Meeting Notes

1. Call to order. Jack Brown, Chair. Welcome guests.
2. Approve Previous Meeting Notes. The last two meetings’ notes were not available, so they will
be reviewed at the August meeting.
3. Public Comments.
a. Alan Kailer – Douglas Corridor, concern about head-in angle parking. Several members
of the Bike Walk Wichita have expressed concern about the danger of this. Asking the
Bicycle and Pedestrian Advisory Board to make a recommendation to the City that the
parking be adapted to back-angle parking. This item can be added to another meeting’s
agenda. City will be inviting property owners from Washington to Grove to discuss the
progress with Douglas Design District. Volunteers from the board can attend that
meeting. The concern regarding back-angle parking is that people will not use it.
b. Jayne Byrnes reported on James Chung’s report on the need for improved walkability
4. Update on CIP – Mark Manning, Finance Department
a. CIP - shifting toward streets from freeways
b. Resources will be reduced in the CIP by 1 mill
c. New prioritization model on new CIP projects; bike and pedestrian projects are high on
the list. Manager will release CIP to City Council, July 17; City Council adoption – August
14, 2018.
d. Redbud path – from K-96 to 159th and Woodlawn to Rock
e. Putting $9.8 million over 10 years. Additionally, $4.5 million over the 10 year CIP
5. Traffic Study Waco Avenue – Gary Janzen – City Engineer
a. Conducted a traffic study on Waco (first and Waco) near Cargill Innovation Center.
Employees who had been hit by a car. Another pedestrian hit near Waco and 1st street.
Evaluated Waco from Douglas to Central to assess traffic counts and patterns. They are

considering turning from four to three lanes. May also recommend future
improvements (e.g., bulb-outs). Between Murdock and 21st – maintenance project –
consider restriping so it would be three lanes. Might be able to have bikes lanes from
Douglas to 21st. Gary will return to the group when a plan to developed.
6. Priority Safety Corridor Plan - Update – Sierra Saunders with Alta Planning + Design. Broadway
project. Funded by Health ICT. Will return in August with a proposal, will finish the project in
September. Sierra presented maps for advisory board members to identify assets and
opportunities. Sierra will facilitate a public meeting on July 10 from 5 – 7 pm.
7. Neighborhoods Bicycling and Walking Routes Plans - Update – Scott Wadle. Project funded by
Health ICT. Neighborhoods identified – Uptown (neighborhood association) and Hilltop
(through non-profit).
8. 1600 N. Park Place Project Update – Scott Wadle. Project funded by the Wichita Community
Foundation. The neighborhood wanted two traffic circles. Neighborhood residents have been
doing much of the work. They are going to be painting dots. Scheduled to be removed later in
the fall 2018.
9. Bicycle Wayfinding Improvements Project- Scott Wadle. Project funded by Health ICT. A
prioritization plan. What is the rank order for next areas to do wayfinding. Ark River, Redbud,
canal route. Board members voted to prioritize – Ark River (8), Canal Route (5), Redbud (3)
10. Senior Walking Routes - Update- Scott Wadle. Project funded by Health ICT. Two areas - Grove
Corridor and East Delano/West downtown. Nearly final draft of flyers. Thursday and Friday of
July 19 and 20.
11. Pedestrian Wayfinding Improvements - Update – Scott Wadle. Consultant – design a system
similar to Lexington, Kentucky – kiosk style. Map, destination. Try this as a pilot. Considering
this for Douglas Corridor.
12. Bylaws Update – Scott Wadle. Law department approved them. Scott will send them
tomorrow.
13. Board Member Project Reports – River Vista is looking more open.
14. Announcements –
a. Marcia - parking lot –near 19th and Jeanette – so this is park property. Young men are
doing “donuts” on the sand. Concern about how the bike path ends.
b. George -Park board voted to close Clapp Park. The golf is gone, but the park might
remain.
c. Gary Janzen – city close to redevelop west bank, including a new baseball stadium (part
of Star Bond funding, TIF that the council approved) by 2020 – original goal (probably
2021), creating retail space, developer bought church; several changes will occur. Paul
Gunzelman will be the city’s project manager. Pedestrian bridge Hyatt lawn. Dynamic
bridge will be built. Baseball team announcement will be coming soon. a lot of
opportunities for public engagement and involvement. The project list will be updated
to re-route people
15. Closing Thoughts – there were no comments.

from Central to Douglas.
6. 6:20 pm Priority Safety Corridor Plan – Update

Management Analysist will provide an update on the Priority Streets
Project.
7. 6:40 pm Neighborhoods Bicycling and Walking Routes Plans - Update

the Neighborhoods project.
8. 6:50 pm 1600 N. Park Place Project Update
Scott Wadle, Senior Management Analysist will provide an update on
the temporary traffic-calming project.
9. 6:55 pm Bicycle Wayfinding Improvements Project

this project and facilitate a discussion with the WBPAB to identify the
next priority corridor for wayfinding improvements.
10. 7:05 pm Senior Walking Routes – Update

this project.
11. 7:15 pm Pedestrian Wayfinding Improvements – Update
Scott Wadle, Senior Management Analysist will provide an update on
this project and distribute a survey to identify downtown destinations.

the Wichita Bicycle and Pedestrian Advisory Board’s by-laws.
