Call to Order
Cindy Claycomb, President, called the meeting to order at approximately 3:00 p.m.

1 Approve Minutes
Recommended Action: Approve, sign and file-minutes of the September 11, 2017, Board of
Park Commissioners Regular Meeting.
Motion by Ramsey, second by Palmer, IT WA5 UNANIMOUSLY VOTED to approve, sign and
file the minutes of the September 11, 2017 Board of Park Commissioners Regular
Meeting (4-0).
2 New Items.for Consideration
There were no new items on the agenda.
3A Naftzger Park-- Troy Houtman
Houtman stated we.are trying-to save time, doing two things at once. One is the design
element and the other is the final agreements with the developer and the City. Normally you
have the agreement in place before you go out and do the design. We have not been able to
finalize the final agreements and coordination with the developer. Before we can move
forward with design we need to get that taken care of. Things are still moving forward.
Palmer inquired ifwe will be ready for March? Houtman responded, no. We have not got
the design in place yet or the bidding for construction. Those take at.least a two or three
month process. That would put us out to the end of January, which would only leave us
February and March for completion.
Lonnie Wright, 1721 S Lulu, inquired if there is a timeline when we need to give up the land
thatthe developer owns. Houtman responded no.
4 Recreation Update - Troy Houtman
Houtman stated we are in transition now. 'fl/e are putting outthe job announcement next
week and will take applications through December. He does not want to do interviews
before-Christmas. It will probably be the end of January before we get the position filled.

Houtman.stated we have t)ad a great month}or programming. We did a fundraiser forthe
equestrian community. We finished up the river activities. We had an estimated 18,000-
20,000 in attendance at Open Streets.
5 Golf Update - Shana Appelhanz
Appelhanz stated year-to-date rounds.are down 2% for the first 9 months of 2017 when
compared to 2016.
• Auburn Hills•is up 6% YTD
• Tex Consolver is up 2%·YTD
• Sim is down 4% YTD
• LW Clapp is down 6% YTD
• MacDonald is down 8% YTD
Revenue is up 1%YTD despite rounds·being down,2%. Expenditures are up 2% over·2016
and our net income is down 32% from 2016. Net income would be.up in.comparison to last
year but the division has already made $1113,276 indebt service,paym_entst�is yea,r.
Houtman added typically we wait'until the end of the year to see where we stand. This is
our agreed upon debt service· payment.
Third quarter weather was much better than 2016: The average temperature was
comparable to 2016. The major difference.was only 6+" of rain in 2017 while 2016 had ·29+"
of rain fall.
_Rounds for the third quarter were up at three ofthe five courses.
• Auburn Hills was up 16%
• Tex Consolver was up.13%
• LW Clapp was up 6%
• Sim was down 4%
• MacDonald was down 8%
Course conditions have contributed to.the rounds at MacDonald.being down all year. We
will have to do some checking into why the roundswere down at'Sim.
Houtman asked that going forward please include a count of golf cart.rentals per course.
6 Golf Advisory Committee Update - Hoyt Hillman
Hillman stated the committee mefthreetimes with customers. We took concerns and
provided an overview memo to the Soard. We would like to set similar prices across the
board. We want to allow.Auburn HiUs to charge just slightly more, everyone else gets the
same. It does not make sense to charge less at LW Clapp because it did not make any
difference in the number of rounds. We would request the Boardreview and approve so it
can go before City Council.

Appelhanz added $1 of every round after this price increase will go into fund strictly for
maintenance replacement. Claycomb inquired if Council has to agree .to that as well.
Houtman added when the golf cart replacement plan was implemented it also included that
$1 from each rental goes into that fund as well. Appelhanz stated all of the Junior rates
would stay the same.
C_laycom_b inquired when the Committee was in the public meetings, did you ta_lk about these
increases? Hillman responded yes, they were very much interested in making sure that some
of the money went back to the golf courses. Houtman added, none of those dollars go back
to the City, they go back to the Enterprise fund. Claycomb.inquired how many people were
at the meetings. Atthe first one was low turnout. Appelhanz responded the second one
there was about 40-and the third one there were three. They all were not concerned with
the interior of the club house. They wanted to see the course conditions improved at all
courses. ·If they were.to pay more money for fees, they wanted to know where that money
was·going. A big response was.the sand traps, which was surprising to us. Claycomb stated
the Park Board heard similar comments about the club houses and course conditions when
we did the previous golf meetings.
Motion by Hillman,.second by Palmer, IT WAS UNANIMOUSLY VOTED to approve the Park
Board recommend to the City Council the rate increases that-came forth from the Golf
Advisory Committee (4-0).
Houtman stated that was a lot of effort in engagement. Usually the Golf Advisory Committee
is enough, but that was expanded and it.was a huge effort by the committee and staff.
Claycomb added to please relay our thanks to them for doing that. Hillman responded that
goes to Troy and staff as well.
7 Wichita Parks Foundation Update -Troy Houtman
Houtman stated things are moving forward with a fundraising campaign, come to Mayor's
News Briefing on Thursday. He will share details after that. The Foundation is still on board
with all the other activities-including planning the July 4 event. They have gone through and
really revised and looked at their bylaws. They have added a few more board members.
8 OJ Watson·Park Committee Update -Troy Houtman
Houtman stated the design for the all,season shelter is being looked at. It would be similar
to what is at the Sedgwick County Park where the "garage doors" open in summer time, but
could be heated and cooled. We. are also making some improvements to existing restroom

and classroom. Palmer inquired if the haunted house is happening this year? Houtman
responded yes. It is Haunted Island.
9 Aquatics Master Plan Update - Troy Houtman
Houtman stated we are·getting design ideas from each of the DABs and Districts. Some have
developed their own committees, some have developed some general ideas. We are
working hard to get the engagement in place. The·question comes back.to why are we doing
this and we still want our pool. We are very being very specific and sharing we are executing
what Council has directed us to do. The more we do·on design, the'less we-have.to pay
consultants and designers and can spend more money on the actual facilities. We are
behind. Wewere hoping to have a lot of this done and be out finding a designer. We will
now do that after Christmas. We have all of2018 to get that done. Construction will begin in
2019. We are continuing engagement with each of the DABs and their committees. In
District I we got another $4M. We still need to work on where that money is going. We need
to work with Dl to find those answers. Claycomb inquired if that will be resolved before CM
Williams leaves office? Houtman responded he is hoping so. January we should go out for
bid for qualifications for a designer. We have been getting good ideas from each of the
DABs. We want to get all the design work done in 2018. Claycomb added District VI is losing
three pools. Park staff is going out to engage the community because.the DAB is notwilling
to make those decisions about three different pools in three differE!nt neighborhoods. Even
though they are all in District VI they'are very different neighborhoods. The other DABs were
wanting to give some direct input which is helpful in how we.design the splash pad or
upgrade the remaining pools.
10 Presidents Update - Cindy Claycomb
Claycomb stated we need to start thinking about board elections. Nothing needs to be
decided today, she is term limited and has to leave the _Board in December. The other five
Board members are still in place. We will need to get the nominating·committee together,
which is usually .the 1" and 2nd Vice President. They puttogether a slate and bring to the
Board. Ramsey inquired if there is a.set date by which we are supposed.to have elections?
Harlenske responded yes, September, provided that all new appointments to the Board have
been made and the new appointments have qualified for Board membership. Otherwise
elections shall be held as soon thereafter as the appointments have been made. We need to
wait until everyone is appointed. Claycomb stated if CM Williams does appoint an interim,
we could vote in December. Claycomb 'asked Hillman (First VP) to reach ou_t to Deatherage
(2nd VP) to put together slate. We can go ahead and start getting that together even if we
don't �ote until December. Houtman added he met with CM Williams a'ld put the topic in
motion. He will be meeting.with her again tomorrow. Claycomb added if she decides not to
appoint an interim, we would be back to sometime in 2018. Because of the change in the
elections, the terms have.been extended to March. Reappointments would·occur in:March.
11 Director's Update -Troy Houtman
Houtman stated at Pawnee Prairie·Park we have cleared the parking lot for the·equestrian
area. Today ortomorrow, the waterlines are being-activated and'.concrete pads are being
poured. We:are going to try to start working on the'bicycle paths in December .. We will get
the logistics in place and see what can be done:in house and what needs to be done by a
contractor. We are also working,on .the signage package .. Design sho_uld be completed in
December and begin installation in the .spring. We did a fundraiser for the equestrian
community in Texas. Saddle Up !!<,.Ride is this weeke_nd. lt__sold outa_ll se_ssions and we had to
add another session. We have a contractor.bringing their horses'ouno people can ride.
We are planning to do a tr.ail run that will start on the. north side, north of the golf'course,
and use some of the interior' trails. That will be on a Saturday morning in the spring. It is·a
fundraiser for Special Olyl'!lpics,through the:Sedgwick County Sheriff's Department.

Houtman stated at Stryker, the designer has been hired. Several meetings have already
happened. The $22MM Star Bond dollars is going to fall short. We are reevaluating. It is still
going to be a good project.
Claycomb inquired about the K-9 Rooster Dog Park dedication. Houtman responded we are
still waiting on the plaque. It should be done soon.
Claycomb inquired about the mural at the Troll. Houtman responded a volunteer came and
gave presentation on the mural. Design Council wanted more information. It should go back
to Design Council in about 3 weeks with the requested information on project.
Claycomb inquired about Night with Santa, December 7. Houtman responded we give away
fully decorated trees. The Park Department asks the Board to sponsor a decorated tree.
Claycomb added we normally take up a collection in November.
Houtman stated in December we usually have our Retreat. He would like to postpone that
until after the election and everyone is put in place, probably sometime in March or April.
Hillman stated the Chisholm Trail - Jesse's Farm Dedication will probably be Saturday,
November 4. He will send an invitation to the Park Board.
