Houtman stated'we completed things regarding the Riverfront'Legacy Master Plan on the
agenda. There is ·a·lotliappening right riow. They were not alile to make it today but would
like to set up a special meeting. He has shared email commun.icatfon with Jason Gregory and
they would like to pres_ent to you in a special meeting in the next.week.or two_. If you want to
do that, maybe propose some dates and times and he.can.get back to them. It would be a
public meeting and need to be posted, There is a lot of information·and,a great opportunity
for you to give feedbac� 011_ sqme of the park.elements of this s_ite. Fahnestock added it is
important for the Boarifto be:active in this conversation as it develops over the next few
months; there is a lot of park ground available there. We need to be the leaders and engage
our communities·and gai_n valuable feedback.
Fahnestock congratulated Ty Tabing for acceptingthe positon at Wichita Festivals. We are
looking forward to summer nights in the years to come.

restricted it.slows people,down. The dream would be the road would come down
and follow the bike:path. Ramsey asked what kind of barrier is there. Miller
responded·there are two fences there now. There is a wooden and a metal fence.
Ramsey asked!if there is going to be anything,to keep that.parking lot from being in
clear view from Coiivtowi"L Miller responded.there is quite a bit of space where we
can.do some landscaping, When we starttaki�g it out; we will look at it and see what
trees·are av!lilable if we c�n save some of them. There is a ridge there and it may still
be there on theJence liQe·and the parking lot would begin below the ridge. The
topography:is good.rightthere. f\amsey stated he.justwanted to make sure we have
some kind of way to keep the Cowtown experience·and visitors are not staring at a
parking lot. Miller added this is mostly pasture, they are trying to get some horses
back and they will:be in there. Houtman stated there .have been instances when
Cowtown heeds more parking ahd thiswould provide that for them. Miller added
the Engineering people have talked about restriping this so it will hold more. Hillman
stated up in th_e·north.west corner of the lot (Sjm f>ark) that is the old balloon launch
area. If you are.Jookingat.those kind of numbers in the future he sees part of that
coming in as parking. Miller responded maybe, there is a strategic plan that this area
may become some type of conservatory and-maybe parking on further to the west
and north. This'area·, once it is done, Botanicawill stop here for a while. He thinks
Botanica is a miracle in how it has grown and expanded. We are turning into one of
the number one elements of quality of life in our community. Our biggest problem
right now is parking. He would like to see a·parking garage in there and bring the
r.oad around with.pull offs where people can par_k by th_e river. He talked with the
people in the Legacy group·aboutsome kind ofdock0 in there so there is a float with
some kind.of boat that goes from downtown back up here to all the museums. There
are so many things we have not done with the river. Hillman asked whatthe timeline
is for this. Miller responded engineering through the wihter, break ground in the
spring, and by mid-summer that part of the project will.be finished. Motion by Tabing,
second by Ramsey, IT WAS UNANIMOUSLY VOTED to support the new proposed parking lot
for Botanica (5-0);
3B 2019 Park'& Ope_n Space Survey- Gentry Thiesen
Thiesen stated this is our plan for our annual survey to·Jook at current perception on
the needs of our park and open space amenities. This'indudes the fact that it
excludes aspects of recreation. The:survey was senuo over 12,000 people and we
received 417 responses. We deem this a pretty·goi>d success compared to the about
150 res·ponses we receive for our· quarterly Recreation class surveys. And then
compared to the biennial National Citizenc Survey which gets about 600 responses.
We evaluate this•by age,groupings as·identified in our Community Engagement Plan.
Our population of focus in this year and the coming year is on young families and
their children. We are looking specifically.at the 45 years old and under data.
However, as is typical with our surveyswe have done in.Park & Recreation, the
majority of respondents are in !he 45-65+ age range, which is why we deemed it
necessary to look at the trends by age group. There is an opportunity considering
this survey'followed trends, for us to figure out how we might better improve the
spread of ages across our surveys. The age break down on•this is we did .not-receive
any responses under'age of 18. Which could b·e concifriiing but;iti:ould also be the
fact that people under 18'are probably not reaching our surveys. Under 45 we

That was one of the most fr_equently mentioriecj parks i11 this, l'hat data didn't show
good or bad responses leaning,one way particularly for•Sedgwkk•Eounty P.ark so it
should not have much effect on:the rest of the:survey data. The other frequented
parks include·College·Hill, OJ Watson, Riverside; Pawnee Prairie, Linwood and
Edge·moor, Overall the ratings,of parks in Wichita were,cohsistent across the board
in all ages. The lowest weighted average was,fo'r:the 25°34 group at 3.67 out of. 5.0
and the highest weighted average was thef18°24 a11,d s.e.cond highest was•65+ at 3.92.
The next question was rating·1:he cleanliness ofth!! J)ark�. Th�re.was more variability
in this one but lower averages overall within cle,mliness,which•is a common theme
within this.survey. 25-34 was rated the lowest at 3.47 and the lilghest ratingwas 55-
64 at3.76.

most commonly mentioned were pickle ball courts. One third of the responses for
this "other" category were 65+ age group, which is a proper reflection of the
pickleball users.
The last question we had was "Which parks would be.better ifwe invested in ... "
There were four options: leaving the parks how they currently are,-the worst rated at
2.6;:improving•and upgrading existing parks, the highest rated at 4,5; developing new
parks and.amenities on undeveloped.sites, averaged 3; and then buying land for
future park and open space use, again around 3.
This data will inform our trend a·nalysis•for future park and open.space use and
comparing_to national similar information. We can use this data in the clecision when
it comes time to budgeting internally.and with CIP proposals. We can also utilize this
information received:in our community engagement process to create a baseline.
Houtman added this is il)lportant data'for us. It helps uswith our budgeting, gives us
the documentation·aswell as confirmation of directions we are going. It is important
for him to share the information with the City Manager and Budget Office as we start
with CiP projects. It helps us benchmark with other.cities: It is tedious and
exhausting)t is.very impactful if used the right way. We are.going to do this more
often. When you are out advocating for parks, when·you have questions about how
we do things, there is data to support some of our decisions. If you ever need that
when talking with people in the community, people within your district, elected
officials, we have:_data for you to use.
3C Outdoor Fitness Courts - Katie Dawes
Houtman statecl.this is an opportunity that came to us. It is really addressing a
specific topic we neeclto·start looking at more regarding health andwellness
activities.�ithih the community; and, opportunities for people to workout using
outdoor equipment That is,somethingwe always get questions· on and interest in
aclding•more.ofthese fo our.system. We·have had some iri-the past that were made
of,wood arid.have-fallen apart. We did some research and'a_lso talked with Mr.
Ki.Jpperwho has,some'in Okla�oma City. We thought it is a.great opportunity to
pursue. Th.ere are a lot ofhoopsto jump through and·we are going,through each
one. There is no guarantee:it is going to happen but Katie is going to share what it is,
what the:next steps are and what are some of the challenges•in the future'to put this
ih place.
Dawes stated these are outdoor- fitness courts. Houtman and Martinez had pursued
a grant through the National Fitness (ampaign·that; if awarded, you-were given
$30,000 per court, up to five courts, towards the construction and purchase of
equipment. We were awarded that on October 28, 2019. We have been working
with Trent and Jessica, who are leading the campaign. They have sent us the
information. An overview video was played for the group.
The National Fitness Campaign was started in 1979 and the video shows the
revamped 21st Century version (2012) of the outdoor fitness courts. The courts are
currently in the US, Canada and Australia. The primary backer is Wells Fargo. During
the initial launch they raised over $200 mfllion to help fund the campaign. We are

There are 75 cities and colleges'that have fitness i::cii.Jrts. By the,ehd-of2020-they are
hoping.to have them in over 400 communities. We would b,ethe first city in Kansas
to have the courts and be part of the NFC ca111paign,an_d SOJTI!!Jhing'to be,proud of.
The court' is:built.into seven differentsections: The_,court,is 32'. x 32'. builtwith 2' x·2'
tiles of softsportturf, It is-a.relatively small ar.ea,but you·can get up to,,28 people:at,a
timedoing,�ork:outs. ltwouid:be a prime;5pot to have a fitness class. You could
have a 30 minute to-hour long circ'uit.trairiingdass: It is'm'ade for ali,dimates with
stainless.steel and. the .cables are strong. Everything has bee·n. assured it tah be left
up for the winter. A breakdown showing,the differenttypes ofequ_ip111ent was
displaye�.
We worked with f)ll;C,.to figure out which,sites,.wethink would be.a gC>od area for
these courts. NFC initiallygave us.sites they wanted and a 'lot were!':on target with
where we would think.they need to be placed. During Phase 1 we are)ooi<ing at
doing the Highway at the:Kellogg Overpass, the Highway at 1-135 at McAdanis'.Park,
the.Keeper of the,.Plains; Dr. Glen Dey Park and Herman Hil Park. Tnese are
opportunities that, other than Keeper ofthe Plains,.are areas.thanriay not have
access to it.

Wesley or Via Christi, anybody who may want their name on the backsplash. That
would be something we would have to discuss the benefits. The hope is to put it in

Edgemoor �ecreation·C:enter had their Ha_lloween in t�epa_rkevent.in partnership
with W�sley Children's Hospital. They 1,200 participants. Wesley is a great partner
with this event, providing candy, teddy bears, bicycle helmets'and much more. We
are.the host.locat.ion anifdo. not incur any cost. There are'also a variety of other
sponsors that tome· out to'help and sponsor some of the acthii1:ies, funding and
volunteer sup porno mal<e.sure they·event was·a success. With 1,200 kids and 3 or 4
staff, and the rec center.pulling in seasonal staff'as Well, itiequifes quite a bit of
support from the community.
Evergreen Recreation Center had the_ir event on site with over 260 people
participating, We hadsupport from State Representative Ponka-We Victors who
provided some costumes and other items for the kids. There were participants from
Andover
. and Goddard as well as Wichita. There is a mural that was done earlier in

the year·on one'.siae of the butlding and there'is'an existing one that·had been.there

for quite some time. The artist•who originally.did that,came back arid redid the mural
on the outside•as weTI as.one on the inside, at no cost. ltds a big improvement for the

departments within the City, thefire Departmentwas ·looking for locations•in the
community to do training with.their stat( We:designated three:ofour- rec center
sites for trainin1f EvergteerFahd a couple other centers were'ilsei:t.
Orchard Recreation Center-had.their"holiday fall festival. We have a good.working
relat_ionship with Gooc!wi)JJnclu_stries, We dg � lot ofadaptjve programming- with
Miracle Field on site. They came ori site ancl cl[cl their HaHow_eeri eyerit. They had
several other events-on•site as1welL When you.add up all the eve_nts, they had almos
1,000 people from this-community that useihhe facility. There were•87 firefighters
on site.for their training as well.
Lynette Wooaard.Rec:reation Center held the che·erfea"dihg showcase. fa·sryear in
pa.rtriership·yvith one of the local'juilioi<fciotball leagu·es .. They:dia it again this year

6 Golf Update (Troy Hendricks)
Hendricks stated for the past couple months we have talked about factoring out all of
Clapp's rounds, revenue and expenses to give us an idea of what a four course
system would look like. We are up in rounds with 117,201 at the end of October,
compared to whatit-would have been las_t year in 2018 of 113,926. Revenue is down
by about. 9% . Netihcome is down, but we have ha·d a significant amount of
unexpected expenditures,this year, close to about $100,000. We are up in food and
beverage· purchases because sales a·re up. We had about $36,000 on the Auburn Hills
mainline repair and pump house repairs. We spent $12,000 on the Sim clubhouse
• doors and an air con_ditioning unit. The doors were the original doors and we needed
to get those replaced so we could secure the building properly. We did some
expansion·.of the cart barn at:MacDonald Golf Course. We also had the survey for
First Tee.thattotaled about $17,000. Then we had the pump house go down at Mac
and spent about $18;000 on that. when you .look anhe expenditures being up a
little bit, this is where a significant amount of that is coming from.
When you look at the revenue side you need to take into consideration that we have
been.paying, this yea_r,,for data, motor pool, fuel cost, admin fees and public safety
fund which totals about-$434,631. A year ago at this time we were not paying those
expenses.
Looking at month comparisons we had a good October at 9,500 rounds compared to
8,300 last year. That cah be attributed to better weather, we.didn't have the rain
days we had last year.
When we look at season passes compared to the new membership, currently we
have sold 424 of the·new memberships year to date.since August. We've sold 64
adult, 36 couples, 17 junior, 38 young adult and 269 senior passes. Everything is
going well with the ACH payment. We·had one person in November that closed their
checking account and didn't bother to fill out the form-that said they wanted to
cancel their membership. If they do that in their first year:they pay a $300 fee. They
are not returning phone calls or answering emails so we have turned that over to our
Law Department for collection.
Season pass ro.unds in 2018 for October totaled 3,009 rounds; for 2019 with the
season passes was:1,586. With the new membership program we had'2,106 rounds
played.so we had a total of 3,691.rounds.between them; which is a 20% increase over
last year for October. Last Friday we finished at LW Clapp with maintenance staff,
which was their last day to work. We still have some things to complete, the other
superintendents will come over and finish up. Some of it is getting tools and shop
stuff out-of the maintenance shop. They pulled all the sprinkler heads and they have
been reallocated to other golf courses for repairs and for the new Zoysia nursery
irrigation system. This·is a great way to utilize and repurpose the stuff from Clapp.
We are"in the process of doing our winter rotation schedule. We worked with the
City Communication.team, and utilized Facebook, website, email blasts;signage at
the golf courses. We thought that would be sufficient but when the first week came

Houtman stated there isn't anything new. He is meeting next with the baseball folks
regarding Fourth of July.
'v\le keep.talkin·g about coming up with some,kind of criteria for the plate dollars. We
are close to 1,500 plates sold.
Rams_ey stated he·asked'the question last month, theway he understood it, the Park
Board is·supposedto have a representative on the Parks Foundation, and do we.
Houtman responded it is not required, not in their in bylaws for a Park Board
member to•be on their board. ,We have done it in the past. It is a great-way to share
information and leverage each other. If anyone interested and wants to-approach
the Foundation they would be interested in talking about it.
8 OJ Watson Park Committee Update (Troy Houtman)
Houtman stated we will have full on presentation next month with everything done
thro,ughout the year. December is a big month. The big thing•now is the four season
shelter we have been working on. We have an architect and now trying to find all the
final construction documents for it. ·It has come back from document review and it
does require sprinklers. That is a big hit to the budget. We are going to have to value
engineer certain parts of the building. We hope to have final documents in next two
months. Hopefully we can take it.out for bid for construction later this spring.
Aquatics Master Plan·update (Troy Houtman)
Houtman stated last Friday we got bids back for the pools, This-Friday we will be
getting bids for the splash pads. The pools came in $1M overthe budgeted estimate.
Vye are going towait until this Friday and see whatthe splash pad bids give us. A big
part ofit is the push to get everything done by next summer. If that•is the case we
·might go back and rebid these. We only got one bidder back. We will.take a better
look and maybe go out to rebid and see if we get a better prices for that. If not, we
will have to.value.engineer or take some parts out of itto be under budget. This is
only Phase 1. We need to make sure we have enough mohey left over for Phase 2.
Once we get a better look on Friday to see whatthe bjds are for the splash pads. It
could be,those are,und_er budget and that helps us balance. It could be the other
direction where we are over budget and need to go back out and review it. He thinks
the biggest reason the bids came up high and we only got one bidder is because of
the push to get everything done by Memorial Day. cine.thingwe can do·is push that
and•say we.operate with half the pools'and curr�nt splash pads for next'summer,
, knowing ,that we will have things that are a lot.better. We will take a better
evaluation after Friday and have a,better idea of where we stand.
Wright asked when•we,started dealing-with pools. Houtman responded it was 2012
whe_n this department was working on an improvement plan for aquatics.
Wright,stated there.is some criticism that we have not started McAd_ams yet. You
probably explained that, right now we are in the bid process. So, it could be another
month or two before physical work starts? Houtman responded most definitely. We
are just getting the bids back now. From that we have to make sure it meets ali of
our needs. Then we have.to award the bid, get a contract, andtake·the contract to
Council. There are at least 4-5 hoops to jump through before we give a 'pro·ce·ed to

Houtman stated the College Hill Neighborhood Association did- sor'nefundraising and
come close-to collecting enough dollars to redo.the basketball.court. We•metther'n

and wil be less t_han $15;000 it does not need to be taken to Council. We will redo
their basketball court and they did the fundraising for it.
The 150th celebration is coming up next year. Park•Recreation Departmentls going.to
be doing some things. One ofthe big things is trying to break the.Guinness Book •
World Record for chalk art.distance. Right now Greeley, Coforado has the record at
' 3.5 miles. We.are going to do 4 miles of chalkCarf and the theme is·going to be.the

talk about the Riverfront Legacy Master Plan. Fahnestock stated we should do it now
since we have a majority present. Houtman stated next week would be good.
Fahnestock stated that is Thanksgiving. Ramsey stated that is not.good for him.
Fahnestock asked about the week of December 2, does that work for everyone.
Deatherage stated she is out of town that week. Is next week completely out of the
question if we did Monday? Ramsey stated he is booked the entire week. Garding

meeting. Houtman responded they want to get some feedback to you quickly
