Staff has been involved, we have some·involved on the technical team. There are a lot of other things that are moving as well. Tabing ha·s some things go i ng with that aswell. We requested DowntownV>'ichita to have a monthly update from the meetings. They will be on bur agenda monthly. It may not be Jeff Fluhr, buhomeone from his team will give a presentation every month. In October and November are two other major p_ublic engagementtouchp_oints. October will be an opportunity to hear from the:design team and to summarize what has been:studied already. In Novembe_r multiple scenarios will be pre_sented to the community. NoVefober'to January we will then take those scenarios out to diverse members of.the comrnunity to hear t:heir;feedback. Then bringing forth a final c:onceptin January to presenft9 t_he comrrtu11ify and i then to the City·and C::ounty for. adoption and engagement. Houtman•stated,itsounds very similar towhatwe did Clapp. When we were going through the process of closing·cIapp and what are some of the ideas we could do in that property. We went through,a very.lengthy engagement process meeting with a lot of neighborhood folks and get!ing ide�s. We were able to bring a lot of the programming ideas and share with the Park-Board. aiid get some feedback from them as well.' Rosell add thati s where the technical advisory committee is going to_ be helpful to have the Park.Board's voice on what is feasible and whaj is·notJeasible. Fluhr added aswe are thinking about this area, it is important, if you think about Millennial Park in i;:hicago, a destination/signature park that a lot of peoplewill understahd where.it is. One of the great things is you·can go to it without spending a dime. There are a:tc�ts of things you can engage in, butthere are also things you can pay to go to in that park. At the end ofthe day it is important that we are creating a signature destination area. The Legacy Lciunge begins to create that activity of what could have in thatgreat relationshipwith the river and'what is happening on the west bank as well. The river front is a microcosrn as fa! ,a,s eco.nomics.is concerned. If you.think about what is happening with the ball park'aiia suiroundirig development, and then riverfront village. On the east bank, what can:happenthere:that is complementary soth-at all this activity com-plements and also genNate different w,ay_s for the.community to engage this:important real'estate. If you look at Chattanooga; Cincinnati there are.a number of cities that have done this well. It is our turn to,do that. In working with you·we will be able to getto that place. Rosell added there are some precipitating plans; including Project Wichita and .the quality of place area· of that. lh addition,tothe performing arts amJ con,vention, more:broadly how do we leverage the whole river from an activated.open'spac:e park. This is step one in . that larger vision. Fahnestock stated he remembers'about four·or five years Populous did a master planning process, how is this going to be different. What can we expect to see from RCLCO, Owen and Populous in November and January? Fluhr responded the scope of their work you are•referencing was specific to the convention cen_ter, performing arts and the'iinmediate area surrounding those·assets. It didn't take-into account all the real estate to the south. It was not in the conversa.tion back in 2013-14, now it is. That is a holistic approach of what happens along the ea"st bank. Additionally, it is important to·look at th_e connectivity beyond Kellogg into the southern part of our city. Owen was not part of that team back then. There was a group, Sasaki, which did some on what could be the connected greenspac:e. RCLCO was not·part of the team, it was CS&L and AMS. Populous is building·off that platfo(m. We are not'going back and redoing their wo-rk, it still holds true today. It is a very so_l_id,foundation. Some of Populous' prior work does·help continue the conversation. With'RCLC0this'time,you will'look at the whole area with market potentials. We did this.with Project Downtown. When forecastihg it helps to begin to provide the density. We are building on tha_t platform, these are great-teams known throughout country to look at the whole:site from Douglas to Kellogg; and the east bank to Main street. Rosell-added take in to account also the west bank's development with baseball and other private developments there. Edgemoor Recreation Center continues to be a popular site for our summer camp as well. We ave'raged about 77,participants per week for that location. We provided 30 scholarships for foster care children,in the.community. Another big thing there is pickleball. It has continued to grow and,expandiand we are having to overflow to tennis courts to accommodate the crowds. One evening we had 46 people playing. They a�e putting forth efforts to look at getting lighting. They have.taken initiative to do some fundraising working with the Parks Foundation to do that. OJ Watson Park we are.doing some,different things there. There•is a new name for the Watson Christmas Express, we got a call from Disney.saying we could no f onger_1Jse their name. We are·p'retty niuchJull for December so we are looking at options on how we can expand that as welt There was a Back toSchool event on site with about 100 kicjs. We also did something we have not done in awhile. We had a concert on site with overSOO people.attending. We are looking at way\;"to expand and.do that more often.with different acts. We are also look at partners to help expand and cover some of the expenses. Cost Recovery Goals Davidson shared the breakdown of cost recovery goals based on·the different tyeps of facilities.. ,:his is what they are gauged on for,.the revenue t.hat is broughth to offset those budgeted dollars for each of those areas. Rec Centers - nuinberswefe shared that show what expenses•are.to date and what cost recovery goals have .been over the last two years and year to date,tHroughJuly 31. It shows we have a.6% increase overall. Some have.significant incre.�se v.,ith .the �ev., programs. There is a big junip for Boston .. That is .the.locationwhere we did the newTech Camps that generated quite•a Hit more,reven.ue, Enclosed and Open Shelters and Community Buildings -one ohhings about these locations is a lot of times we. have the,cost of having.staff there for the.entire time, or open the building and .then,ciose'it. Open.space they pay for and there is not an additional cost we have for those l_ocat_ions. Athletics.- continues to grow. In 2017 we were at 96% and through_July �0�9 we are up to 111%. -Our,team,is,working on getting a lot of tournaments and expanding what we offer. Our _adult programs are.increasing a lo_t due to tournaments at Southlakes bringing in.revenue. We are able to offer alcohol in,the concession stand to offset some expenses. Sunimercamps -cost recovery for this year Summer of Discovery was at 142% of what our expenses were. We·are watching our costs extremely close and also a slightincreas·e in our fee this year. Summe_r Actiyity Camp is one we work in part·nership .with the ·Housing Department and·scholaiships to provide to those young people that qualify for thosE! camps during the summer. We.are able to get about $50,000 of that revenue through scholarships through Hous_ing. Specialty Locations -' Watson Park in 2017 54%, there was a slight decrease in 201_8 due in part to·issues with the train repairs and weather. The Tennis.Center.transitioned between directors; model changed in 2017. We are doing more youth·programming and community outreach, we expectthat by the end of this year we will be at sa-:ss96 cost recovery. Pools-our target goal for ·costrecovery for all pools 39%, numbers were shown for 2017 - 2018 and 2()19to date. We dosedJioston so we•didn't have that expense. That will go to a splash pad at that location in tlie Aquatics Master Plan. There.is.some increased revenue to cost recovery for.the other locations as a res·ult. Davidson did ·great job with some of the programs we had going on. About two weeks ago we had a concert. There may have opportunities to db more stuff like that. There is a meeting,v.,ith Coleman, they are interested in sponsoring some overnight camping at Watson. We keepJinding sponsors that wants to do something in partnership with the Park.and Recreation Department. 9 Aquatics.Master Plan Update {Troy Houtman) Houtman,stated they put outthe request for construction bids. We are going with two phases. ·The first phase is three pools·and three splash pads. The first priority'is McAdams. This was part of all the presen�ations, something that was planned for and· designed. ltis in all the PowerPoints that were presented.to Design Council, Park Board and City Council. it is about 2,000 square feet. Homegrown is going to be one of the restaurants and they wjll als_o be bringing in a dessert'.shop. Ramsey stated it is Peace Love and Pie. From the beginning we talked about activating the p�rk, while folks are waiting for a table, ·they will be in the park; or-after they finish eatingti,e,/c�uld come.to the park. We met with Homegrown regarding ideas for programming and what to expect. They are excited to be a partner: 0 Ramsey statea·he is struggling to-remember a conversation we,had ,where they were going to lease.property. It is confusing why, when they were doinitheir devel_opment they didn't just make that part of.their development. We sold therna strip of land to straighten out that little corner area. He.cannot recall where we said they are goingto·lease this land ·at a low, $4,000 per year. When did we have that conversation? Palmer responded.he remembers the conversation. That is how we are going to tie the park into:the'retail spaces along tract, they were going to least that space. He does not remember whatthe·dcillar figure was. Ramsey sta_ted th_e only piece of land he remembers talking abo_utwas the strip we sold to them. He does not remember anything about a lease. Palmer stated we·talked about a lease but we di�n't'know what it looked like because we didn't kriow who would be there. Tabing inquired ifthe lease for alfresco dining, tables and chairs. Houtman stated they will have a patio setting going 10 feet into the park and parallels their building,_roughly 1-75 to 200 feet, probably 2,000 square feet, at $2.50 per foot, which was not negotiated until.this summer. There will also be an annual increase throughout the next 10 years. Palmer stated they will be responsible for the chairs and'tables. Houtman responded that is correct.· Ramsey asked if it is going to be fenced off. Houtman responded yes it will be fenced of ffor two reasons. First of all they will be serving alcohol so they have to have some kind of barrier; and second is.so the tables and chairs will be use dining, that' is the area where they will bring their customers and their waiters will be waiting ih that area. Ta bing asked if there are intentions to ever close the park entirely for, private events. Houtman responded there are opportunities that we will be looking aHegard[ng,special events thaf we wili:be closing offthe park.
