Bicycle and Pedestrian Advisory Board Monday, February 10, 2020 5:30 – 7:30 p.m. 777 E. Waterman, Bldg. 200 Wichita Transit Van Maintenance Facility Wichita, KS 67202 Meeting Notes Members present: Elizabeth Ablah, Jack Brown, Maxine Bostic, Jane Byrnes, Barry Carroll, Russell Fox, Christopher Parisho, Marcia Schroeder Members Absent: Tyler Stutzman & George Theoharis City Staff: Scott Wadle, Senior Management Analyst, Shawn Mellies, Chief Design Engineer, Public Works &Utilities Guests: Clayton Pearson, Alan Kailer, Rick Sroufe, Donna Carrell, City Council Member Bryan Frye, District V Item Description 1. Call to Order: Jack Brown, Chairperson, welcomed board members, City staff, guests and called the board retreat to order at 5:30 pm. 2. Approve Previous Meeting Notes: The January 13, 2019 meeting notes were amended to change ‘lead’ to ‘led’ and correct that 93% [not 93 individuals] of bike/ped crashes resulted in injuries; the notes were then approved. 3. Public Comments: • There were no public comments. 4. Priority Bicycle & Pedestrian Projects: The board discussed and identified potential projects related to bicycling and walking for the next City Capital Improvement Program [CIP]. Scott Wadle, Senior Management Analyst, reviewed past projects and provided updates as needed. After considerable discussion, it was decided to review existing crash data as it pertains to a particular project/s. Elizabeth Ablah agreed to work with the City’s GIS staff and analyze each potential project with existing crash data. The board will address this item during the upcoming March 2020 meeting. The board will then provide an official CIP recommendation to the City Council. 5. Wichita Bicycle & Pedestrian Open House: Scott Wadle, Senior Management Analyst, shared conceptual plans for an open house event that will report progress towards implementing the Bicycle and Pedestrian Plans; the event will collect public input in order to help identify community priority plans. Scott noted that he had reached out to a consultant and requested a proposal. Scott noted that he had not yet received a proposal. This item will be considered during the March 2020 meeting. 6. Wichita Bicycle & Pedestrian Advisory Board: Scott Wadle provided an update on the status of the board membership. A document entitled ‘Wichita Bicycle and Pedestrian Advisory Board Appointment Tracker’ was provided to each board member. It was noted that Tom Lasater had resigned; Erik Maybee has been appointed by City Council Member Jeff Blubaugh from District IV to replace Chris Parisho. All the other members’ terms are unchanged and will remain on the board. The board thanked Chris for his exemplary service. 1 7. Board Member Project Reports: • There were no reports. 8. Announcements: • ‘Strong Towns’ Book Review: Jane Byrnes noted that Bike Walk Wichita’s book club is reading ‘Strong Towns;’ Russell Fox will lead a discussion on Tuesday, February 18th at 7 pm at Friends University [Davis Hall #307]. The public is invited. • WAMPO Webinars: Jane Byrnes suggested that members participate in the ongoing webinars. 9. Closing Thoughts: • Written Statement Pertaining to the Book ‘Strong Towns:’ Jane Byrnes reported that she had been reading the book and found it germane to the City of Wichita. According to Jane, many cities build infrastructure but then disregard ongoing needed maintenance. Jane provided board members with a written statement [see attachment]. • Board Retreat: Jack Brown reiterated that a special call board retreat is needed; the retreat would be held in addition to our regularly scheduled meeting. A date, time and location has yet been determined. There being no further business, the meeting was adjourned at 7:50 pm. The next meeting of the board will be held on March 9, 2020 @5:30 pm.
