WICHITA City Hall, l51 Floor City Board Room Wichita KS 67202 Members Present: Eddie Fahnestock, Chris Pumpelly, Troy Palmer, Alejo Cabral, Philip Simon Via Teams: Tori Deatherage Members Absent: None City Staff: Troy Houtman (Director, Park & Recreation), Penny Garding (Clerk), Erik Houghton (Assistant City Attorney), Reggie Davidson, David McGuire, Emma Li-Wormington, Nina Rasmussen (Sustainability Board) Item Descri�tion Call to Order Eddie Fahnestock, President, called the meeting to order at approximately 3:02 p.m. Announcements No new announcements Public Comments No Public comments 1 Approve Minutes Recommended Action: Approve, sign and file minutes of the October 11, 2021, Board of Park Commissioners Regular Meeting. VIDEO RECORDING IS AVAILABLE HERE: httQs:LL�outu.beL8P9SB3ODNVE 2A Sustainability Integration Board Nina Rasmussen: Newly formed board with 14 members, including City Council, Mayor and members from existing boards. Asking for recommendations for new members. Sustainability Integration Board will be helpful with environmental issues. First meeting is scheduled for 12- 1-2021, at 6PM in the First Floor Boardroom. Cabral: Do you know what boards will be included? Rasmussen: Board of Park Commissioners, Metropolitan Planning, Storm Water, Mayor's Youth Council, Diversity & Inclusion, Transit, and will have to follow up. Cabral: Are there any expertise you are looking for? Rasmussen: Educators, expertise in energy or environmental issues, and people with a passion for the environment. Motion by Fahnestock, second by Cabral, IT WAS UNANIMOUSLY VOTED to approve the lease agreements and authorize the necessary signatures {6-0). 28 South Seneca Estates- Drainage Easement Eric Glover: Location between 47th to 55th Street South and Seneca. Will have small impact on pond. Small Cul-de-sac with 20 lots with drainage into the ponds. There will be a "hood" keeping trash from the pond. Pumpelly: Any system or contract for holding the developer responsible for maintaining? Glover: That is part of the city storm water quality system. It would be in the maintenance handbook and would pass from the property owner to the HOA. BOARD OF PARK COMMISSIONERS REGULAR MEETING November 8, 2021 Page 1 of4 Troy Palmer motioned for approval of support for the easement, Fahnestock second. Unanimously passed. Pumpelly: Approves with recommendations of consequences and for positive revenue to go to Park Board. Pumpelly makes substitute motion, Fahnestock seconds. Unanimously passed. 3 Continuation of Prior Business No new updates 4 Finance Update Emma Li-Wormington: Revenue is currently $1.2M, goal is $1.5-1.6M. Revenue increased 61% from 2020, with 2021 being lower than 2019 due to capacities. Expense budget is at 65% and summer camp revenue has increased by $78K. 5 Communication Update Troy Houtman: No new updates. Golf Advisory Committee felt adamant about being heard by the Park Board and City Council, suggestions to be put in writing. Fahnestock: Do you have internal goal to be at capacity? Houtman: February. Could compare FTE to other cities and present next month. 6 Social Media Update Houtman: No one person is working on this. Palmer: Suggests using social media to promote new hires needed. Fahnestock: Facebook live was done and answered questions regarding RFP process. Palmer: Any comments during the lives? Fahnestock: Not during the lives. This was done to help try to help the golfers and community to understand. 7 Recreation Update Reggie Davidson: Greater Wichita Junior Football League has moved to 100% online registrations, which has increased revenues, as well as play at South Lakes. GWJFL played championship at Friends University, with rings being given to champions. Brewer: Over 550 people attended the Boos & Bonfire. Orchard: Halloween Carnival had over 100 students and 30 volunteers. Small group Strength Training continues to be a popular class. Watson: Wicked Island had over 1000 people attend on 10/30/21. Over 500 children participated in Halloween with Wicked Island, which allowed for daytime treating. Naftzger: New Winter Wonderland will provide lots of fun family activities. 8 Golf Update Houtman: Interviews with RFP, a week ago, City Manager and Finance looking them over. Four great proposals. All four agree to no price change without Council approval. F&B is another big area to improve. All are concerned with equipment replacement too. Will clarify some questions and choose. Wants to have a good draft, then present to GAC, PB, then to Council. Palmer: Would current staff stay? Houtman: All four know the employees know the courses. Staff could have the opportunities in other areas if a management company is approved. Fahnestock: Every bidder has agreed to work with GAC and will come to GAC to make recommendations, then to PB and Council. Houtman: Contract will have specific guidelines for reporting obligations and standards, as well as penalties. It will give stronger oversight. Pumpelly: Any broad strokes about F&B, possibly expanding beyond golfers? Houtman: There have been past ideas of a restaurant. Food trucks have been brought up as well. New menu ideas, with possible contract the menus are not able to be expanded BOARD OF PARK COMMISSIONERS REGULAR MEETING November 8, 2021 Page 2 of 4 currently. If the contract is not approved, expansion is possible with different ideas. There is lots of creativity with proposals. Fahnestock: You want programming and F&B to draw people too. Cool vibes, good food, and great atmosphere could help invite new people in and welcome them to stay longer after play. Palmer: Will PB be a part of final decision? Houtman: There will be a meeting with GAC and then meeting with PB to show the pros and cons of the proposals. 9 Park Maintenance David McGuire: Fresh Air Baby Camp has all work completed and is now available to rent, holding about 50 people. New track path opening soon from Southeast Arkansas River Greenway. Over 1100 inspections have been done. Using 165 non-bur lapped trees, planting in mulch and gravel, will be doing a 3 year study on which method works best. RFP for bucket trucks, chipper and grinder have all been approved. Normal activities planned for November. Multiple memorial benches set, installed security gate at Watson, mounted Brewer rec center sign, park Villa pond is being fixed to prevent water loss. Creating third area of dog park at Harrison Park, this will allow rotation in gated areas for regrowth. Cabral: Is there a possibly to paint mural at skate park? McGuire: We have had discussions with people, possibly hiring someone. Pumpelly: Had a meeting with a friend, she suggested have a "Citizen Core" or more volunteer opportunities available. McGuire: Mowing and trash pick ups stop November to March. Volunteers can sign up online Houtman: Two reasons, staff issues and budget issues. 10 Wichita Parks Foundations Update Cabral: 13 benches being installed, what is the timeline? Houtman: Expects to be completed by February. Cabral: Food community at Evergreen. Gardening, food resources, and tree plantings. Reflection Park has updates being done and benches will be across town. Palmer: Is there an opportunity for families to purchase? Houtman: Memorial benches can be purchased; David McGuire can help. The artwork pieces with be to celebrate Wichita. 11 President's Update No Updates 12 Director's Update Houtman: Gold Medal presentation made last week. Ice Rink finalists are being interviewed, rec centers received over $300K in grants, Brewer, Tennis Center and Clapp will be having plans drawn up. Forestry & Parks making Christmas happen. Decorations going up soon. Next month- College Hill property with driveway part of City property, agreement over 50 years old.
