Present: Jay Fowler, Stephanie Luna, Shaun Rojas, Tonja Sowder, Robert Thompson, Dennis
Bender, Odell Harris, Jr., Janet Miller, Timothy Sims, Deputy Chief Hatter, Captain Chet
Pinkston, Chief Ramsay, Lieutenant Blake Mumma.
1. Call to Order—Chairperson Fowler
The meeting was called to order at approximately 4:00 p.m.
Motion by Bender to add Child Advocacy Center tour to the board’s agenda. Second by
Sowder. Motion passed unanimously.
Pinkston asked if the board would be interested in a tour of the Child Advocacy Center. Laurie
Chandler, Director of Education, will provide the tour. The board agreed to the tour and returned
at 4:30 p.m.
2. Approval of February 28 Meeting Minutes
Bender noted that he did not attend the February 28 meeting, but was listed in the minutes.
Sowder made a motion to approve the February 28 minutes with a revision regarding
Bender’s attendance. Second by Fowler. The motion passed unanimously.
3. Public Agenda - 15 minutes is set aside for this portion of the meetings
Doug Ballard noted that he keeps in contact with the mother of Andrew Finch and he was
saddened to advise the board that her granddaughter had committed suicide recently and the
granddaughter’s boyfriend had committed suicide within the past week. He voiced concern for
the family.
4. Staff Report Update
Pinkston provided the Intake Report and Complaints Closed report. The Board noted that the
report has all the information they requested and thanked staff for their efforts.
Sims asked staff about the appeals process.
Pinkston responded that the process is for the Chief to review, then the City Manager and then,
if requested, the board becomes involved.
Fowler asked the board to let them know which cases they would like to review at least two
weeks prior to the next meeting.
Bender requested that the board send the Staff Reports to the board when the minutes/agenda
are sent. Pinkston noted that was the intent, however it did not get done this time.

5. Coaching and Mentoring Case Review – Captain Pinkston
Pinkston noted that names had been changed for the case reviews. The board reviewed
coaching/mentoring case #1 18PSB-0828. He noted that the officer missed a court case and
was given written reprimand that will be in his file.
Rojas asked what type of training supervisors get.
Pinkston responded they get some formal training and on-the-job training. And there is a lot of
law enforcement leadership training.
The board then reviewed Case #2 18PSB-3589.
Harris asked what happens if they forget to turn on their cameras more than once.
Pinkston responded he would give them two times and the third time would likely result in formal
discipline.
Ramsay added that it could be on a case-by-case basis. He added that they conduct audits to
make sure if there is a case number, there is axon video to correlate.
Miller asked when an officer should start the camera.
Ramsay responded it should be started as they are walking up on a vehicle.
Pinkston noted that it is still discretionary.
6. Executive Session 17PSB-2653 – Captain Pinkston
The board moved into Executive Session at 4:54 p.m. for no more than 45 minutes. The board
returned at 6:02 pm.
Motion by Fowler noted that no action was taken in Executive Session. Second by Sims.
7. New Business – Fowler
Pinkston noted he had received a request regarding setting a standing meeting if possible.
Fowler responded that had been the intent of the board.
The board suggested setting a standing meeting for the fourth Thursday of each month in order
to secure a meeting location.
Pinkston suggested the November meeting be held on November 21 rather than the fourth
Thursday due to Thanksgiving. And suggested the December meeting be held on December 19
rather than the fourth Thursday due to Christmas. The board agreed to this. He stated staff
would try to reserve the meeting locations for the remainder of the year.
The next meeting will be April 25 at a location to be determined.
8. Adjourn
Fowler made a motion to adjourn. Second by Sims. The motion passed unanimously and
the meeting adjourned at 6:15 p.m.

investigations.
5. Discussion – Coaching and Mentoring Case Review – Captain Pinkston
• Two Coaching and Mentoring cases will be discussed during this session. An overview
of the complaint and the reasoning behind the decision to educate versus
disciplining.
6. Executive Session – 17PSB-2653 – Captain Pinkston
• A thorough discussion regarding 17PSB-2653. Although this case is extremely lengthy,
a time limit is recommended for this discussion.
7. New Business – Chairperson Fowler
