1 Approve Minutes
Recommended Action: Approve, sign and file minutes of the September 13, 2021, Board
of Park Commissioners Regular Meeting.

2A&2B Sunnyside Neighborhood Association Donation
David McGuire: Donation of $4,500 from Sunnyside Neighborhood Association for
Grandparents Park. This is for 2 picnic tables (one regular and one handicap accessible) and a
multi-person sway swing. Currently there is a delay in equipment delivery. Would like
recommendation to take to City Council for approval.
College Hill Neighborhood Association Donation
David McGuire: Neighborhood group started raising funds for the new basketball courts.
2021 CIP has $225K to replace three courts. Courts are approximately $60K each. When you
add the $15,000 donation to the CIP funding, there will be enough to replace 4 courts, if bids
come in like they have been.
Fahnestock: Sunnyside is just a delay with supply chain and College Hill has 4 courts?
McGuire: Yes, estimated for February for equipment and yes there are 4 courts at College Hill.
Pumpelly: Could you describe the basketball renovations? Details?
McGuire: Using 4-5" slab, removing existing and adding new goals with a glass backboard.
Fahnestock: Once consent is received, will the project start right away?
McGuire: Goes through a bid process and hire contractors. Guessing Spring.
Fahnestock: Recommend moving forward to Council. Pumpelly and Simon agree.

6 Recreation Update (Reggie Davidson)
August and September Updates
Aquatics: Pools opened in 2021, staff reports capacity hit most weekdays by 3PM. Harvest &
Minisa had the largest increase of attendance. Orchard staff won 2021 for the staff
competitions.
Boston: WSU Tech will host culinary program and offer classes for the public starting
September 20th . Boston was utilized as an election site on August 3rd, both in-person and mail
in ballots. Doing again on November 7th .
Edgemoor: Pickleball is continuing to be successful. Average of 11 players weekdays and 15
on the weekends. Partnership with the VA Hospital to offer classes for the veterans. 66
attend the weekly yoga class during the summer.
Linwood: Partnered with Girl Scouts on September 2nd for scout registration, 25 girls signed
up. Closed on September 7 & 8 for power upgrade, old box was not up to code and identified
as such after fire in April. French and Spanish were offered during the fall and highly
successful, plans to expand language classes to include ESOL.
Evergreen: Partnered with Sedgwick County Health Department and others to offer COVID
vaccines and 55 were administered. Partnered with WSU Rowing team & Wichita Rowing
Association to offer rowing classes-17 youth from Youth Horizons participated. Disc golf
course is being utilized in mornings and evenings, bringing lots of excitement to Evergreen
community.
Tennis Center: Wichita fall pickleball tournament was held in September in partnership with
Nahola Pickleball Club. Over 230 players were signed up from Kansas, Oklahoma, and
Missouri. This is up from previous year.
Woodard: Weekend class registration has increased. Tot classes are very popular with five
classes being at 90% capacity and 3 being full. Rentals of Fairmount Community Center has
increased averaging a rental every weekend and over $1,200 revenue as of September.
124 scholarships were available for summer camps and with the added flexibility to move
funds where needed, 133 scholarships were granted to Wichita youth.
7 Golf Update & First Tee
Fahnestock: GAC met last week, went over financials and went over RFP selection process.
Had 7 proposals with 4 being moved to the interview process on October 28th. Park Board,
GAC, Golf staff, Finance, Legal & Golf community will be part of selection committee.
8 Park Maintenance & Forestry (David McGuire)
Conducted over 900 inspections, 197 emergency responses, and volunteer tree planting at
McAdams Park, with 62 trees planted by volunteers. Pawnee Prairie Park completed
playground construction. Installed pipe gates at the entrance of Keeper of the Plains lot,
bollards around Keeper parking lot, picnic tables at Emery Park obtained by a 50/50 KDHE
type grant, installed 125 cubic yards of EWF safety surface at Harrison Park, with the help of
volunteers from McConnell Air Force Base, 270 cubic yards spread on the playground and
parking lot restriped, as well as trash clean up. Assembled 14 new picnic tables at splash
pads, supported Open Streets ICT with portable dog waste bag dispensers, designed and
installed 5 traffic signs at South Lakes football fields, removed graffiti in Sunset Park, and
retrieved table from canal and place in pop up park.
Lots of activities planned for October, install 3 memorial benches in Chisholm Creek/Swanson
Park, repair decorative fencing, install Adopt-a-Park signs, install gates at Seneca Park,
continue safety inspections and respond to reported emergencies. Illegal dumping continues
to be a challenge. Over 700 illegal dump sites have been cleaned.
Phil Simon: What is the status of the bathroom repairs at Boston?

McGuire: Locked restrooms and repairs will begin soon for next year.
Fahnestock: Do we have someone on staff to reach out for volunteer recruitment?
McGuire: Not on staff. Houtman brought on a challenge to create a program with baby steps
being taken. Something organized and official.
Davidson: We have someone that works for our larger events and/or programs.
Pumpelly: What about challenging divisions or having them recruit?
McGuire: Michael Mccorkle is a "volunteer" volunteer coordinator. He reaches out, follows
up and keeps track of the work.
Fahnestock: We, as a board, should talk with organizations. How much do the pick-up sticks
cost?
McGuire: Around $119 each, for a good one. These are heavy duty.
9 Wichita Parks Foundation Update
Davidson: No updates at this time
10 President's Update
Tori's mother passed away. There is talk of contributing $20 each with a card and flowers.
11 Director's Update
McAdams Rec Center is transitioning to the Carl G Brewer Community Center, working with
Communications team for web site, signs, and marketing material updates. Youth football
league moved to South Lakes, working with South Patrol for security and it has worked well.
Open Streets ICT was a huge success. Way more attendance than expected!
Pumpelly: Could staffing issues be brought up next month?
