Call to Order
Eddie Fahnestock, President, called the meeting to order at approximately 3:03 p.m.
Announcements
This will be Ty Tabing's last meeting. He will be relocating.
Public Comments
Kim Neufeld regarding Clapp Park Plan. Thank you for this improvement to the south side.
Would like road from Harry to Oliver designed, not just a pass through, but with safety in
mind. Keep more trees, they add to the uniqueness, wildlife, and natural scenery. Would it be
possible to consider the dog park sooner, as lots of pets go through the area. Want to make
sure there will be bathrooms and water fountains available. Would like safety to be
considered through the park, especially in the evenings and nighttime hours.

Recommended action: Approve, sign and file minutes of the July 12, 2021, Board of Park
Commissioners Regular Meeting.

2 VM Brandon Johnson: Opportunity to renovate McAdams Rec Center to almost triple its size.
Would like to honor former Mayor Carl Brewer by naming facility for him, Carl G Brewer
Community Center. Currently going to Council on· August 24th . There is a private donor willing
to do a 0% loan to complete the project.
Troy Palmer: What's the term of the loan? Name of donor?
Johnson: No payments for the first 3 years, start making payments on the 4th year. Can
extend if there are any impacts to District I CIP. I cannot disclose names right now.
Tori Deatherage: Are any other names for consideration?
Alejo Cabral: No, and we have reached out to his family. Former Mayor Brewer was the first
African American elected to mayor and former council member. He made countless
contributions to District I and the McAdams Recreation Center.
Motion by Cabral, second by Fahnestock IT WAS UNANIMOUSLY VOTED to rename the
facility the Carl G Brewer Community Center. (7-0)

Budget Development-Preliminary
Revenues were improving but ability to file positions or improve service levels was limited.
Decreased in interest earnings lowered the General Fund base.
Budget Development- Evolving Environment
Primary revenues continue to improve (sales & property tax). Activity based revenues are
slowly recovering (transient guest, rents and charges for services). ARPA funding eligibility
clarified.
Budget Development- City Mission
As an exceptionally well-run city, we will keep Wichita safe, grow our economy, build and
maintain infrastructure and provide conditions for living well.
Budget Development-ARPA
Fill vacant positions, fund several operating budget initiatives, stabilize the General Fund,
fund various capital projects, and include $20M for community initiatives.
Budget Overview
Total proposed mill levy is 32.749, equal to 2021 adopted budget, General Fund reserves are
estimated at $41.lM or 16% of expenditures and budget is balanced for 2021-2023.
CIP Overview
Aligned to city missions and goals and the community, investment plan; financially
sustainable based on debt metric; and consistent with prior policy decisions.
Budget Highlights: Structure
Cultural Arts, Parks & Recreation Department; General Fund budget includes services that
were budgeted in Park & Rec and Art & Culture services; and authorized positions reflect a
merged City of Wichita operation.
Budget Highlights: Expenditures
Reinstates budget for contracted mowing, tree trimming, and purchases; budget added for
forestry equipment replacement in 2021; and refuse collection pilot program funded to allow
increased park usage.
Budget & CIP Calendar
July 20th- S Proposed Budget presentation - set final hearing date and max expenditures.
August 5 t- Evening proposed budget hearing at 6:30PM
August 17th- Proposed budget hearing
August 24th - Adopt Operating Budget and CIP
Fahnestock: Any possibility that the golf courses will receive any ARPA funding with the 6
week shutdown for COVID?
Goltry: Golf courses are one that does not meet the standards.
Cabral: Is the Pickleplex included in the funding?
Goltry: Unsure and I will email Penny.

2B Delano Greenway Project (Jeff Best)
Final rendition is being presented. Currently working on the section from Sycamore to Osage.
Next section will be bike path and parking. Some minor changes made with playgrounds and
dog park locations.
Fahnestock: What is the phasing process?
Best: East to West and bike path is priority.
Pumpelly: Any part of this plan to include restrooms?
Best: Not at this time, financially it will not fit within the budget.
Cabral: Where does the Farmer's Market fall in? Are we doing anything to slow Seneca
traffic? Will there be other artwork besides the horns?
Best: Farmer's Market will be between Dodge and Exposition, signalized crossing on Seneca
for traffic, and bike racks will be decorative.
Tabing: Will there be any lighting?
Best: The lights will be similar to the ones along the river, on 10-12 foot poles.
Palmer: Is Delano helping with financing?
Best: Unsure at this time.
Cabral: when do you imagine it will all be connected?
Best: Construction Spring 2022, 9-10 months to get built out.
Motion by Fahnestock, second by Palmer IT IS UNANIMOUSLY APPROVED to receive and
file the current plan. (7-0)
3A GAC Appointee
Simon would like to nominate Cody Hollister to GAC.
Fahnestock second, unanimous pass.
Motion by Simon, second by Fahnestock IT IS UNANIMOUSLY APPROVED to appoint Cody
Hollister to the Golf Advisory Committee. (7-0)

6 Recreation Update (Reggie Davidson)
Linwood: Partnered with Kansas Food Bank to help distribute lunches. Golden Age Club is
holding dances every 2 weeks which are averaging 100 participants.
Woodard: Japanese Swordsmanship Saturday class exploded with 16 registrants. Class will
profit $215. Sunday painting classes continue to excel, profit $170.16.
Edgemoor: Finished 9-week SOD program, kids enjoyed field trips and activities. No KDHE
violations.
7 Golf & First Tee Update
Davidson: RFP went out, waiting for proposals. 3 groups have shown interest and were given
tours. We are expecting 5-6 proposals total.
Pumpelly: Who is on the selection committee?
Fahnestock: No names or decisions at this time.
8 Park Maintenance & Forestry (David McGuire)
NAOM 2021 was held at Oak & Hyde Parks making this the 3rd year Wichita has held the
event. Normal planning for August.
9 Wichita Parks Foundation Update
No update at this time
10 President's Update
No update at this time.
11 Director's Update
Davidson: Hiring is taking place with lifted freeze. Gentry Theisen's last day was Friday.
