Bicycle and Pedestrian Advisory Board Monday, October 29, 2018 5:30 – 7:30 p.m. 777 E. Waterman, Bldg. 200 Wichita Transit Van Maintenance Facility Wichita, KS 67202 Meeting Notes Members present: Elizabeth Ablah, Maxine Bostic, Jack Brown, Jane Byrnes, Barry Carroll, Russell Fox, Tom Lasater, Christopher Parisho, Marcia Schroeder, Tyler Stutzman & George Theoharis Members Absent: City Staff: Scott Wadle, Senior Management Analyst Guests: Clayton Pearson, Chole Parisho, Alan Kailer, Ken Wenz Item Description 1. Call to Order: Jack Brown, Board Chair, welcomed board members, guests and called the meeting to order at 5:30 pm. 2. Approve Previous Meeting Notes: By consensus, the board approved the October 8, 2018 meeting notes. 3. Public Comments: There were no public comments 4. Priority Safety Corridor Plan Update: Scott Wadle provided an update on the Priority Safety Corridor Plan. According to Scott, there was a ‘walking tour’ along Broadway from Central to 13th. In addition, there was a public meeting at the YMCA. Scott reported that there was also a meeting with Catholic Diocese representatives on Friday, October 12, 2018. Marcia Schroeder attended the meeting in question. With funding from a Health ICT grant the City of Wichita contracted with Alta Planning and Design of Minneapolis, Minnesota to develop a safety corridor pilot project for a one-mile section of a Wichita street. Using crash data several areas of the city were identified as possible sites for the project. Based on crash data and input from the WBPAB it was determined that an area along North Broadway from 11th Street North to 3rd Street North be designated as the proposed project area. Through a series of public meetings and citizen engagement nine possible design options were developed for this project by Alta Planning and Design. The recommendations provided by Alta were divided into two sections of North Broadway. These design options were due to the variation of street and right of way width between 11th and Central and from Central to 3rd Street. There are nine possible corridor options for consideration provided by the Alta consultants. Scott noted that City staff is recommending ‘Concept A.’ After considerable discussion, Tom Lasater moved [Elizabeth Ablah] to recommend the following: a) Design ‘Concept A’ from Central northward to 11th Street which would reduce Broadway from four lanes to three lanes with a center turn lane and bike lanes on both sides of Broadway. This design would not provide on street 1 parking; and b) Design ‘Concept K’ from Central southward to 3rd Street this design reduces four to three lanes with a center turn lane with bike lanes on both sides of Broadway with parking only on one side of Broadway (on-street parking would be determined during design). During discussion of the motion, there was a consensus that safety for all corridor users [pedestrians, cyclists & motorists] was the overarching concern. Motion carried 11-0. The board chairman will draft a letter and forward to the board for review and comment. Once the letter is finalized, the Board Chair will forward the recommendation to the City Council and District Advisory Board [DAB] for District 6 in advance of their next meeting. 5. 2019 Legislative Agenda Recommendations: Jack Brown, Board Chair, lead a discussion on recommendations for the City of Wichita’s 2019 State Legislative Agenda. After considerable discussion, Tom Lasater moved [Elizabeth Ablah] to prioritize the following items for the legislative agenda: 1) Support legislation that would enable the creation of a State Bicycle and Pedestrian Plan; 2) Support efforts of the Kansas Joint Legislative Transportation Vision Task Force for legislation that would create a designated state funding source for bicycle and pedestrian related planning and projects; 3) Support pending legislation to reduce ‘distracted driving’ caused by the use of cell phones by drivers to improve traffic safety for all roadway users, including bicyclists and pedestrians; 4) Support legislation that helps clarify the legal ability to operate motorized vehicles on paths and on-street bikeways; 5) Support legislation that improves consistency between state law and city ordinances regarding the use of electric assist and motorized bicycles on paths and on-street bikeways; 6) Support formation of a Kansas State Bicycle and Pedestrian Advisory Board; and 7) Support legislation that would remove the existing State Statute requiring all bicycle pedals to be sold with reflectors on them. Motion carried 11-0. 6. WBPAB Bicycle Tour 2018: There was consensus that the annual bicycle tour will take place on Saturday, November 10th. Scott will forward a survey to members that will determine the meeting place. The tour will commence at 10 am and end at noon. 7. Announcements Feral Cats: George Theoharis reported that there will be a public discussion regarding feral cats. 8. Closing Thoughts Open Streets: Jack Brown, Board Chair, will draft and forward a letter of support of this year’s Open Streets event to the City Council and Park Department. There being no further business, the meeting was adjourned at 7:15 pm. The next meeting of the board will be held on Monday, November 26, 2018 @5:30 pm.
