Board of Park Commissioners Special Meeting Minutes Thursday, March 22, 2018 3:00- 5:00 P.M. • • •• 455 N Main City Hall 11th Floor 1111:CHITA Park & Recreation Conference Room Wichita, Kansas 67202 Members Present: Troy Palmer, Bill Ramsey, Ty Tabing, Eddie Fahnestock, Tori Deatherage Members Absent: Hoyt Hillman, Lawanda Deshazer City Staff: Troy Houtman (Director, Park & Recreation), Penny Garding (Clerk), Elizabeth Harlenske (Assistant City Attorney), David McGuire, Larry Hoetmer, Mark Elder Guest: Tom Balsley, SWA Balsley Item Description Call to Order Troy Palmer, President, called the meeting to order at approximately 3:00 p.m. Public Comments There were no Public Comments. 1 Naftzger Park Design Review Houtman introduced Mr. Tom Balsley of SWA/Balsley. Mr. Balsley shared their presentation on Naftzger Park Schematic Design. Deatherage inquired about the surface of the dog park. Balsley responded it will not be wood chip or anything like that. It will be concrete. There is also K-9 Turf, it is artificial turf that is hypoallergenic so it is healthy for the dogs but also easy to wash down and pick up from. That is an option. Palmer asked how scalable the design is. This plan is a lot more money than we have at the moment. It looks like there are elements that could be added today and some can be added later. Balsley responded with a lot of parks the budget is just not there. We are asked to show what we should have and maybe we can find the money to get more. The obvious needs are the pavement, seat walls, the lawn and trees. Then there are the some of the higher priced items that can be put off to the side until more funding can be found. Tabing asked about the operation of the park, does it open and close each day. Houtman responded most of our parks are closed from 11:00 p.m. to 5:00 a.m. This park will be on that schedule. When there are events going on it is very easy to continue operations past those hours. Those are few because we do not want to impact the residents in the Eaton and others going into Spaghetti Works. People walking through to get from one side to the other is permissible but activities will be restricted to the open hours. Balsley indicated that would apply to the dog run as well. We are looking at big activities not being allowed during th_ose closed times. Tabing inquired about the phasing of the project. The TIF money funds the park so that project happens first and the park follows? Houtman responded we are hoping to break ground at the same time, to start the demolition and put the skeleton work of the park at the same time they are doing the development. Deatherage asked where everyone would be parking. Houtman responded the developer is developing the indicated space. There parking in the back on Williams Street and .on St. Francis. There are also.several parki!'lg structures within a couple blocks. Deatherage asked what the time line is for this. Houtman responded they are hoping to break ground in June. This will go to Council the second week of April, Completion will depend on the costs that come forward with the final documents on construction. We will have.to look at what are we going to value engineer. We will also look at other funding possibilities, sponsorships, grants,_etc. Ramsey stated we have to destroy part of the park when that development begins because it belongs to them. What is contained within Phase I? Houtman responded we don't know yet. Balsley added they are real close to a meaningful cost estimate based this schematic. We will be doing that as we go along. That cost estimate.will give us a real good look at what the $1.SM will buy. Ramsey stated his preference would be to AstroTurf the entire lawn or swap-the turf and natural grass on the schematic. Palmer stated we understand the budget of the City and their ability to water, fertilize and mow. Ramsey added he has been to a lot of parks that have dirt because the lawn can't keep up. He would rather have something beautiful and not dirt and mud. Houtman responded with the TIF some of the dollars come back into maintenance. live have estimates.between $40,000 and $75,000 to go back into maintenance ofthe park. Those dollars can only go to this location. Houtman thanked everyone for attending the special meeting. Ramsey stated in a previous meeting there was mention of charging stations and Wi-Fi throughout the park. Where would you put charging stations? Balsley responded there would.be duplex outlets in some of the unconventional furniture as well as the seat walls and throughout the park. Houtman added there is some new technologythat we are looking at that will be introduced into this park that is not part of this infrastructure. Palmer expressed thanks to Balsley:and his team. Motion by Ramsey, second by Deatherage, IT WAS UNANIMOUSLY VOTED AND APPROVED to move forward continuing with the design.
