Item Description
1. Call to Order: Jack Brown, chairperson, welcomed city staff and guests and called
the meeting to order at 5:30pm.
2. Rapid Flash Beacon Crossing – Redbud Path and Woodlawn: Due to the initial
absence of a quorum of members, Chairperson Brown went ahead to Paul
Gunzelman’s presentation of information gained through a video recording of the
responsiveness of both cyclists and drivers to the Rapid Flash Beacon installed at the
Redbud Path and Woodlawn – The recording was made on May 7, at 9am and then
again at noon – One the consensus from the discussion following viewing the
recording was that more concrete should be poured at the point of the post with
the button for crossing Woodlawn while going north, to make it easier for cyclists to
access – James Crowder wondered if a Hawk Signal (such as has been installed at a
couple of points along the Woodchuck Bike Blvd.) might work better – Paul said that
his office would review the recording further to see how things along Woodlawn
look at rush hour.
3. Previous Meeting Notes: Enough members had arrived by 5:50pm for a quorum to
be achieved, and Jack presented the minutes for review – They were approved with
a vote of 7-0.
4. Bicycle Ordinance Update:
Chairperson Brown, requested that the Law Department staff present the item on
bicycling under the influence. Jan Jarman from the Law Department provided a
presentation. She indicated that the City Municipal Code and the Kansas State
statues regarding riding a bicycle under the influence of alcohol do not currently
match due to recent changes by the State. The State does not currently prohibit
bicycling while under the influence, but City municipal code does. Ms. Jarman
indicated that in the past, the City’s default has been to changes the municipal code
to reflect the state statutes. Ms. Jarman highlighted the following challenges with
the current situation.
a) Prosecutors and judges are not allowed to look into a case to know why a
person was found guilty of a crime, so they unable to tell if DUI is from
bicycling under the influence or driving under the influence. As a result,
judges have been throwing out DUI convictions from Wichita.
b) By State Statute, to be found guilty of drunk driving – a breathalyzer test is
required. This can create difficulty for getting bicycling under the influence
convictions.
Ms. Jarman presented draft change to the Municipal Code, for the WBPAB members
to consider. She emphasized that staff were not recommending any actions at this
meeting, simply collecting feedback at this time. The draft changes would make
bicycling under the influence a misdemeanor offence. This would have the following
benefits.
c) It would enable Wichita police to issue citations to people bicycling under
the influence.
d) It would prevent the legal confusion described above, by making bicycling
under the influence clearly separate from driving under the influence.
Jennifer agreed that she should discuss the proposed BUI with the police
department and others in city government, but that this was a problem that
she wanted to see the city address soon.
Below are highlights from the WBPAB discussion.
e) A WBPAB member asked whether bicycling under the influence is a problem
and whether the problematic behaviors were already regulated by existing
State statues or sections of the Municipal Code.
a. Staff responded that approximately 2 DUI citations for bicyclists
occur per year.
f) Another WBPAB member observed that this is only a problem because of
the actions of the lawyers in question, but that it would be easier to
conform to state law and attempt to find a local alternative, than to either
wait on and work for changing state law, or to change the legal culture
g) A WBPAB member inquired why the city would want to go along with the
State changes, rather than challenging the State to change its laws to match
Wichita’s –
5. City of Wichita Proposed 2017-2018 Budget: Mark Manning was present, but
needed to leave due to a schedule conflict with a scheduled presentation at District
Advisory Board II. Scott Wadle provided information about the proposed budget
and impacts to bicycling and walking, based on notes from Mr. Manning. First, Scott
explained that the Wichita-Sedgwick County Metropolitan Area Planning
Department has historically been funded 50/50 by the City of Wichita and Sedgwick
County, and that the County reduced it’s funding for the 2016 budget year due to a
desire to not fund the following Planning Department functions: bicycle and
pedestrian planning, historic preservation planning, and HUD environmental
reviews. In the proposed City of Wichita 2017-2018 budget, it is proposed that a
new position be created in the City Manager’s Office. Scott Handed out a copy of
pages from the proposed budget with the description of the 2017-18 Budget
Highlights and the issue item on Consolidating Parking and Mobility.
Other highlights from the proposed 2017-18 budget included the following.
Continued funding for 2 staff in Public Works Street Maintenance for bike
path maintenance
Increased funding of $250,000 for pilot street preservation projects
Continued funding of $8 million for street maintenance
6. Bicycle Wayfinding System Plan: Scott Wadle presented the final version of the
Wayfinding System Plan, reviewing its originally stated goals, the design work which
went into shaping the proposed signs, the discussion conducted by the Wayfinding
committee, and so forth – The Bicycle-Pedestrian Advisory Board voted 7-0 to
recommend the Wayfinding System Plan to the Wichita City Council –
7. Bicycle Friendly Community Application: Scott Wadle presented to the Board a
proposal that Wichita try again to apply for a Bicycle Friendly Community grant, the
prevision application having been turned down – It was suggested that, this time
around, perhaps greater public input could be solicited as part of the application
process, including a public meeting to review the application before it is submitted –
The Board expressed its consensus that another try is worth attempting –
8. Multi-Modal Work Group 2015 Activity Report: Scott Wadle presented and
reviewed the Multi-Modal Work Group’s 2015 Activity Report – Running through
the recommendations which the MMWG have put forward, James Crowder
expressed some concern about the exception being made for the 13th St.
maintenance project. Scott responded that the exception was recommended for the
13th Street maintenance project due to the length and location of the project.
George Theoharis has similar concerns about the decision not to review the project
once outlined along Pawnee – Scott indicated that the Pawnee project was already
completed with design by the time the MMWG was up and running, so it was too
late to review the project. In response to a question, Scott indicated that the
MMWG is chaired by the Assistant City Manager, Scot Rigby.
9. Annual WBPAB Letter to City Council: Jack Brown then presented a draft of his
cover letter for the third annual report from the WBPAB – The draft was received
well by the Board, with a few minimal language recommendations being made.
10. Board Members Project Reports: Jack asked about project reports, with James
Crowder being the only reporter, stating that the work at Edgemoor along 13th St.
had been completed.
11. Announcements: Jack then opened the meeting to announcements by the board
members. There was a brief discussion between about whether it might be
appropriate, given the cycling-centric nature of much of the work that the BPAB
engages in, for there to be a separate Pedestrian Advisory Board, with George
expressing a concern that had been voiced in the past by Jane Byrnes and others –
Melany Barnes argued, with supporting comments from Jack, that the BPAD has, in
fact, responded to pedestrian concerns, partly because the kind of civic and
construction projects which the Board researches and recommends almost always
involve improving walkability along with cyclability – Moreover, as a Board that
promotes broadly multi-faceted activities and improvements, such as the proposed
Open Streets ICT event, our actions tie the interests of cyclists and pedestrians
closely together – Thomas also pointed out that the creation of a separate
Pedestrian Advisor Board would water down the influence which the BPAD has
been able to achieve in promoting its aims overall, not to mention potentially
creating a competitive attitude between two groups whose needs are usually the
same.
12. Closing Thoughts: With the end of comments, and the arrival of Maxine at 7pm,
Jack ended the meeting at 7pm.
The next regularly scheduled meeting will be held on Monday, August 8th, 2016.

1. Call to Order: Jack Brown, Chairperson, welcomed City staff and guests.
2. Approve Previous Meeting Notes: Tom Lasater moved [Tyler Stutzman] to
approve the May 9, 2016 meeting notes. Motion carried 10-0.
3. Public Comments:
Prairie Sunset Trail: John Moore, Prairie Travelers, reported on recent
work on the ‘Prairie Sunset Trail.’ According to Mr. Moore, the trail has
now been extended eastward to Maize Road. The members thanked Mr.
Moore for his work and for the updated information.
Delano Neighborhood Association: Vincent Hancock provided brief
updates about the: a) new library; b) proposal for use of green space; c)
possible development of the abandoned rail corridor; and d) a proposal
for a neighborhood park. Mr. Hancock noted that he was going to make
a presentation to DAB I as well. The board thanked Mr. Hancock.
Bicycle Friendly Businesses & Bicycle Parking: Former board member,
Jane Byrnes, reported that she would like to ‘nominate’ a local bike
friendly business. Russell Fox noted that he is now the contact person for
bike friendly businesses. Jane suggested that parking requirements for
businesses should be modified in order to accommodate more bicycle
parking. The board thanked Jane for her comments.
Request for Additional Bicycle Parking: Jane Smotherland suggested that
additional bicycle parking is needed especially in downtown Wichita. Ms.
Smotherland recommended that parking facilities should be located
within parking garages. The board thanked Ms. Smotherland for her
comments.
4. City of Wichita Proposed 2016-2025 Capital Improvement Program [CIP]: Mark
Manning, Budget Officer, presented updated information on the proposed CIP
process. Mr. Manning reported that the total amount of the proposed CIP was
projected to be $7.8M. According to Mr. Manning, the intent is to 1) take care of

what we have; and 2) expand projects when possible. The timeline for finalization
of the CIP is late summer/fall 2016. Mr. Manning indicated that the proposed CIP
included a Bike Enhancements line item in the Arterials section of the document,
which would be used to fund the construction of the following bikeway projects
listed below.

Mr. Manning provided a handout of the CIP pages from the Arterials section. Line
#20 in the handout was the Bike Enhancement Projects with a total funding of
approximately $7.8M. Jerry Jones noted that line #48 ‘Residential Street
Improvements’ that would allocated $100M over ten years would impact biking
as well. In closing, Mr. Manning reiterated that the City Council has not yet
approved the proposed CIP. The board members thanked Mr. Manning for his
informative presentation.
5. Wichita Parks, Recreation and Open Space Plan: Larry Hoetmer, Park
Department staff, provided a brief PowerPoint presentation on the Open Space
Plan. According to Mr. Hoetmer, the plan was development in 2008 and needed
to be updated – ‘piece by piece.’ There are currently 130 parks that encompass
over 5,000 acres. Mr. Hoetmer showed a picture of the new park mascot –
‘Barry the Bison’ that is very popular with children. Some of the projects Mr.
Hoetmer discussed were: 1) new water feature at the Buffalo Park; 2) Watson
Park; 3) Pracht Wetlands; 4) Aquatic Master Plan; and 5) Crystal Prairie Lake Park.
Mr. Hoetmer always reviewed the Park Departments priority bike/pedestrian
pathways. Most of the projects were consistent with the Master Bicycle and
Pedestrian Plans. Melany Barnes suggested that a large open space is needed for
large hunting dogs and their trainers. Jerry Jones noted that the Park Department
and the WBPAB have very similar interests. Jerry Jones suggested that efforts
should be made by the Park Department to leverage funds for bike/ped projects
as well. Discussion regarding the Park Department’s bike and pedestrian facilities
centered on developing a coordinated efforts between the Park Board and the
Bicycle and Pedestrian regarding bike and pedestrian facilities. Based on the
discussion there was agreement that coordinating efforts would be a beneficial
goal. The board members thanked Troy Houtman, Director of Parks, and Larry
Hoetmer, Park Department staff, for their informative presentation.

6. Discussion of Possible Use of the ‘Big Ditch’ for Recreational Uses: Joe Hickle,
Stormwater Drainage Engineer, was invited to address the board and respond to
questions. Mr. Hickle stated that in order to use the Big Ditch for recreational
purposes, a ‘408 Permit’ would have to be granted by the Tulsa, OK Corps of
Engineers Regional Office. Jerry Jones noted that an area, approximately 4.5
miles from the Zoo to the proposed Crystal Prairie Lake Park, has been designated
for both flood prevention and recreational uses. Joe Hickle suggested that there
would be considerable legal and bureaucratic issues to address before the Big
Ditch could be used for recreational uses. Jack Brown reported that there are
several communities in the State of Kansas that permits recreational uses. In
summary, the board thanked Mr. Hickle for his comments and suggested that
additional research will be needed.
7. Wichita Bicycle Master Plan-2016 Annual Implementation Work Plan: Scott
Wadle, MAPD staff, provided handouts that outlined the proposed work plan for
2016. Following a brief question and answer session, Tom Lasater moved [Jerry
Jones] to endorse the Wichita Bicycle Master Plan-2016 Annual Implementation
Work Plan. Motion carried 10-0.

9. Bicycle Wayfinding System Plan: By consensus, this item was tabled until the July
2016 meeting.
10. Announcements:
Project Tracking: A form with projects and member assignments will be
forwarded prior to the next meeting.
WAMPO Projects: Jack Brown reported that a subcommittee had
recommended the following projects: 1) Redbud Trail; 2) Bike Lanes on
Mt. Vernon Street; and 3) Bike Lanes on 17th Street. The policy board will
make the final decision, Jack noted.
Bike Valet at Riverfest: Barry Carroll reported that volunteers from Bike
Walk Wichita parked 629 bicycles, two Sequa’s and several skate boards!
11. Closing Thoughts:
Board Vacancies: Barry Carroll noted that several members’ board terms
will expire in June 2016. Barry suggested that members asked to be
reappointed ASAP.
Legal Concerns: George Theoharis expressed concerns about cyclists
riding under the influence of alcohol. George suggested that the City
should review the legal ordinance/s pertaining to this matter.
The next regularly scheduled meeting will be held on Monday, July 11th, 2016.

SUBJECT: Wichita Bicycle Wayfinding System Plan

Recommendation: It is recommended that the Wichita Bicycle and Pedestrian Advisory Board (Board)
recommend that the City Council endorse the Wichita Bicycle Wayfinding System Plan (Wayfinding
Plan).
Background: On February 5, 2013, the Wichita City Council endorsed the Wichita Bicycle Master Plan
(Bike Plan) as a guide for how the City can help make getting around the City on a bicycle easier, safer,
and more convenient. The Bike Plan Strategy 2 recommends that the City adopt a wayfinding protocol
and install a signed bicycle route wayfinding system.
On March 25, 2014, the Wichita City Council approved the submission of a grant application to the
Kansas Health Foundation (KHF) for a Healthy Living Grant for two activities, including a Bicycle
Wayfinding Strategy to create policies to guide the development of a wayfinding system (i.e. design,
prioritization, important destinations, etc.); provide development and maintenance estimates; and install a
demonstration project. The City was awarded the grant funding and the Wichita City Council approved
the Healthy Living Grant agreement between the City and the KHF in May 2014. On November 13, 2014,
the City issued an RFP for the Wayfinding Plan and ultimately hired Alta Planning + Design to assist
with the creation of the plan.
On May 11, 2015, the Wichita Bicycle and Pedestrian Advisory Board formed the Bike Wayfinding Plan
Steering Committee (as a subcommittee of the WBPAB) and appointed the volunteer citizen members,
selected following a public application process. The purpose of the Steering Committee was to guide the
development of the Wayfinding Plan.
On September 15, 2015, the Wichita City Council approved an MOU with Health ICT. Through the
MOU, Health ICT has agreed to provide $100,000 for the implementation of the Wichita Bicycle
Wayfinding System Plan. The MOU specifies that $10,000 will be utilized to develop guidance and
updates for the bicycle wayfinding system, including how it should be designed to help enhance access to
healthy foods. Two major objectives of the Health ICT initiative are to 1) improve access to healthy foods
and 2) improve access to Federally Qualified Health Centers (i.e. Grace Med, Hunter Health Clinic, etc.).
On March 28, 2016, the Wayfinding Plan Steering Committee endorsed the Wayfinding Plan and
recommended that the Wichita Bicycle and Pedestrian Advisory Board recommend that the City Council
endorse the plan.
On June 13, 2016, Planning Department staff presented the draft Wayfinding Plan and recommended that
the Wichita Bicycle and Pedestrian Advisory Board table making a recommendation on the plan until
after additional modifications are made to the plan, in order to make the document easier to read.
Analysis: The proposed Wayfinding Plan would serve as a guide for the provision of bicycle wayfinding
by the City of Wichita. Bicycle wayfinding generally consists of signage and pavement markings that

help people bicycling navigate the city without a map – including: locating destinations, and
orientating themselves relative to key locations, and traveling along bikeways without getting lost. The
proposed Wayfinding Plan includes the following elements:
Description of wayfinding design intent and function
Guidance for placement, destination identification, and prioritization
Best practices
Site assessment
Review of sign design options
Recommendations for increasing access to healthy foods and Federally Qualified Health Centers
Building on the public input incorporated into the Bike Plan, the proposed Wayfinding Plan was
developed with additional public input from two online surveys; four (4) Steering Committee meetings;
one (1) Design Council meeting; and one (1) Board of Park Commissioners meeting. The public input
helped inform the Wayfinding Plan recommendations, including for the designs and prioritization.
Financial Considerations: Through the MOU with Health ICT, up to $90,000 is programmed for the
implementation of the Wayfinding Plan. Utilization of the funding for the development of designs,
purchase, and installation of the wayfinding improvements will need to be initiated through a separate
process. Endorsement of the Wayfinding Plan by the City Council does not commit any additional future
funding.
Legal Considerations: A resolution endorsing the Wichita Bicycle Wayfinding System Plan June 2016
will be reviewed by the Law Department.

A RESOLUTION ENDORSING THE WICHITA BICYCLE
WAYFINDING SYSTEM PLAN – JUNE 2016
WHEREAS, the transportation system of Wichita is an extraordinary public asset
integral to the City’s economic health and community fabric; and
WHEREAS, the City of Wichita works to make the best use its public streets and
paths to move people and goods; and
WHEREAS, the City of Wichita has an opportunity to improve health and to
provide a variety of viable transportation options including bicycling; and
WHEREAS, multiple citizen surveys have shown a desire for improvements
related to bicycling in Wichita, the most recent being the 2016 National Citizen Survey
which reported that the satisfaction of Wichita residents with the ease of bicycle travel in
the city is “lower” than the satisfaction of residents in comparable cities; and
WHEREAS, the City Council of the City of Wichita recognizes the importance
of creating a collaborative vision and long-term plan for improving the conditions for
bicycling in Wichita; and
WHEREAS, the City of Wichita hosted numerous events and meetings to gather
input on the Wichita Bicycle Master Plan, including two online surveys, and
presentations to the Wichita Board of Park Commissioners, Wichita Design Council, and
Wichita Bicycle and Pedestrian Advisory Board; and
WHEREAS, the Wichita Bicycle Wayfinding System Plan represents the
culmination of that civic planning process; and
WHEREAS, the Wichita Bicycle Wayfinding System Plan is intended to help
implement the Wichita Bicycle Master Plan, which has established a strategy for tripling
the amount of bicycling in Wichita, while reducing the rate of bicycling crashes by one-
third; and
WHEREAS, the outcomes of implementing the Wichita Bicycle Wayfinding
System Plan includes the installation of bicycle wayfinding signage and pavement
markings along priority corridors throughout the city; and
WHEREAS, bicycle plans should provide relevant and up-to-date guidance, and
need to be updated on a regular basis as projects are completed and new opportunities
present themselves.
NOW, THEREFORE BE IT RESOLVED BY THE GOVERNING BODY
OF THE CITY OF WICHITA, KANSAS:
Section 1. The City Council of the City of Wichita endorses the Wichita Bicycle
Wayfinding System Plan June 2016, as recommended by the Wichita Bicycle and
Pedestrian Advisory Board.
Section 2. The City of Wichita shall use the recommended design concepts and
street improvements contained in the Wichita Bicycle Wayfinding System Plan as
guidance in future planning and decision-making regarding public infrastructure
investments, operations, and policies.
