Bicycle and Pedestrian Advisory Board Monday, March 13, 2017 5:30 – 7 p.m. 777 E. Waterman, Building 200 Wichita Transit Van Maintenance Facility Conference Room Meeting Notes Members Present: Maxine Bostic, Jack Brown, Barry Carroll , Russell Fox, Jerry Jones, Tom Lasater, Tyler Stutzman, George Theoharis, Christopher Parisho Members Absent: James Crowder & Wendy Tan City Staff: Scott Wadle, Senior Planner Guests: Elizabeth Ablah, Jane Byrnes, Barbara Coats, Alan Kailer, John Moore Item Description 1. Call to Order: Jack Brown, chairperson, welcomed guests and called the meeting to order at 5:34pm 2. Approve Previous Meeting Notes: The board approved, by consensus, the February 13, 2017 meeting notes. 3. Public Comments: John Moore informed the board that the Prairie Travelers organization has barred horses on the Prairie Sunset Trail from 167th Street to Garden Plain. Signage to this effect will be installed by trail volunteers. 4. Business Recognitions: Russell Fox indicated that the ‘Wichita Brewing Company’ is being recognized. A picture was shown of the interior of the building with two bicycles hung from the ceiling for a center piece. In addition, the company has installed bicycle racks and recently sponsored a marathon running event. A certificate of appreciation will be delivered to the store owners. 5. Motor Vehicle Crashes- Walking & Bicycling: Dr. Elizabeth Ablah, KU School of Medicine, provided an overview and analysis of motor vehicle crashes involving people bicycling and/or walking. According to Dr. Ablah the crash data came from the Wichita Police Department and the Kansas Department of Transportation. According to Dr. Ablah, the purpose of the study was to look for trends associated with crashes and possible prevention measures. The PowerPoint presentation indicated that there are more deaths associated with pedestrians. The NE Quadrant of the City [including downtown] has the highest incidences of crashes. In addition, more males than females were involved in crashes. It appears that more crashes are associated with ‘rush hour’ traffic in the evening. In closing, Dr. Ablah suggested that more data is needed for future studies. Board members thanked Dr. Ablah for her informative presentation. The board suggested that presentations to the Police Department and/or Traffic Engineering staff might prove useful. 6. Budget Recommendation Letter: Jack Brown, Chairperson, lead a discussion to identify the board’s recommendations for the City’s next budget. There was a suggestion that the Chairperson draft a letter to the City Council with budget recommendations. The following projects were prioritized by the board via a ‘voting dots’ exercise: 1) Bikeway Maintenance Plan - $60K; 2) Spot Improvements 1 & Enhancements - $50K; 3) Pedestrian Wayfinding Plan & Demonstration Project - $70K; 4$) Prioritize Intersections & Arterial Sidewalks for Pedestrian Safety Improvements - $25K; 5) Multi-Modal/Complete Streets Implementation for Maintenance Projects- $250K; 6) Bicycle Parking Demonstration Project - $25K; 7) Bicycle Summit-$20K; and 8) Priority Safety Corridor Plans - $50K. After a brief discussion, the board agreed to invite Aaron Henning, Public Works, to the April meeting to discuss what is entailed in the Multi-Modal/Complete Street Implementation for Maintenance Projects. The chairperson will invite Mr. Henning. 7. Wichita Bicycle Master Plan Implementation & Annual Work Plan: This item was tabled and will be on the April agenda. 8. Board Member Project Reports: Barry Carroll provided members with a copy of projects to track and encouraged members to provide updates at future meetings. 10. Announcements:  Pawnee Prairie Park Update: Jerry Jones provided a brief update to the board. According to Jerry, a six-member task force is reviewing the proposed master park plan and providing input to the Director of Parks and Recreation. Following a brief discussion, the chairperson will extend an invitation to the Director to attend the April board meeting.  Dog Advisory Activates: George Theoharis provided a brief update on activities of the dog advisory board. George suggested that the Chief of Police be invited to a future WBPAB meeting.  1st & Washington Intersection: Chris Parisho provided pictures of six vehicles that made illegal turns into the bike lane [within 20 minutes] at the intersection in question.  Railroad Bridge over ‘Big Ditch:’ The ownership of the bridge has now been officially transferred to the City of Wichita.
