1]: Update
department directors of the lead departments identified in the Plan strategies and actions (Chapter 4).

Master Plan Priority Bicycle Network by 2023, the City will need to install an average of 3 bike lanes per year.

Wichita residents expressed a desire for improvements to improve conditions for walking in Wichita,
shown through multiple meetings, surveys, and plans. In 2013 and 2014, the Wichita stakeholders
developed the Wichita Pedestrian Master Plan (Plan) as a guide for how our City can improve conditions
for walking. This civic plan was endorsed by the City Council on November 4, 2014. The Plan
recommends that the City produce an annual implementation work plan and seek approval of it by the
Wichita Bicycle and Pedestrian Advisory Board in order to ensure year to year progress toward
implementing the Plan. This document is the City’s annual implementation work plan for 2016,
approved by the Wichita Bicycle and Pedestrian Advisory Board at their March 9, 2015 meeting. This Commented [WS1]: Update date
work plan was developed through coordination with the department directors of the lead departments
identified in the Plan strategies and actions (Chapter 4).

Recommendation: It is recommended that the Wichita Bicycle and Pedestrian Advisory Board (Board)
recommend that the City Council endorse the Wichita Bicycle Wayfinding System Plan (Wayfinding
Plan).
Background: On February 5, 2013, the Wichita City Council endorsed the Wichita Bicycle Master Plan
(Bike Plan) as a guide for how the City can help make getting around the City on a bicycle easier, safer,
and more convenient. The Bike Plan Strategy 2 recommends that the City adopt a wayfinding protocol
and install a signed bicycle route wayfinding system.
On March 25, 2014, the Wichita City Council approved the submission of a grant application to the
Kansas Health Foundation (KHF) for a Healthy Living Grant for two activities, including a Bicycle
Wayfinding Strategy to create policies to guide the development of a wayfinding system (i.e. design,
prioritization, important destinations, etc.); provide development and maintenance estimates; and install a
demonstration project. The City was awarded the grant funding and the Wichita City Council approved
the Healthy Living Grant agreement between the City and the KHF in May 2014. On November 13, 2014,
the City issued an RFP for the Wayfinding Plan and ultimately hired Alta Planning + Design to assist
with the creation of the plan.
On May 11, 2015, the Wichita Bicycle and Pedestrian Advisory Board formed the Bike Wayfinding Plan
Steering Committee (as a subcommittee of the WBPAB) and appointed the volunteer citizen members,
selected following a public application process. The purpose of the Steering Committee was to guide the
development of the Wayfinding Plan.
On September 15, 2015, the Wichita City Council approved an MOU with Health ICT. Through the
MOU, Health ICT has agreed to provide $100,000 for the implementation of the Wichita Bicycle
Wayfinding System Plan. The MOU specifies that $10,000 will be utilized to develop guidance and
updates for the bicycle wayfinding system, including how it should be designed to help enhance access to
healthy foods. Two major objectives of the Health ICT initiative are to 1) improve access to healthy foods
and 2) improve access to Federally Qualified Health Centers (i.e. Grace Med, Hunter Health Clinic, etc.).
On March 28, 2016, the Wayfinding Plan Steering Committee endorsed the Wayfinding Plan and
recommended that the Wichita Bicycle and Pedestrian Advisory Board recommend that the City Council
endorse the plan.
Analysis: The proposed Wayfinding Plan would serve as a guide for the provision of bicycle wayfinding
by the City of Wichita. Bicycle wayfinding generally consists of signage and pavement markings that
help people bicycling navigate the city without a map – including: locating destinations, and orientating
themselves relative to key locations, and traveling along bikeways without getting lost. The proposed
Wayfinding Plan includes the following elements:

Recommendations for increasing access to healthy foods and Federally Qualified Health Centers
Building on the public input incorporated into the Bike Plan, the proposed Wayfinding Plan was
developed with additional public input from two online surveys; four (4) Steering Committee meetings;
one (1) Design Council meeting; and one (1) Board of Park Commissioners meeting. The public input
helped inform the Wayfinding Plan recommendations, including for the designs and prioritization.
Financial Considerations: Through the MOU with Health ICT, up to $90,000 is programmed for the
implementation of the Wayfinding Plan. Utilization of the funding for the development of designs,
purchase, and installation of the wayfinding improvements will need to be initiated through a separate
process. Endorsement of the Wayfinding Plan by the City Council does not commit any additional future
funding.
Legal Considerations: A resolution endorsing the Wichita Bicycle Wayfinding System Plan June 2016
will be reviewed by the Law Department.

A RESOLUTION ENDORSING THE WICHITA BICYCLE
WAYFINDING SYSTEM PLAN – JUNE 2016
WHEREAS, the transportation system of Wichita is an extraordinary public asset
integral to the City’s economic health and community fabric; and
WHEREAS, the City of Wichita works to make the best use its public streets and
paths to move people and goods; and
WHEREAS, the City of Wichita has an opportunity to improve health and to
provide a variety of viable transportation options including bicycling; and
WHEREAS, multiple citizen surveys have shown a desire for improvements
related to bicycling in Wichita, the most recent being the 2016 National Citizen Survey
which reported that the satisfaction of Wichita residents with the ease of bicycle travel in
the city is “lower” than the satisfaction of residents in comparable cities; and
WHEREAS, the City Council of the City of Wichita recognizes the importance
of creating a collaborative vision and long-term plan for improving the conditions for
bicycling in Wichita; and
WHEREAS, the City of Wichita hosted numerous events and meetings to gather
input on the Wichita Bicycle Master Plan, including two online surveys, and
presentations to the Wichita Board of Park Commissioners, Wichita Design Council, and
Wichita Bicycle and Pedestrian Advisory Board; and
WHEREAS, the Wichita Bicycle Wayfinding System Plan represents the
culmination of that civic planning process; and
WHEREAS, the Wichita Bicycle Wayfinding System Plan is intended to help
implement the Wichita Bicycle Master Plan, which has established a strategy for tripling
the amount of bicycling in Wichita, while reducing the rate of bicycling crashes by one-
third; and
WHEREAS, the outcomes of implementing the Wichita Bicycle Wayfinding
System Plan includes the installation of bicycle wayfinding signage and pavement
markings along priority corridors throughout the city; and
WHEREAS, bicycle plans should provide relevant and up-to-date guidance, and
need to be updated on a regular basis as projects are completed and new opportunities
present themselves.
NOW, THEREFORE BE IT RESOLVED BY THE GOVERNING BODY
OF THE CITY OF WICHITA, KANSAS:
Section 1. The City Council of the City of Wichita endorses the Wichita Bicycle
Wayfinding System Plan June 2016, as recommended by the Wichita Bicycle and
Pedestrian Advisory Board.
Section 2. The City of Wichita shall use the recommended design concepts and
street improvements contained in the Wichita Bicycle Wayfinding System Plan as
guidance in future planning and decision-making regarding public infrastructure
investments, operations, and policies.
