We appreciate the opportunity to continue to give you an update on where we are with the Riverfront legacy Master Plan. The last time we were here was after RCLCO had come to town to talk about the market dynamics asfar:as the market potential that we were seeing in the downtown area.but also the Riverfront area. Today we are. sharing what was reported on November 14. It was a public presentation at the Hyatt, we.had about 550 people there. Amber Luther from Populous was there to give the p(esentation. About 10 members from the design team, from the various aspects were there as well, to work with the community to _get their input. We continue to gather that input, even today. Looking at transportation corridors and also how you begin to have those areas maximizing mixed use deitelopmentand also viability,ofthe site. In the third.illustration, the black arrow is Waterman, It begins to look at, along the transportation corridors, where you could have some very succe�sful mixed us� development. Again the'knowledge of Old Town could help drive some ottlie,slli:cess.fortlie site. The nextslide.depicts'iinages coming through common themes of creating that district. You will recognize the OldTown and then Gallery Alley on Dougla_s �venu_e. Th-e point being most success-for that district, is extremely important is design and how it works together. The other thing is authentic iconic opportunities, showing_ a slide of the Mercedes Bent Stadium pedestrian walkway and a number of different images. They demonstrate, when we,talk about the riverfront and some of the concepts that are coming forward, these are the different aspects we begin to think about and visualize what it would begin to look like potentially as illustrative aspects of our riverfront. If you look,atthe riverfront, there are a number of ways we can engage it successfully. We:i!re seeing that with the Keeper of t_he Plains area where the rivers converge arid has a lot of activity, there are improvements along RivefVista; also the Drury Plaza. It's how you explore.this as·a sequence of events or experiences along.our riverfront. The great thing about our riveds that,the river gauge doesn't fluctuate too badly. That gives us the opportunity to gauge.this river in a way that can be very pfoductive and.helpful economically. Looking at'complete streets·and how that is important.in this area·as well as a district and ho_w it brings,the vitality of an area that is important to us.. The next shared image is one that has been,seen before. It goes back to the Bartholomew Plan. 'Youwill see there are lot of things influenc:irig what you are going to see. When Populous presented this back in July it reminded people that even 100 years ago we were.looking at civic,space in a very bold way. In th_i_s plan there are a number of things that happened after:1922.as far as the depression and world wars that impacted what we have seen happe-ri. Going back to historical references there were some great ideas that were. there at th-at moment to say how you create this dynamic green sp_ace. You activate it with buildings surrounding the perimeters. You will-see that·in one of the design concepts influenced by this-historical diagram. One of the things we.have been lookin·g into to is how some of our peer cities across the country are creating some dynamic open space. A_ display of Sciss_orfail'Park in·Oklahoma•City was displayed.showing,the dimensions of the park are very,closeto the dimensions of our site. This park is·about a'$140 million.investment. There are.also great park developments like the Gathering Piace in Tulsa and 'tv1illennial Park in Chicago, It is appropriate to co�tinue to look at whathas been.happening in other parts of the country, That park.in Oklahoma City is under. development,now. Part of the. tliought ofthis is'looking at how you could potentially repurpose.the Century II structure. This structure was p·urposely built to be a convention center/performing arts. Populous has really been looking:at,the structure itself to determine possibilities or what we need to be mindful of. The slide shows the center structure has a core area. That becomes important to make sure we are mindful of that and how that could impact what could.happen there. Part of it was looking at the size of the building; 250,000 square feet of space. The Library is also an asset on that site and is in conversation about .how that.could fitinto some·of the concepts. As we looked at different aspects, one of the things IJrnught up back in November, as they begin to think about re purposing CII, what are some of the aspects being discussed. eSports is about 100,000 sf. One of the things they did is look for are comparabies. They did not find anything as far as a large round building like w_e·have. They did find·the•F,eriyrBuilding in San:Francisc_o. When you equate to about the same amount of square.footage,that is a rectangular builaii\g in the Bay of San Francisco. You have trolleys that comein•every7'10 minutes, bring alotof people through the building. Parking is a critical element of this so part of the thought in most of the design developments here is that under the green space could be the incorporation. Again, you are keeping the amount of parking and increasing it with what you would have under the green space development. You would have that to service the convention center, the performing arts, but.also the various uses surrounding this site. The orange dots surrounding it are reference points to parking adjacent to this area. We do have a number of assets along William Street that would be opportunities to park as the public as they'begin to work with this site. Always be mindful of what is happening around this site. When.you think about what is happening with Fidelity Bank, they are building a new garnge. AIOng William Street you have the Kansas Health Science Cente.r being developed. That m_eans opp,o_rturiities from student employment as far as·residents'.but also·the new DOschool'and,o_ther medical aspects. There is a lot ofactivity around the perimeter of the site: As you look at Scenario 2 and..think,back to th!lt historic:Jigure.b.ac_k i_n 1922, you have the presence of ihe. large green space in the.middle cif the north/south of the site. In this scenario you see the development happening along the river's edge. We need to be mindful of, if this is an area we would go, based on comm!Jnity inp_ut, you would have the buildings along_the river's edge. What is important here is how you.would penetrate into the river from in between these buildings., There are a lot.of things to.think through on this one. Particularly, if you do the convention center where.indicated, .the convention business would have to be dark for a period oftime because to be a�le tp build t_hat building in that location CII would have to come down. You can see the configuration going back to the 1922 element as far as bringing thatpark space back in. You h_av_e ahout 11 acres of park space, $1-1.5 billion,.notquite as much of mixed use development. Scen,!rio 3A looks at maintaining Cll,and the library building. The library would go into a mixed use type development. CII wo�l_d be. the Clpportunity:of developing around the perimeter ofJhe.'bliildiilg. You wOuld utilize the interior ofthe building-with the parking, but activate.the exterior of the building anci.create,the·park suirOundingthat-area. The performing arts would be sou_th,ofthe current Hyatt'and the convention center would follow - • . ' . - - ttie configuration ofall of them. Here you are not having as much concentration of mixed use because of how the'buildings.would have to be laid out You could still achieve some great dynamics with public open space. It's about six acres of park. You.will see a drop in the amount of mixed,used.around the �ite. You are stiU looking'at.$970,000 to $1 billion . . . investment. The last scenario, 313, would be a variation. of the original where the building has been removed .but you would have some of the steel structure remaining, create more of an open space and around that would be more mixed use development. In this scenario performing arts would be to the_ south. You still have the green space at.Water Walk. Scenario 3B is ab·out eight acres of park $1,1.s billion of investments and then the mixed use development is about 735,000 square feet. We are pushing this out in public engagements, we've been going to all the DABs, talking to a lot Of diverse groups, there is a survey closing at the end of today. We will be tabulating the information going forward. Our next Coalition me_eting is a wee_k from today. When we get to the next part of this process,.the visualization we will start to see is on slide displayed. You begin to create the.understanding ofwhat we.are sayin'g these f spaces could be. What'do we envision can be happening in those areas and we build of that. Some events are going to be bigger, some events are going to be smaller. We will be super mindful of what the overall capacity is. We will run it like an event, with a perimeter, entrance and exit and will maintain the numbers as needed. The responsibilities of Downtown.Wichita are coordinating the schedule with WFTC for daily use,and special events. They will col_[ect the proposed $300 annu_�I fee-on vendors operating in Naftzger and remit to the City of Wichita. They will also promote with the WFTC on social media. We had help from a Park Board member to help get tt\is started. We are looking to expand going forward. We have two dates selected for the 2020 season. The Young lions Obstacle.Course is a group from Oklahoma and d_o the obstacle course on the west side ilfthe park. It is a great ·partnership for us, we receive quite a bit of revenue from it without any of the expenses. It has brought'a different group of people to the park. We are going to send out the bid again with new parameters. We have already started to do some value.engineering as well. We will probably-not have construction completed by next summer. We going to change some things around where we will have four swimming pools operating next summer. It is a disappointment, itis going to be a difficult situation to operate with four pools instead of six. Just like East Kellogg we've dealt with a problem for a long time and made a sacrifice but now we are.reaping the benefits of that; it is going to be the same thing having to deal with the inconvenience next summer, but the following summer we will have everything done. Williams responded they are exploring three possibilities. Our favorite is to do an up-light flood, another is just to light the very top, ·t_he one we are most excited about is taking just a select number of edges that are inherent to the aesthetic of that piece and just lighting a few of those edges with an LED that is durable and long lasting. It would become almost a secondary piece. You would see an interesting light sculpture in the dark of night Best indicated the stretch along the southern edge of the triangular piece we are looking at widening.the walks going north and south along Mclean to make the bike connection. Tliis section well developed out. We are not in final design yet Everyone has been supportive. The next-section, Zone.2, originally a hybrid street. This was always conceived of as a greenway. We·did a greenway concept through here, The.next display is kind of a hybrid, it has a cycle track; separated from the vehicular way. The third concept is a plaza street, similar to Old Town:where you would mix youi bicycle traffic,with'auto traffic. We have had three·meetings withthe,Delano Neigliborhood and'the plaza street concept they do not favor.- The majority of them ,leanfoward the cycle track.idea:becau_se-this gives you the best of all worlds, Yau:have the abilityto,have policing; delivery,.parking, vehicular access and still separating the bieycle traffic from the auto traffic. This takes you out to Seneca. From Seneca to the west you move into the third zone, the linear park, because that right of way gets wider-through that section. We have-three concepts. It was presented to Delano as use areas and how different elements are located and what the elements and uses are. We did nothave a strong program going into this so we.are still working through the program as well. The first concept is a greenway concept that relates to the previous: In this one there is a - " a • •• •• • • • , play hill, nature play, dog park and a parking lot. There is a location where)he bike path connects to on street and connect out west to Prairie Sunset. This would be something of a trailhead location. This is kind of a liability-to the neighborhood. It is city □wried and not well maintained. The indicated-parcelihas.si.milar:issues�because it is behind a large building. We are being conscious of what is.being done behind there. The_ next p_a_rcel,with great visibility, with Braum's on one side and QT on the other, which is ber\eficial,'but we don't want to cause parking issues with them,.so we have some on street parking. Jhe second concept is probably where the neighborhood is starting to lean. We have open lawn space-that could be used for.. a small event space. There.is a·pull off where. the portable stage,cou_ld be,placed, you could have outdoor movies and events. The next section behind the DAV Thrift is parking/food truck area, then some market spacewith interest in bringing back their Farmers Market. Back in the terminus is a naturalized playground. The third concept is a dedicated cycle track through space, trailhead parking lot, small parking lot/food truck space, and vendor space for market. There is a spot for a fixed stage, but there is not a lot of support or need. The neighborhood is more interested in the flex space in the previous one. The neighborhood is excited about a lot of things in this. The want to gauge and have as many people involved ih the decision making process as possible.
