Bicycle and Pedestrian Advisory Board Monday, January, 11 2021 5:30 – 7:30 p.m. Online Meeting Meeting Notes Members present: Elizabeth Ablah, Russell Fox, Maxine Bostic, Jack Brown, Jane Byrnes, Barry Carroll, Erik Maybee, Marcia Schroeder, Tyler Stutzman & George Theoharis Members Absent: John Baker City Staff: Michael Tann, Wichita Transportation Department, Gary Janzen, Public Works Engineering, Zachary Kramka, City Manager’s Office, Mike Armour, Public Works Engineering, Scott Wadle, Metropolitan Area Planning Department, Caller 01 and Caller 02 Guests: Clayton Pearson, Alan Kailer, Rick Sroufe, Robert Parnacott, LeAnna Beat [Transit Advisory Board], Kim Neufeld, Vincent Hancock Item Description 1. Call to Order: Barry Carroll, Chairperson, welcomed board members, City staff, and guests and called the virtual meeting to order at 5:30 pm. 2. Approve Previous Meeting Notes: Approval of the revised October 12th and November 9th 2020 meetings and December 7th were approved as submitted. 3. Public Comments: ● Bob Parnacott addressed several items; disproportionate funding of streets compared to funding for active transportation in the CIP, need for more funding for bicycle and ped projects given more people are biking and walking, and CIP line items should be more descriptive of the projects they are funding. ● Alan Kailer asked about the bike share program app and annual membership functionality, the status of the open Transportation Planner position, the status of the Delano Trail from McLean to Sycamore and the monthly project tracking report. ● Clayton Pearson inquired about the Places for People project and the need for good metrics in measuring the program and that he would provide staff with examples of those metrics. 4. 2021 Capital Improvement Plan [CIP]: Scott Wadle suggested the board review last year’s board recommendations for the CIP and indicated that public input for an open house would not be feasible with meeting restrictions due to the pandemic. Scott Wadle, Mike Armour and Gary Janzen indicated that many bike and ped projects were pushed out for two years to 2022 and 2024. Gary Janzen also mentioned that an effort would be made to break out the cost of active transportation projects in the CIP to provide a better picture of the amount of funding dedicated to active transportation compared to road and other transportation projects. Gary Janzen also mentioned that his office has been asked to evaluate the condition of the entire Arkansas River bike and ped pathway system. After board discussion Barry Carroll moved with Elizabeth Ablah (second) that this item would come back to the board at the February 8, 2021 meeting for further discussion with presentations from Gary Janzen and Aaron Henning of Public Works. Motion carried 10-0. 2021 General Operation Budget: Scott Wadle provided an overview of the general budget process and the prioritization process used in the past to develop board general budget recommendations to the Council and Manager. At the January meeting Scott Wadle indicated that Zach Kramka, City Manager’s Office would develop an online survey for the purpose of soliciting general budget priorities from the board. Scott Wadle then introduced Zach Kramka to provide the board the survey results. Zach indicated that 5 of 11 board members completed the survey of 19 possible project recommendations. Of those 5 responses bikeway maintenance projects were the top two. After the survey presentation and a review of last year’s budget recommendation letter it was determined that Zach would redo the survey and send it out prior to the February meeting using the top 10 items from the January survey. 5. Staff Reports: Mike Tann, Transportation Department Director, reported that the Multi-Modal Transit Planner position title had been changed to ‘Transportation Planner’ and that 14 resumes had been received for the newly renamed position indicating that the new title and job description helped better describe the position. Responding to an earlier public comment question regarding the bike share app and bike share membership issues Mr. Tann indicated he would look into those concerns and report back. Scott Wadle reported that a Places for People public engagement plan was moving forward and more information would be forthcoming, including a board presentation at a future meeting. 6. Old Business: Board member Jane Byrnes mentioned that the neighbors in the 9th and McLean area were pleased with the knowledge that a traffic study had begun in their area. Ms. Byrnes asked for an update of the McLean Traffic Study and was advised by Gary Janzen that it was moving forward and that it would be presented to the Council in February. 7. New Business: There was no new business. 8 Board Comments: The chair asked for comments. Board member Theoharis indicated that he was a candidate for the council seat vacated by councilmember Clendenin. Board member Byrnes mentioned that KDOT survey and asked that it be resent to the board. 9. Adjournment: Board member Ablah moved to adjourn, Stutzman second motion carried meeting adjourned.
