Bicycle and Pedestrian Advisory Board Monday, April 10, 2017 5:30 – 7 p.m. 777 E. Call to Order: Jack Brown, chairperson, welcomed board members, guests and called the meeting to order at 5:34 pm. 2. Approve Previous Meeting Notes: The board approved, by consensus, the March 13, 2017 meeting notes. 3. Public Comments: Jane Byrnes provided a handout pertaining to ‘Open Streets ICT’ to members and guests. The event will take place on September 24th from noon to 4 pm along ‘Wichita’s iconic Douglas Avenue.’ Jane encouraged everyone to get engaged in this inaugural community event. The board members thanked Jane for the information presented. 4. City Pavement Preservation Program 2017. Aaron Henning, Maintenance Engineer, provided an overview of the City’s planned 2017 Street Maintenance preservation program and locations that have been identified for possible bicycle and pedestrian improvements. Aaron explained that the City’s ‘Multimodal Committee’ routinely meets to review upcoming construction projects. The committee recently reviewed the 37th Street North project that is being constructed and will contain bike lanes. According to Aaron, there are times when biking or walking amenities can be added to construction projects. Following a brief question and answer session, the board expressed their appreciation for improvements being made to shore up the river bank adjacent to the path near the Sim Golf Course. 5. Design & Construction Project Updates: Due to a scheduling conflict, Paul Gunzelman, Assistant City Engineer, could not be present to discuss the following projects: a) 1st Street & Washington Avenue; and b) 9th Street from I-135 to Hillside Avenue. This item was tabled until the next meeting. 6. Bike Share Permitting Process: Scott Wadle, Senior Planner, provided an overview of the proposed City ordinance to create a ‘bike share’ permitting process. Scott noted that a bike share program was mentioned in Strategy #6 of the Master Bike Plan. Barry Carroll moved [Tom Lasater] to recommend approval for the proposed bike share permitting ordinance. Motion carried 8-0. Becky Tuttle, Health ICT, was then recognized as securing funding for the bike share program. According to Becky, there will be approximately 20 stations, mostly in the downtown area, and 100 1 bicycles. There will also be bicycles and a docking station at the Sedgwick County Park. According to Becky, there will be a public announcement and ribbon cutting in downtown on Thursday, May 4th @10:45 am. The event is open to the public and board members were encouraged to attend. Following Becky’s brief remarks, the board members thanked her for the bike share program. 7. Budget Recommendation Letter: Following a brief discussion, Tom Lasater moved [Tyler Stutzman] to direct the board Chairperson to forward a letter to the Mayor and City Council regarding budget recommendations on previously deliberated bicycle and pedestrian projects. Motion carried 8-0. 8. Board Member Project Reports:  Barry Carroll provided members with a copy of projects to track and encouraged members to provide updates at future meetings.  Wilbur Middle School Project: Russell Fox volunteered to track this project 9. Announcements:  Board Vacancies: George Theoharis reiterated how important it is to have a full cadre of board members.  17th Street Project from Broadway to I-135: Following a brief discussion, there was a consensus to invite City staff to discuss this project at a future meeting.  College Hill Park Pilot Project: A pilot project will now permit bicycling in designated areas.  Pawnee Prairie Park: Tyler Stutzman reported there have been some improvements [curb cuts] made near 119th Street that will allow better park access.  Bridge over the Big Ditch: The City now owns the Deed to bridge that crosses the Big Ditch that will eventually be part of the Prairie Sunset Trail. There being no further business, the meeting was adjourned by 7:20 pm. The next meeting of the board will be held on Monday, May 8, 2017 @5:30 pm. Approve Previous Meeting Notes: The board approved, by consensus, the February 13, 2017 meeting notes. 3. Public Comments: John Moore informed the board that the Prairie Travelers organization has barred horses on the Prairie Sunset Trail from 167th Street to Garden Plain. Signage to this effect will be installed by trail volunteers. 4. Business Recognitions: Russell Fox indicated that the ‘Wichita Brewing Company’ is being recognized. A picture was shown of the interior of the building with two bicycles hung from the ceiling for a center piece. In addition, the company has installed bicycle racks and recently sponsored a marathon running event. A certificate of appreciation will be delivered to the store owners. 5. Motor Vehicle Crashes- Walking & Bicycling: Dr. Elizabeth Ablah, KU School of Medicine, provided an overview and analysis of motor vehicle crashes involving people bicycling and/or walking. According to Dr. Ablah the crash data came from the Wichita Police Department and the Kansas Department of Transportation. According to Dr. Ablah, the purpose of the study was to look for trends associated with crashes and possible prevention measures. The PowerPoint presentation indicated that there are more deaths associated with pedestrians. The NE Quadrant of the City [including downtown] has the highest incidences of crashes. In addition, more males than females were involved in crashes. It appears that more crashes are associated with ‘rush hour’ traffic in the evening. In closing, Dr. Ablah suggested that more data is needed for future studies. Board members thanked Dr. Ablah for her informative presentation. The board suggested that presentations to the Police Department and/or Traffic Engineering staff might prove useful. 6. Budget Recommendation Letter: Jack Brown, Chairperson, lead a discussion to identify the board’s recommendations for the City’s next budget. There was a suggestion that the Chairperson draft a letter to the City Council with budget recommendations. The following projects were prioritized by the board via a ‘voting dots’ exercise: 1) Bikeway Maintenance Plan - $60K; 2) Spot Improvements 1 & Enhancements - $50K; 3) Pedestrian Wayfinding Plan & Demonstration Project - $70K; 4$) Prioritize Intersections & Arterial Sidewalks for Pedestrian Safety Improvements - $25K; 5) Multi-Modal/Complete Streets Implementation for Maintenance Projects- $250K; 6) Bicycle Parking Demonstration Project - $25K; 7) Bicycle Summit-$20K; and 8) Priority Safety Corridor Plans - $50K. After a brief discussion, the board agreed to invite Aaron Henning, Public Works, to the April meeting to discuss what is entailed in the Multi-Modal/Complete Street Implementation for Maintenance Projects. The chairperson will invite Mr. Henning. 7. Wichita Bicycle Master Plan Implementation & Annual Work Plan: This item was tabled and will be on the April agenda. 8. Board Member Project Reports: Barry Carroll provided members with a copy of projects to track and encouraged members to provide updates at future meetings. 10. Announcements:  Pawnee Prairie Park Update: Jerry Jones provided a brief update to the board. According to Jerry, a six-member task force is reviewing the proposed master park plan and providing input to the Director of Parks and Recreation. Following a brief discussion, the chairperson will extend an invitation to the Director to attend the April board meeting.  Dog Advisory Activates: George Theoharis provided a brief update on activities of the dog advisory board. George suggested that the Chief of Police be invited to a future WBPAB meeting.  1st & Washington Intersection: Chris Parisho provided pictures of six vehicles that made illegal turns into the bike lane [within 20 minutes] at the intersection in question.  Railroad Bridge over ‘Big Ditch:’ The ownership of the bridge has now been officially transferred to the City of Wichita. The next meeting of the board will be held on Monday, April 10, 2017 @5:30 pm. Respectfully submitted,  Barry Carroll, WBPAB Secretary 2 Agenda Item No. ## City of Wichita City Council Meeting April 11, 2017 TO: Mayor and City Council SUBJECT: Wichita Bike Share Permitting Process Creation Ordinance INITIATED BY: City Manager’s Office AGENDA: New Business ____________________________________________________________________________________ Recommendation: Approve the proposed permitting process and place the ordinance on first reading. Background: On February 5, 2013, the Wichita City Council endorsed the Wichita Bicycle Master Plan. The plan is a guide for how the City can make it easier, safer, and more convenient to get around Wichita on a bicycle through the provision of bicycle related infrastructure, policies, and programs. The Plan’s Strategy 6 recommends that the City determine if a bike share program would be a good fit for Wichita. In March 2017, City staff was contacted by Health ICT concerning the possibility of a bike share system being launched in Wichita. The proposed system would be a privately funded pilot project, but would require permitting for bike stations to be located on public property, including public rights-of-way. Analysis: Health ICT has indicated that the proposed system may include approximately 20 stations located primarily in downtown Wichita, and that a system ribbon cutting could occur in May 2017. The possible sites may include private property and public rights-of-way, including the sidewalk amenity zone and possible parking spaces. Each specific site in public rights-of-way would be subject to review for safety and regulatory compliance through the City’s Traffic Engineer, the ADA Coordinator, MABCD, the Fire Department and the Parking and Mobility Division. The City can provide permits for proposed stations through the existing Right-of-Way Use Permit. However, this type of permit is limited to locations where abutting property owners can be contacted and are willing to participate in the permit request. In order to address this limitation, City staff propose that a bike share permitting process be created specifically for bike share stations and modeled from the existing sidewalk café permitting process. It would be similar to the sidewalk café process in terms of the application approval process, inclusion of a public notice process, and penalties for non-compliance. It would differ from the sidewalk café process in terms of installation and design guidelines. The proposed ordinance would create the bike share permitting process as section 10.04.130 in the Streets and Sidewalks chapter of the Municipal Code. In addition, the proposed ordinance would update sections 10.04.131 through 10.04.135 of the City’s Municipal Code related to streets and sidewalks to provide a unified method of seeking surface permits for bike share and sidewalk café public uses. . Financial Considerations: The proposed bike share permitting process would have the applicant be responsible for repair of all damages to public property due to the bike share stations, and require liability insurance be placed to protect against third party injury or damages. The bike share facilities themselves would be privately funded. There is no cost to the City, nor would the City receive income from the system revenues. The proposed bike share permitting process would include an annual permit fee and an administrative fee. Legal Considerations: The Law Department has reviewed and approved the ordinance as to form. Page 2 Recommendations/Actions: It is recommended that the City Council place the ordinance on first reading and authorize the necessary signatures. Attachments:  Proposed ordinance March 28, 2017 Subject: City of Wichita 2018 Operating budget recommendations-Wichita Bicycle and Pedestrian Advisory Board Dear Mayor Longwell, City Council Members and City Manager: As the Wichita Bicycle and Pedestrian Advisory Board makes its recommendations for the 2018 General Operating Budget we would like to thank the Wichita City Council and city staff for the continued support and progress that has been made in the community regarding bicycling and pedestrian projects. It is the board’s hope that progress will continue through our previous recommendations for the City’s Capital Improvement Program and the following recommendations forth 2018 City of Wichita Operating Budget: These recommendations were developed through a prioritization process at the board’s March and April meetings: 1) Bikeway Maintenance Plan - $60K 2) Spot Improvements & Enhancements - $50K 3) Pedestrian Wayfinding Plan & Demonstration Project - $70K 4) Prioritize Intersections & Arterial Sidewalks for Pedestrian Safety Improvements – $25K 5) Multi-Modal/Complete Streets Implementation for Maintenance Projects- $250K 6) Bicycle Parking Demonstration Project - $25K 7) Bicycle Summit-$20K 8) Priority Safety Corridor Plans - $50K See attached descriptions for information on these recommendations. This total budget recommendation totals $550,000. The projects identified here are based on strategies identified in the Wichita Master Bicycle Plan and the Wichita Master Pedestrian Plan. These recommendations complement the board’s recommendations for the proposed 2018-2027 Capital Improvement Program. These recommendations will promote walking and bicycling, enhance and maintain pathway facilities, and create a safer walking and bicycling environment for the community. Programming funding in the operating budget for cycling and pedestrian improvements is a key step in the city’s plan for a healthier, safer and improved quality of life for Wichita residents and visitors.
