How will-that-work? Houtman responded that is part of the negotiations and we want to sit down ·and.talk to the potential vendor. It could have a minimum amount. But the think.that-is important is.that the more they do, the more they have the potential to make. This is not going to inlude every piece of programming. A lot of the family oriented programming, tlie:regular health and fitness programming•will be done by us. If there is going to be a·"Bingd Night'.'we will do that. If there is going to be a·special theme night we rriighfdo that. .It is gciing,to be. a great collaboration. The great thing is we don't have to . - - worry about-finding the entertainment-and serving-alcohol. Once they meet a certain threshola there is some revenue sharing that tomes back to· the City. Thiesen added the City holdnhe master calendar for _the park so they would be responsible for being able to say yes you can do this .event. or .no. you .cannotto the event: We can then make .sure it doesn't - - - - overlap witli progra·mming we•wanno do. Houtman added they'rnet with lntrust Bank Arena, so a lot of the events would dovetail on some of the things they are doing. It is going to be tied closely to aWthe activities they are having downtown. Cabral)nquired if the agreementwould deter us from working with the Tall Grass Film Festival.in the future. Houtman responded it would enhance those opportunities: Ramsey asked if it would limit anybody from being able•to utilize the park, for instance·the Wagonmasters and their chili cook off.. Wouli:l-they. be able to lease for the day or do they.have to go through that vendor? 0 Houtman responded we.will hold.the'.master calendar, it is our'i:lecision to make, but we would .do that and consult with our _vendor. Wagonmasters•are self-supporting and can op,eraJ.e everything, so.this might be a:situation where they are not involved. Thiesen:stated a lot of the.eventswill still have to go through the Community Events appHi:afion, We will still receive those special event requests. We can then ad as a liaison to •talk-between the vendor and the community event·to lielp coordinate. Fahnestock stated this aiieviates the City staff from having to find talent. Houtman.adi:led the. liability of the alcohol operations a_s well. Fahnestock inquired'ifa vritewas needed today. Houtman responded a vote.supporting the :philosophy.of this arrangement. Once we get the.items negotiated we would bring it back in Nove_mb_er a_11d then t.ike·itto Coun_cil t_he next wee_k. Motion liy Ramsey; second by.Cabral, IT WAS UNANIMOUSLY VOTED to recommend supporting the pi,Iiosophy of.the-vendor for Naftzger Park. (4-0) 4A River Ba_rge FP - Thi_esen "Thiesen stated we had another proposal out.for the River Barge concessions. We are asking a vendor to,pro\iiae servii::es:for'entertainmentand educationai programming to activate the .Arkansas River, including coctailcruises; children( s tours, hi_storic tours, taxi services, etc. Th_e idea isto creat a unique cultural experience.for locals.and for visitors that wouldwant to come·and see this "must see" atfraction of the city. Then balancing revenue and affordabie rates. It is about establishing a public/private.partnerships between the ve_ndor and the City-ihat meets.the.requirements and is.the most•advantageous over cost. The:conditions are, that the proposer must operate within.the existing river, conditions. We will·not_be dredging the river. That would be a multi, million, dollar cost and1we.don't see it a• effective or possible atthis time. The City may negotiate, the con·struction ofnon-permanent boat docks as the·vendor may•request: We've been looking at'this for a•couple years at what this.might look like and.how we might , propose'.it. We.reieased a Requestfor'lnformation on July 3_and closed it on Augusts to understa_nd who might be interested and what-they might propose to the City: An RFP was BOARD OF PARK COMMlSSIONERS REGULAR MEfTING October 14, 2019 'Page 5 of 11 pu.blished·on'Septembr H. and closed this past Frigay., The preproposal meetihg, was held. o·n,Septernbefl9: We had someone come and,ask questions•aboutit.
