Public Comments There ,were no commentsJrom the public. 3A Naftzger Park - Mark Elder Elder stated that based on.offer that was provided and approved at the June meeting for the purchase, there is an RFP for the CMAR published. The closing is tomorrow and will be presented at the next board meeting. If there are anyadditional offers, that is when they will be presented, otherwise,the original offer will be accepted. There was an RFP for the contractor to come. on board that is due tomorrow. Then there. will. be the shortlist and interviewing shortly thereafter to get a contractor on board. It will be presented as a Construction Manager At Risk where they will be involved through the design process to provide input'on cost. On July 27-28 was the initial public inpuHorum on design. The architect came into town and held some stakeholder and two public input meetings. They started with a blank slate and what do you like and don't like about the existing park. Then they went into what would you like to see and not want to see in new design? They were asked to take that feedback and come back with three designs. They came back with four. Thi_s past Thursday they presented those along with the feedback on whatthey learned previously and how it drove their decisions. Overall people liked the designs and appreciated thework and public input. Thursday night there was discussion, but everyone was asked to look at the concepts in more_ detail, ask questions, write down comments and if they had a . preferred design to.indicate that as well. Through conversations and direction, the designer has been asked,to look·Concept A as the•base design and then take all the feedback received:"c1h all concepts and see. how to make those improvements to bring it close r in lin e towhateverybody has said. Scott Ramser, WDM Architects, 5519 E 49th Street. Associate Architects working with SWA Balsley. Ramser stated.th ey develope ilfour differentconcepts to.spark discussion to weigh feedback and engage what appeals to the community. Four schemes were prese nted. Scheme A_is more.organic, with free flowing.line s that are defin ed by some of the connection points. With Old Town and the ·Arena and the flow on event days,along with future development thatwill happen in the.parking lot area, Spaghetti Warehouse.and the Eaton, thinking about how people will"filterthroughthe ;space. We..want people· on .the street to fee l engaged in.the park-and for it to become part of the fabric of the .city as opposed to an isolated island. All of the schem e_s are about creating porous e dges so eve ryo_ne feels welcome in the park. All are similar in activating th e street e dge , creating a variety of seating opportunities and some sort ofpavilion space . Also, some . sort of.covered outdoor space, it could be the stage area for small even_ts. Maybe create ·a f1mced area for a dog park/run, in a remote area of the park. AIU>f these create better sight lines'into the park, raising the tree canopy and vegetation would be.low planted; keeping it welcoming'and.safe feeling for everyone. Scheme Bis the grand lawn, the ..most civic approach. The.raised pavilion o·n this:one is'at-the ba_ck. Primarily there_are diffe rent:types of s eating•option s around,the :perime te r. One thing the public responded to the most was saving trees and creating planted gard_e l\ areas, making sure it is still full of green space . The iht enfwould bemore·natural plantingsthat would not re quire. irrigation and minimum amounts of maintenance, but still give· seasonal changes and.colors in the park. Th ere would•be differeDtwa_lkways·bisecti_ng the park connecting differehtarea"s of both the private d evelopments ,'Ind i:iathways through.the park. Scheme Cis th e most icon ic and m_odern schem e, but s_till recognizes-the major traffic flows. Possibly creating pavement pattl!°fns, wllether it.be paver's or colored concrete , something that defines the paved.space. There would stfif be some sort ofdog run and cove red pavmon. All of these scheme s have _someSllrt of wate r feature, usually on the north.side. It would be just a skim ofwater across an.area with lowJountains. Wewant a·park thatis welcoming and usable for all ag e groups and demographics, but:nota kids; playground. we are creating open space thatca·n be used ina variety of ways. Sch eme D is,th e most archite ctural. It relie s on the grid and.still recognizes the traffic flow. Then, zoning iUor different uses within that-grid, W e are trying to save as many of the mature'tree s a"s possible. Nata II ofthem will b e saved, there are some that. need removed,.and some only•have a.few years.left and ne>tworth designing around. All of that will' be take n.into account and try to save t],e ones providing the_bestshade and of long term-value to the park. We-are losing a fair numbe r-oftrees because part.ofthe park currently e xtends into that zone thatdoes.not belong to the City. Houtman stated _we are also working on re cycling,as man y of.the materials as.we can. We are hoping to relocate the gazebC> to OJ Watson.Park. Some of the othe r rock material we want to try.to.reuse in this design if possible. There are already plans for the picnictables and some of the o benches. That will be part of the demolition and renovation as we.move f rward. Ramser stated Scheme A is the direction from. people who expressed opinio ns, both public and committee. The.plan atthis point would be to continue to develop Scheme A. It is not a final plan, it will continue to change. Ramsey inquired if there would ·be a half-wall surrounding the park. Ramser responded_they are not surrounding the park but the intent is that some are seat walls. Ramsey confirmed there is:no fence around it anywhere. Ramser responded that is correct. Houtman add a lot of itJs puttingin the gardens that were included in the feedback, native plants would go in and thewall would be a retaining wall to keep them in. You.would be able to sit on them as well. Part of the issue with it is the park is not currently designed very well for multiple activities and different opportunities for recreating. As itis currently; it is difficult to maintain due to the landscaping features. Michaela Rempkowski;BOOEast First Street, inquired abouuhe water quality and stormwater management, are you aiming to be more pervious and adding less concrete than there.is now. Ramser responded that is all going to be a consideration, but we have not gotte n to that lel(el ofdetail yei. Overall there.is an intentto be as sustainable as possible. That includes LED lighting, creating natural infiltration so we.don't have to move too much stormwater and every opportunity we have. Motion by Palmer, second_by Ramsey, IT WAS UNANIMOUSLY VOTED to approve moving forward with the design concept (4eo). 2A Skate.Board Park -·Joseph Dillon Houtman stated he received interest from Mr. Dillon who wanted to address the Park Board about skateboard. parks and skateboarding opportunities in Wichita. Joseph Dillo_n -·-1939 Siefkin, has been skating-for 13 years, since they built the skate parl underthe bridge. The last park built in the.city was at Aley Park in 2010. There is a need fo1 more of these parks. Several different concepts were shared with the board. Houtman inquired if there was any thought about a location. Djllon responded he does not havE locations yet. It would be greauo be in a nice park, but.not a .residential park because of thE noise created. Houtman inquired if there are other groups tharyou are partnering with simila1 interest. Dillon responded he could have brought a large group with him today. It is great fo1 both youth_�nd young a_nd oldera�ults. f�(!.c;!�,rt. n��c! a team to participate, it is an individual sport. Houtman inquired if there is any conflict between BMX and skateboarding. Dillon responded not here, but .in other cities that does happen. Houtman inquired if it then could be designed'for both. McGuire inquired how far skaters are willing to travel to a destination type park. Dillon:responded he travels all over the country and was in·Colorado a week ago. Houtman stated if there are ideas on location that would be helpfulforthe Park Board. Diller responded the.river would be good, Deatherage inquired if there are any local businesses tha have an interest in skateboarding that might be interested in partnering or sponsoring thE park? Dillon indicated one. of the concepts he shared was built by Vans. They paid for thE entire park in Huntington Beach. There are a few local skate shops that might be able to help. Houtman stated we are always looking for opportunities to do events. A couple summers ago there was a skateboard competition under the highway. We did not hear from them the pasl two years. Is there.an interest from the skateboarding cornmunity to post more events? Dillon responded they actually have done a couple under the highway. Fields inquired about Ale Park.·and a complaint received from an older skateboarder who indicated that it was not pu together properly. If itis not built right people will not enjoy it _and it become! a waste of money. Deatherage inquired how many skate parks are currently.in the city. Dillon responded there are two steerones and'two concrete ones, not including surrounding cities. There are•always improvements:that could be done to the existing ones aswell. The only thin1 would be not to improve the dowritown one because-of the location, ltis hidden away from everything and because of that, people who are not skaters go there and·do graffiti and things, Houtman stated there is open dirt space.there. Dillon.responded, pointing out a concept tha1 was built on a previously existing concrete pa_d. Claycomb suggested.Mr: Dillon stay in touch with Park-staffaild the Park Board with additional information. These.things take time and we are always faced with resource constraints. We don't have extra money to fund things, bu are open to partnerships. Dillon·wm reach out to.some ofthe organizations and see what ii available. 28 Southview Park Sanitary Sewer Easement - Larry Hoetmer/larry Greider 0 Hoe_tmer stated he received a request to tap into a sewer at 45th StreetSouth, due west of Southview Park. In order to get sewer to a new residence they are requesting a sewer easement that goes into the park. He and Harlan Foraker, President, Certified Engineering Design, PA, have walked the site. The impact to the park is minimal and"may be of.benefit at some point in time. In order to do this project•and miss the park property, they would have to tear up.SO+ feet of roadway. There is an existing park sign and some. trees that are just outside of the area being proposed. Foraker is representing:Larry Greider, who is'developingthe property. Foraker.stated they platted the property just to the west of Southview·Park for a residential structure. ·There is a sanitary sewer m_ anhole in.the.middle of'45th street. There is no sewer i111mediately available to this property. .In due diligence to find the best sewerto the property, a·stub was discovered thatextendsto the. southwest outoftlie,manhole and skirts the west edge of the park driveway, The i_nt_ent is·to corin_ect to that,existii,g stub and:go just behindJhe sidewalk. They are requesting.a 10 foot easement to getJafenough from the water line, That would go just behind sidewalk. We'will have to.repiace a couple panels of the sidewalk. Thiswill all be,done through.a private project process, approved.by City Engineering: ·We are requesting. a 10 foot by 80 foot easement We.will stay on top•ofthe contractor so the.sign does not get disturbed and the trees are·protected. We will reestablish the.vegetation by seeding.in the easement. Palmer confirmed there would be no cost to the Park Department. Foraker responded there is no cost to the Park Department, Claycomb·confirmed it.will be put back to the way itwas. Foraker responded the propertywoullj be rettir!)ed to its current state. Houtman inquired if oncethey put the seed down . will they be Watering the.ground. Foraker responded they would keep·an eye on it, between the contractor and Mr. Greider they would stay oir it. Greider stated since he ha·s owned the property'he has noticed a problem with illegal dumping anhe park. He .is hoping liis presence there will help·deter some ofthat activity. Ram�ey asked H<ietmer if.this is:a precedence. Hoetmer responded he.is not normally in favor of easements going through park property because of impacts to the future development of the park. This particular instance itis right next to. the sfreet a_ndwould be the.leastimpactful and is a small.section oHhe park. This section is due west 0 ofthe.entry into parking lot•onthe south. Ramsey inquired if this needs to go·to Planning as well or just Park Board'. Hoetmer responded we have beenworkingthe Public Works Department, there is a form that gets recorded and goes throughthe'process with Engineering. Motion by Ramsey, second by Palmer, IT WAS UNANIMOUSLY VOTED to approve the e_asement with the caveafthat the.applicant is responsible for restoring the land to its previous condition (4,0). 2C Troll Cave Mural- David McGuire McGuire inquired if. the:board is aware of where the grotto and the troll are by the Westar Energy building. Michaela_ Rempkowski, Burns & McC:qnnell Engineering, and some additional river advocates-have come up with an idea of crea_ ting a mural on the concrete fa �ade. Michaela Rempkowski, 800. E _First Street, is part of Wichita ..Clean Streams, a nonprofit geared toward getting peop!e,back on the ri_ver and promoting ev1amts that.let people know that ourwater quality is great. They do a lot of.river clean lips, There is a rain garden at the grotto and also./nformation about how rain gardens better the water quality. This year there was a trash clea.n up in ,Ma_rch and they not_iced the graffiti. Growing UJl in Albuquerque, New Mexico,,she is \/eryin to arts, murals and graffiti as art. Jhis idea would hopefully prevent people from.putting graffiti up. It would increase foot traffic into the area and .to river. The design is in black and w�i.te with no colors. The idea is to project it onto_thewaU and do the outline'in black. Then it becomes a color by numbers. 'The_:element_s are very Kansas: The colors will be earth'tones!_browns,,greens; blues ahd yellow'for'sunflowers. On the Wichita Flag element; she:would like_ feedback on the colors for that. It is the sun, but it is also the flag. She is hoping to geti11volve111ent through social medi_a, getting feedback and volunteers. Wichita Clean Streams fundraises all year for thihgs like this. Theywill provide paint and volunteers .. There is no cost to the Park Department. Paimer inquired who would be responsible to m_aintainit. Wichita Clean Streams_ maintains the rain garden and would include.this iri their maintenance. Houfrnan.inquir'ed about touch up paint. Rempkowski responded they have been removing graffiti and cleaning .up the grating and .signs, they will al_so include thafas needed. McGuire added a lot of.times murals tend to,elimlnate graffiti. Palmer statedwe approved something similar for Riverfest and it was notapproved by Design:Council .. Houtman responded that was stopped because we are notsure what is happening with c«:entury II and then the ,effort to put in something there that might not be there long. Claycomb inquired if thiswiU l)eed to go to Design Counci_l? Houtman;respondeil yes. If they know Park Board iri support·ofit, it will be helpful. Ciaycomb inquired who.has final a pproval. Houtman responded Design Council is more advisory and ifthey disagree with it, itwill come back to Park·Board for further discussion. Hoetmeraddedtlie·rain:garden . Claycomb niade·a motion to approve the troll cave mural at the rain garden grotto. Ramsey inquired if there is any MOU or agreement in place for them·to maintain the rain garden? Houtman responded he is.no_t aware of one, but there should be. He will look into it. Ramsey wants to make.sure that it is in place to cover them·forthe maintenance. Houtman stated the waterline was going to happen anyway, so we were able to get that taken care of. The grading is something we are working with. Removing some of the trees for the exit was a pretty simple thing as well. Fields inquired about how the,creek maintenance is going, Houtman _responded he spoke with Farris, the.City Forester, who.says abolitanothermonthworth ofwork. But the majority ofthe logs have.been removed from creek. it is now just a matter of trucking them out McGuire added we,busted up the logjams. Houtman stated a couple weeks ago we did this video to help promote our standup paddleboard.vendor at OJ Watson Park. We started putting.together a few programs this fall io getsome interest and activation on the-river. Next year that should.be something we see almost every day. We ,!re working on another video that can be u_sed with Visit,Wichita and some of the other non-profits, letting people.know the're are people outthere,activating the river. Waterquaiity is also a concern: Staff is working on·this and .thinking about notjust tomorrow, but11extyear a11d five years.down the road. Olmer added our upcoming Floatin' on:the .River classes are alreaily about half•full. 5 Golf Update (Shana Appelhanz) Appelhanz stated.July was up 400+ rounds compared to lasfJuly, Revenue was up $56k. Y-T­ D rounds are down.by 3%, but revenue is up 1%; with a net'income improvement of 127%. August is 1,500 .rounds ahead of.2016. Weather has been cooperating. Provided Park Maintenance with,a:paper,design of a bridge extension that Hillman was looking into.
