Order: Cindy Claycomb, President; called the meeting to order at approximately 3:03 p.m. Public Comments: There were no comments from the public. 1 Approve Previous Meeting Minutes: Claycomb presented a new formatforthe meeting minutes to the board for consideration. Motion by Hillman, second by Clark, IT WAS UNANIMOUSLY VOTED to adopt the new minutes format. (5-0). A. Recommended Action: Approve, sign and file minutes of the September 12, 2016, Board of Park Commissioners Regular Meeting. B. Recommended Action: Approve, sign and file minutes of the October 10, 2016, Board of Park Commissioners Regular Meeting. Motion by Allen, second by Hillman, IT WAS UNANIMOUSLY VOTED to approve, sign and file.the minutes of both the September 12, 2016 and the October 10, 2016 Board of Park Commissioners Regular Meetings (5-0). 2 New Items for Consideration: There were no new items for consideration. 3A. Villa Boxing Club Lease - Pawnee Prairie Park (Greg Olmer) Houtman stated the Park Department received a request to provide space for the Villa Boxing Club. The Pawnee Prairie Park building was made available after minor renovations. The lease is in place and they have moved in. It was mistakenly not brought to the Park Board for approval. The rent is $100 per month and they are responsible for paying all utilities. There is no cost to the City. The boxing club is paying for the building renovations. Hillman inquired what renovations were needed. Houtman responded they were mostly aesthetics, cleaning, painting and adding a boxing ring. There is still room in the building for community meetings. They will be the primary users ofthe facility but not exclusive. Hillman inquired about the length of the agreement. Olmer responded it is undecided at this time. Motion by Claycomb, second by Allen, IT WAS UNANIMOUSLY VOTED to approve the Lease Agreement for the Villa Boxing Club at Pawnee Prairie Park. (S-0). 4 Recreation Update (Greg Dimer) Olmer provided final attendance numbers for the Fall Festivals: McAdams 300, Evergreen 550, .Linwood 425, Colvin 200 and Edgemoor, in conjunction with Wesley Medical Center, 4,000. Haunted Island, in its first year of three year contract with Plant Kingdom. We are meeting next week to go over wrap up and work on plans for years two and three. Revenue share to the �ark Department will increase from 15% this year to 30% next year, Attendance was about 2,500. Night with Santa is coming up, December 8 at Century II. The Mayor's Tree Lighting ceremony has been moved to December 4 because of schedule conflicts. The same Santas are coming back: Thank you to the Park Board for the Christmas Tree donation. The live reindeer is coming back. We are expanding to the second floor this year. 5 Golf Update (Troy Hendricks) The bridge at MacDonald Golf Course is complete and back open. We had to replace five or six decking boards. That increased the cost to about $23,000. Revenue decreased 4% over 2015, rounds are down 6%. Encumbrances are up 4%. Net income is down. October was down 1,300 rounds. This is attributable to golf cart maintenance. Rain to date54" for the year, about 20" more than normal. Early Bird Special had about 200 more utilized over last year. Foot golf is down at Clapp. Hendricks attended National PGA meeting in New York last week so was unable to attend the Golf Advisory Board Meeting. The foot golf event at Clapp had about 12 people sign up. Deatherage inquired about how the golf boards are doing. The people who have ridden them have really liked them, Cost is about $6,500 per board versus about $4,000 per cart. We have them for 2 months. 6 Golf Advisory Committee Update (Hoyt Hillman) Hillman was not able to make the first meeting but.did attend the October 11 and November 8 meetings. Update on Clapp Golf Course: There is interest in getting leagues back at Clapp. There is good interest from junior and beginner golf as well. The drainage backup is being caused by new construction upstream dumping rainwater into narrow drains: Hillman met with the Stormwater group and talked about the issues. They are currently working to get Watershed Restoration Protection Strategy Program grants and matching funds to clean up Clapp. The committee is waiting on a District II representative to be appointed. Claycomb had two take aways from the last meeting as well. The top priorities of the. committee are condition of the golf carts and course maintenance at all courses. We are going to have. to think about the future ofthe Golf Advisory Committee because there are no bylaws. Funding from several areas will be used to purchase enough carts to fulfill the needs of the fleet. The funding sources for up to $1.2M are: • $650,000 from left over funds from past CIP project and CIP projects that were never initiated • $250,000 diverted from a tree survey • $90,000 from sale of two lots at Auburn Hills • $40,000 trade-in on current carts. As soon as the City Manager approves the funding, we will put it out to bid and then to Council for purchase. 7 Wichita Parks Foundation. Update (Troy Houtman) Houtman stated they are moving the Fourth of July fireworks to Keeper of the Plains to improve community exposure. They will be launching capital improvement fundraising drive for a couple projects. Houtman will ask Hoetmer to do a presentation at a future meeting on dog park sites. 8 OJ Watson Park Committee Update (Troy Houtman) Houtman stated they are working on the $300,000 park irrigation project to get water from Herman Hill Park across the river. 9 Aquatics Committee Update (Tori Deatherage) Houtman stated.at the November 22 Council Workshop we are presenting the Aquatics Master Plan. The options presented are: • five pools and five splash pads (recommended by Park Board) • three pools and seven splash pads • keep College Hill pool open and install 17 splash pads throughout the city Open Streets information is also on the Workshop agenda. Hillman inquired about the results of the research with elementary schools. Olmer responded they visited four schools and polled about 525 kids. The schools were Linwood Elementary, Woodland Magnet, Irving and. Cloud Elementary. We focused on 2nd through 5th graders. We are still crunching numbers but the overall consensus is to keep the pools .. Houtman stated if Workshop goes well we can take to Council a few weeks later for a vote. We want to get.design done in 2017 and begin construction in 2018� Projects will continue every winter through 2022. 10 President's Update (Cindy Claycomb) • Accepting donations to the Park Department for the Adopt-A-Tree program at Night with Santa. • Updated Park Board on Botanica activities (Park Board President serves on Botanica Board as Ex-officio member). • Inquired whether the boxing club that sustained a fire at 19th & Market is a Park facility or a City facility. Houtman responded it is an old fire station and is overseen by our property management group. • In addition to new agenda and minutes formats, we are starting a tracking document to bring to each meeting. • Board decided to hold annual retreat on January 6; 2017, 1:30pm -5:30pm, at Auburn Hills Golf Course. Agenda items would include: BOARD OF PARK COMMISSIONERS'MEETING November 12, 2016 Page 3-of 4 0 review of 2016 goals and establish 2017 goals 0 Golf Advisory Committee future 0 Roles and responsibilities of Park Board members • The general Park Board meeting is scheduled for January 9, 2017. 11 Director's Update {Troy Houtman) • In 2018, a pairs/team ice skating event sponsored through USA Figure Skating will be hosted at lntrust Bank Arena. The City's ice rink will be used for practice with the monies paid going through the Genesis contract. • Wichita will be hosting the 2018 Kansas Recreation and Park Association Annual Conference. There will be opportunities for the Park Board members to be involved. • The City increased the Star Bond district to include Lawrence Dumont Stadium and the surrounding area. • Mr. McGuire and Mr. Mccoskey will attend the December Park Board meeting to talk about no mow zones. The Park Department has set aside areas as no mow zones for environmental reasons; however, there is no policy in place to create no mow zones, and citizens have complained. Park Board input on a policy will be requested and eventually a new policy will go to the City Council for approval. Claycomb asked for an update on mowing outsourcing as well.
